In a communication dated November 28th from John Vaughan,
Jon Von Realty, inquiry was made as to the availability of //�/
property on the west side of Airport Road. With Council per-
mission, Mayor Moty referred this inquiry to the Airports
Commission for study and recommendation.
Edwin and Arretta Webb - Renewal of Vehicle Permits
In a letter to Council dated December lst, Edwin and Arretta
Webb requested renewal of 12 City vehicle permits, 5 for
Redding Cab and 7 for Yellow Cab, for the year 1968. �,?�3�
MOTION: Made by Councilman Chatfield, seconded by
Councilman,Dohe rty approving .the reque st of Edwin and
Arretta Webb for renewal of 12 City Vehicle permits, 5 for
Redding Cab and 7 for Yellow Cab, for the year 1968. The
Vote: Unanimous Ayes
Sewage Treatment Facilities
A letter dated November 30th was received from Mr. Frank
Phillips requesting time on the agenda for property owners to
again register complaints of odors from the Redding sewage
treatment facilities. A communication dated November 30th �"..aG
was also received from John Keye, M. D. , Health Officer in
regard to odor problems at the sewage facilities.
Mrs. Eleanor Ball appeared before Council as spokesman for
the residents of the area and said that the odor problem still
exists. She indicated that this was the second and last time the
group would come before Council regarding this matter. Mrs.
Ball asked the following questions which were answered by Public
Works JDirecbor Arness: .
Q. Are the ponds full?
A. Yes. �.. ,. , .. ,. ,.
Q. Is there a sewage discharge into th�e river?
A. Yes , � :

Q. Have the ponds been sampled recently to determine if gnats
are present?
A. I don't know. I believe they are. supposed to be sampled weekly.
(Later) Last gnat. sarnpling was on October 28th.
Q. What are your plans for taking care of the gnats before hot
� .weathe r comes ?
A. The Bureau of Vector Control has shown us how to sample and
there is a •schedule set up. Samples will be examined by the
Mosquito Abatement Dis�trict. We will supply tHe chemicals
as dire�cted' by the Bu-reau of Vector Control.

Q:� Will our wells be contaminated by this ? : . � � = - .
A. The ponds we re built with tight bottoms s o I don't believe
we are getting the loss. I am assuming that it would go to
the river rather than to the wells.
Q. What about�deep wel.ls. below river b�ottom? ,
A. I would have to check this- out.

Q. Is this discharge the same as from the Cypress treatment
facility?
A. The State Water Quality Control E�oard will set discharge
requirements,at their December meeting.
Q. What specific actions has the City taken to abate these odor
problems?
A. The City has been doing the following:
l. Using an aerator in Pond No. 1
2, Purchased a rapid D. O. Analyzer to determine
the amount of oxygen in each pond
3. Pre-chlorinating the sewage before it goes into
the ponds.
4. Using a boat to break up scum
5. Using sprinklers on ponds
Mr. Arness further stated that a meeting has been scheduled for
Wednesday, December 6th, with Clair A. Hill & Associates, the
engineering firm who designed the facility, and that three courses
of action will be taken as a result of this meeting: a) the engin-
eering firm will take over operation of the facility; b) propose
modifications to the system; c) propose land acquisition for
buffering. Staff will submit the recommendation of the Consultant
to Council at the meeting of December 18th.
Q. What concrete evidence can the City offer that the odors
will be controlled?
A. I believed that we had a design that would offer a trouble-free
waste treatment facility. I can't possibly answer .your question
at this time.
Mr. Frank Phillips, who is a representative of the State Bureau
of Sanitary Engineering, appeared before Council as a property
owner and resident of the area and gave a chronological list of
events concerning the gnat and odor problems since.the inception
of the sewage treatment facility. Mr. Phillips agreed to file a
copy of this report with the City Clerk. In his presentation he
indicated that he has noticed three distinct types of odor -- raw
sewage, septic, and pigpen odor. He commented that although.
Dr. Oswald, a Professor at the University of California and a
recognized authority in this field, had recommended reducing
the number of ponds to three in hopes of reducing the odor., the
City has disregarded this recommendation.
Mr. Phillips further stated that to his knowledge the boat has
not been used for several weeks, sprinklers have not been on,
and there has been no pre-chlorinating. He said he feels the
City is doing less now than they were doing at the meeting of
October 2nd. Mr. Phillips said the property owners have
agreed to ask the Shasta County Board of Supervisors to conduct
a public hearing in regard to the odor problem. He said he
believes answers must be forthcoming or law suits will be. filed.
In answer to Councilman Chatfield's inquiry regarding similar
problems in other areas, Mr. Phillips said that Yuba City is
having a problem, as was Olivehurst; however, the latter has
been corrected. Mr. Phillips said that in other areas there is
usually a buffer zone provided.
Correction to Minutes made at Council meeting of December 18, 1967, by
adding the following:
Councilman Chatfield said he was not justifying the location of
the ponds but did want to point out that it was not a completely
unknown factor. "

