City Council, Adjourned Regular Meeting

The meeting was called to order at 12:00 noon by Mayor Moty with the
following Councilmen present: Chatfield, Denny, Doherty, Fulton, and
Moty.
Also present were City Attorney Murphy, Finance Director and Personnel
Director Courtney, Planning Director Harris, Public Works Director
Arness, Assistant..City Engineer Lang, and Electric Superintendent Dais.
COMMUNICATIONS:
Dedication of Judge Francis Carr Memorial
An invitation was received from the Redding Chamber of
Commerce to attend dedication ceremonies to be held at
4 p. m. , Thursday, August 31 at the Judge Francis Carr
Memorial at the West end of Whiskeytown Lake
Mayor Moty read a letter received from Congressman "Bizz"
Johnson advising that he would be participating in the dedica-
tion ceremonies at Whiskeytown Lake and would also be present
at a no host community reception to be held later that. day at
the home of Mr. and Mrs. Colby Smith, from 6:30 to 8:30 P. M.
The following day he will tour the Shasta College Campus.
Congressman Johnson hopes to have an opportunity to visit with
members of Council during his stay in Redding.
Muscular Dystrophy Association
In a letter to Council dated August 25th, the Muscular Dystrophy
Association requested permission to use the playground park
at Fire Station Number Two on Placer Street on September 9th
from 1:00 to 6:00 p.m. for the purpose of conducting an amateur
carnival.
In a discussion of this matter it was pointed out this was a bad
intersection. It was suggested that the Police Department be
alerted to patrol the area during the carnival.
MOTION: Made by Councilman Denny, seconded by Councilman
Fulton approving the request of the Muscular Dystrophy Associa-
tion as outlined above and waiving normal fee charges. The Vote:
Unanimous Ayes
ORDINANCE - re salaries of elective officials
MOTION: Made by Councilman Denny, seconded by Fulton that full reading
of Ordinance No. 939 be waived, and the City Attorney be instructed to
scan same. The Vote: Unanimous Ayes
MOTION: Made by Councilman Chatfield, seconded by Councilman Doherty
that Ordinance No. 939 be adopted, an ordinance of the City Council of the
City of Redding amending Article I, Division 2, Chapter 2 of the Redding
City Code, 1959, as amended, by repealing Section 2-13 and substituting
therefor a new Section 2-13 pertaining to elective officials.
Voting was as follows:

ORDINANCE - re parking meter violations and hood permits
MOTION: Made by Councilman Doherty, seconded by Councilman
Chatfield that full reading of Ordinance No. 940 be waived, and the
City Attorney be instructed to scan same. The Vote: Unanimous Ayes
MOTION: Made by Councilman Doherty:, seconded by Councilman
Fulton ,- that Ordinance No. 940 be adopted, an ordinance of the City
Council of the City of Redding amending Article V, Chapter 18 of the
Redding City Code, 1959,.as amended, by repealing Section 18-60
and substituting therefor a new Section 18=60 pertaining to parking
meter violations and issuance of parking meter hood permits.

MOTION: Made by Councilman Doherty, seconded by Councilman Chatfield
that Ordinance No. 941 be adopted, an ordinance of the City Council of
the City of Redding amending Article III, Chapter 13 of the Redding City
Code, 1959, as amended, by repealing Section 13-80. 1 and substituting
therefor a new -Section 13-80. 1 pertaining to fire prevention.

CITY OF REDDING ELECTRIC POWER CONTRACT
In discussing Amendment No. 2 to the electric paver contract between
the Bureau of Reclamation and the City of Redding, Mayor Moty stated
it is obvious that with the Agreement between the Bureau of Reclamation
and the P. G. & E. , the City will have to find means of augmenting its
power supply between 1980 and 1985, and he feels it should be one of
Council's principal objectives to find ways and means to do this. Mayor
Moty indicated that he has discussed the proposed Amendment No. 2
with the City Manager and has had discussions with Congressman "Bizz"
Johnson, and the Mayor said he joins the City Manager in recommending
approval of Amendment No. 2 by Council.
MOTION: Made by Councilman Denny, seconded by Councilman Chatfield
approving Amendment No. 2 - Contract No. 14-06-200-887A between the
Bureau of Reclamation and the City of Redding and authorizing the Mayor
to execute same on behalf of the City. The Vote: Unanimous Ayes
RIVERLAND ESTATES SUBDIVISION - Agreements
City Attorney Murphy advised Council that although the required bond
and cash deposit have been received in connection with the Subdivision
Agreement and Supplemental Agreement re off-siteimprovements for the
Riverland Estates Subdivision, the developer has not filed the final sub-
division map for approval by Council and it is therefore his recommenda-
tion that approval of the aforesaid agreements be tabled until the map has
been filed and approved by Council.

MOTION: Made by Councilman Chatfield, seconded by Councilman
Doherty tabling action on the Subdivision Agreement and Supplemental
Agreement re off-site improvements until the final subdivision map
has been filed and approved by .Council. The Vote: Unanimous Ayes
RESOLUTION - re rules of Shasta County and Cities Area Planning Council
City Attorney Murphy submitted a resolution ratifying and approving cer-
tain proposed rules for the organization, operation and function of. the
Shasta County and Cities Area Planning Council.
Councilman Doherty reviewed briefly the status of the proposed rules
advising that at Council's instructions he requested the SCAP Council
to reconsider certain portions of the rules, as outlined at the City
Council meeting of July 17th. Mr. Doherty said that the Board of
Supervisors is not willing to make the changes requested and it is his
recommendation that Council accept the document as it is now written.
MOTION: Made by Councilman Doherty, seconded by Councilman Denny
that Resolution No. 3946 be adopted, a resolution of the City Council of
the City of Redding ratifying and approving certain proposed rules for
the organization, operation, and function of the Shasta County and Cities
Area Planning Council.
Voting was as follows:

BUCKEYE COUNTY WATER DISTRICT
City Attorney Murphy submitted for information only Resolution No.
67-102 of the Shasta County Board of Supervisors pertaining to the
dissolution of the Buckeye County Water District and the requirement
of a deposit of funds by the City of Redding, if the district is dissolved.
It was ascertained that the required deposit would be in the neighborhood
of $180, 000.
REDDING MUNICIPAL AIRPORT - Federal Grant
City Attorney Murphy advised Council that a letter has been received
from the Federal Aviation Administration stating that $33, 520 has
been allocated to the City for land acquisition for clear zones at
Redding Municipal Airport. The amount requested was $108, 328.
REDDING MIDTOWN PROJECT
Planning Director Harris advised Council that the Redding Redevelopment
Agency has received the contracts for the Survey and Planning Grants and
��'� the Agency will consider these documents at its meeting tonight. Mr.
Harris stated that the Agency has received eight applications for the
position of Executive Director to date and it is hoped that a Director can
be hired by October 1st.
ADJOURNMENT
There being no further business, at the hour of 12:50 P.M. , upon the
motion of Councilman Doherty, seconded by Councilman Denny, the meeting
was adjourned.