Councilman Chatfield asked Mr. Phillips if his office felt there
is any�danger to the wells in the area and Mr. Phillips said he
doubted it very rnuch if the wells are properly constructed.
M r. Phillip s said that M r, Lusk, rep re s entative f rom the Bu reau
of Vector Control, is very concerned about what the gnat problem
will be in the spring if there is an overflow, inasmuch as the ponds
a re ove rflowing now. .
Complaints of� odor were also registered by.Bob.Kempley, Mrs.
Lorraine Wescott, Mrs. Norman Murphy, Elmer Johnston, and
Joe Gregory. . -,Residents of the area were also critical of the
treatment given them by..City personnel. : . .
Councilman Chatfield stated that he does not feel the City has
pursued the problems with the diligence it should have and
believes every effort should be. made to corr.ect the existing
situation�. �Mr. Chatfield said.the general location of the Redding
. sewer treatment. plant. is set fo.rth in the Shasta County Sewer Plan
' for the general area and.this master�plan wa:s adopted by the Shasta
County Planning Commission. •
Councilman Denny said he believes staff became coinplacent be-
cause of. the change in weather which they probably felt would
give them a little more time to work out the problem. Mr. Denny
said he was unaware that the condition was continuing with the
advent of cooler weather. In answer to Mr. Denny's inquiry as
to whether the professional recommendations have been acted upon
by the City,: Mr. Arness referred to his earlier statements as to
the step.s the�: Ci.ty has taken but stressed the fac:t-that the City has
had :to proceed slowly :to determine �what recominendations will
work because of-.the:costs involved.� He stated .that with the advent
of cooler weather it was necessary to obtain additional operational
data re operating the ponds as they were designed, and it was not
felt it would be necessary to go to three primary ponds.
Mayor :Moty-apolagized �to the residents of the area for the rude
treatment they .had received and promised to follow through per-
sonally to see that it does not happen a�gain. :He sa�id that he� could
assure them that Council is concerned regar.ding the sewage problem
and he is .going �to ask the _Departrnent of Public .Works to s.ubmit re-
ports at every Council meeting .until :the problem is. solved.

The City Clerk advised that no written protests had been filed.
Planning Director Harris advised Council that the� r.ezoning appli-
cation was initiated by K. Maurice Johannessen and by the Planning
Commission. Mr. Harris pointed out on the Vu:Graph the property
propose,d to, b.e.. rezoned. He. illustra.ted the existing la;nd uses and
zoning in the are.a and reviewed the re.commendation .of the Planning
Commission that the .zoning of said property be changed from "R-1 ",
Single Family to "R-2", Two Family District.
Gladys Hof£man, 2.488 Galifornia St.reet,. noted that.onl_y a part
of Mrs. Mildred Walker's. property (2506 California Street) is
proposed for "R-2'! zoning ancl that the. portion left in the "R-1 " zone
is too srnall.to build on. , Mrs. :Hoffman indica.ted she is in favor of
the proposed "R-2" zoning and thinks there is no problem other than '
in this one parcel of property. . i,- '

Mrs. Helen Generes.appea,red before .Council and requested that
her property (2538 Galifornia Street). be z.oned 'R-3-15!'rather than
"R-2" as recommended . Mrs. Generes said her property now has
a duplex in the rear and that her home in the front also serves as

Councilman Fulton:asked if there would be an,y. objection to�zoning
Mrs. Generes' property "R-3-15". Mr. Harris. said the Gommission
does not want_ to intensify the .zoriing and:,that ":R-3-15." would double
the density of "R-2" and possibly lead to further expansion i�nto the
"R-1 " area. . The area is a: nice single family neighborko:od and it
is hoped that this could .be maintained..
Maurice Johannessen appeared before Council and said that he
would not obj e ct to "R-.3-15" z oning of hi s p•rope rty but that he
is happy with :the "R-2" zoning and feels the rea-sons for keeping
it "R-2" are very sound.
There was considerable discus�sion re the merits of.zoning the
area :"R-2" ve.rsus "R=3-15".

Assistant Civil Engineer Hastings briefed Council on the method
of assessment,. stating. that originally,.North Bechelli :started out
as a separate assessment district at approximately the same time
as the Freebridge Assessment District. It was decided to combine
the two districts to save on administrative costs.

Mr. .,Hastings said a straight front.footage spread was.used in
tlie North Bechelli area.and��that no protests,were,;.received from
this area. In the Freebridge area, because of the size and shape
of the lots, a basic benefit per lot was arrived at, plus a square
footage on the area of the_ lot. He explained that where lots ;could
be subdivided, additional basic:benefits ,we:re added.,, , ,
Mr. Hastings indicated that the Crandall ;property.was given two
basic benefits; however, ,as it:has been determined that this lot
cannot� be split because� of the location of the hou:se�on the property,
staff recommends that the second basic benefit be removed and an
adjustment in the amount of $201 be given on, lot-#13.. Mx. Hastings
said,the p:roperty of .the other sev.en pr.otesto.rs, had been reviewed
and no justification could be found. for making adjustments. The
property of the persons who submitted��protests.was shown on the
Vu-Graph and on the map of the area.
In answer to Councilman Chatfield's inquiry, Mr. Hastings said
that the cos.ts of each�job; :i: e. , North Bechelli and Freebridge,
were spr.ead.separately. �
Mr: Hastings said� there was-one other adjustment which staff
feels is in order. It involves the property of Mr, and Mrs. Harley
Smith of 2706 Freebridge Street who are;pr.esently s,upp.lied with
City water. : Mr. Hastings indicated that �there,axe betwesn 15 and
20 residences on Russell Street .which also had water ser.vi-ce prior
to annexation and these residences were given credit-in th,e amount

of -the basic benefit=and' tlie` sewer and service charge: �- Iria�smuch
as the Smith residence was not discovered at the time of the spread,
this property was not given the same adjustment as similar residences.
It is th'erefore the recomrnendation of staff=that this assessment be
adjusted downward in the amount of $150, the amount of the basic
benefit charge. - . ' �� ' ; -

Mr. Mauriee Johannesseri appe�a�r-ed �before C.'ouricil and requested
relief fr-om one basic benefit charge on lot�#�145. The lot was
allocated two basic benefits. Mr. Johannessen said that a house
uride'r coristruction on the�property' is so situated as to mak� it
illogical to split the lot into two parcels. M�r. Hastirig's said he
had checked the plot planand it was not clearly obvious that the
location of the house would make it impossible to split the lots;
however, he said he would recheck it. = - -� -- �-
In answer to an inquiry as to whether it would be possible to adopt
the Amended Engineer's Report�-p�rior to' resolving Mr. Johannessen's
request, Bond Counsel Representative Robert.'B_runsell advised that
Council could adopt the" report and, if`it is deterrriined that Mr.
Johannessen's assess.xnenttshoizld be.lowered; �the City could allow
Mr. Johannessen a credit during the cash payment period.

Mayor Moty reviewed� the��idea of ''Saturation" .freeway signing.for. a
period of a year with possibly.a one year option., He recommended
that the signs be of a billboard type and be placed south of Redding,
perhap:s a�s far south as Willows. He.indicated that Ryan .Advertising
has four sites available and they will -r;ent these to the .City for a one
year period at the following rates: $100 per.month per sign for un-
lighted signs and $135 per month per sign for lighted signs. The Mayor
�G� said he feels it would;be w.ell worth the. expenditure and,mentioned that
�� I the cost would be more than covered by the proposed increase in the
transient .occupancy tax. . He requested that Council authorize him to
sign the necessary contract with Ryan Advertising and .said that he -
would work up the messa.ges to be. pu.t on the signs. . .
Councilman Fulton said he did_not.doubt the advertising value. but feels
Council has over-extended itself on advertising. He. thinks the money
could be used to better advantage.: .

TRANSIENT OCCUPANCY TAX � ' ' � �
Mayor�Moty comrriented that many cities are raisirig the transient �
occupancy tax to 5�jo'and lie urged Council to give favorable consideration .
to this propo'sed change for Redding. The Mayor said that.the Director
of Finan'ce had advisecl him that since the transient occupancy tax is
payable on a quarterly basis that it would be advisable to make this leg-
islative change effective at the beginning of a calendar quarter, either
January 1, 1968 or April 1 , 1968. It is the Mayor's recommendation that
the change be made effective April 1, 1968 and he requested authorization ��y�
to communic'ate the City's desires .to the Shasta�Cou-nty Soard of Super-
visors and the City of .Anderson so they will be aware, of the City's inten-
tions and, hopefully, that they will adopt similar legislation.

Councilman Fultom, said, that�.he feels Council is losing: control,of,.City
staff, commenting further that apparently no one on.C,ouncil was aware
of the continuing odor problem at the sewage treatment facility. He
also expressed concern at the extensive travel:of the City Manager.
Mayor Moty said it -is obvious that more attention is going to have to
be given to problems at, home,t and..Go,uncilman Doherty. agreed that
there should be emphasis on local problems. _, _ �.-
�, Councilman Chatfield pointed out °tha•t he had..complained about the
� "� J extensive travel of the City Manager at both of the last two budget
sessions, but he added that he recognized that. some travel and some
participation in National organizations benefits the City.
