invocation..
The meeting was called to order at 7:00 P. M. by Vice-Mayor Chatfield
with the following Councilmen present; Denny, Fulton, and Chatfield.
Absent: Councilmen Doherty and Moty: , , �
Also present were City Attorney Murphy, Finance Director and Personnel
Director Courtney, Planning Director Harris, Public Works Director
Arness, Airports Manager and, Safe.ty Officer McCall, Assistant City
Engineer Lang, and Assistant Civil Engineer Hastings.
APPROVAL OF MINUTES
MOTION: Made by Councilman Denny, seconded by Councilman Fulton
that .the minutes of the regular meeting of August 7, 1967 be approved as
mailed to each Councilman. The Vote: Unanimous Ayes
COMMUNICATIONS
Redding Chambe r of Comme rce - re Civic Auditorium
With the approval of Council, Vice-Mayor Chatfield referred the
communication from the Redding Chamber of Commerce dated.
August 4 re recruitment of conventions and conferences for the
��.3 Civic Auditorium to the Auditorium Committee and Auditorium
Consultant for study and report back to Council.
Redding Chamber of Commerce - re State Recreational Bond Funds
A communication dated July 25th from the Redding Chamber of
Commerce re dispersal of State Recreational Bond funds towards
the development of the Turtle Bay Area was referred to the fallow-
ing committee to review the Turtle Bay Area and prepare a master
plan for development of said area: Councilman Chatfield, Parks
</3o and Recreation Commission Member Brickwood, Planning Director
Harris, Public Works Director Arness, and Parks Superintendent
Smith. Planning Director Harris is to contact the Chamber of
Comme rce and schedule a meeting.
Shasta College
A communication dated August 16th was received from Shasta
College regarding fire protection for the College. City Attorney
Murphy advised Council that in order for the City to provide fire
� protection for Shasta College it will be necessary to enter into a
three-way contract; i. e. , City of Redding, Shasta County, and Shasta

College, to conform with the provisions of the Government Code.
Vice-Mayor Chatfield appointed the following Committee to study
this matter and report back to Council: Councilmen Denny and
Doherty, City Manager Cowden, City Attorney Murphy, and Fire
Chief Grant.
Department of the Interior
An invitation was received from Secretary of Interior Udall for Mayor
Moty and appropriate policy and technical personnel to attend a meeting
��,� in Washington, D. C, on July 31st to discuss power supply problems.
Mayor Moty will be accompanied by Vice-Mayor Chatfield, City Manager
Cowden, and Mel Gibbs of the firm of R. W. Beck & Associates, the
City's electric utility consultants.

East Bay Boat Club
• In a communication dated August 16th, the East Bay Boat Club
advised Council that they will be unable to host the outboard regatta
in Caldwell Park over the Labor Day Weekend as planned. They ,;��
thanked Council for its cooperation and said they would request per-
mission to hold the regatta in Redding next year.
PETITION - re assessment district
An informal petition was submitted by property owners in the Alta Sub-
division requesting that assessment district proceedings be initiated for
sewerage improvements.

referring the petition to the Director of Public Works and authorizing
the circulation of a petition. The Vote: Unanimous Ayes
APPROVAL OF CLAIMS AND PAYROLL
MOTION: Made by Councilman Denny, seconded by Councilman Fulton
that Accounts Payable Register No. 4, warrant nos: 14246 to 14582,
inclusive, in the amount of $174, 829. 39, be approved_ and paid, and
Payroll Register No. 3, warrant nos. 10694 to 10965, inclusive, salaries
in the amount of $77, 329. 56 for the period July 23, 1967 through August �G%L�
5, 1967 be approved. Total $252, '158. 95

taining to the establishment of angle parking on certain streets and

Vice-Mayor Chatfield reported the study of this project has not yet been com-
pleted but he will probably have a report at the next regular Council meeting.

OPTIMIST CLUB FLY-IN BREAKFAST AT BENTON AIRPARK
Airports Manager McCall submitted the Airports Commission
recommendation for the Optimist Club to hold their annual Fly-In Breakfast
at Benton Airpark on September lOth with a rain date of September 17th.

approving the recommendation of the Airports Commission re the
Optimist Fly-In Breakfast at Benton Airpark, subject to the condition-,
that a certificate of insurance be filed with the City Clerk. The Vote;

AWARD OF BID - Placer St. 8" water line extension
Public Works Director Arness submitted bid tabulation for constructicn
of Placer Street 8-inch water line extension, Bid Schedule No. 419 and
stated it is the recommendation of the Department of Public Works that
the contract be awarded to C. L. Fogle, Inc. , the low bidder.

accepting the recommendation of the Department of Public Works that
Bid Schedule No. 419 for construction of Placer Street £3-inch water line
extension be awarded to C. L. Fogle, Inc. , nn their low bid of $10, 060,

the contract be awarded to D. B. Stutsman, the low bidder on Alternate
1B of said Bid Schedule.

water, line extension be awarded to D. B. Stutsman, on his low bid of

Section 18-60 and substituting therefor a new Section 18-60 pertaining to

ORDINANCE - re fire prevention
Councilman Denny offered Ordinance No. 941 for first reading, an ordi-
nance of the City Council of the City of Redding amending Article III, /?y
Chapter 13 of the Redding City Code, 1959, as amended, by repealing
Section 13-80. 1 and substituting therefor a new Section 13-80. 1 pertain-
ing to fire prevention.
RESOLUTION - setting Tax Rate for Fiscal Year 1967-68
MOTION: Made by Councilman Fulton, seconded by Councilman Denny
that Resolution No. 3943 be adopted, a resolution of the City Council of /��

MOTION: Made by Councilman Denny, seconded by Councilman Fulton n�,
accepting the Placer Hill Subdivision Unit No. 1 Map, approving the Sub- L�� �
division Agreement, and authorizing the Mayor or Vice-Mayor to execute
said !Agreement. The Vote: Unanimous .Ayes
RESOLUTION - Sale of $610, 000 Series B Water Revenue Bonds
Finance Director Courtney introduced Mr. Ed Hyland of the firm� of
Stone & Youngberg to members of Council. Stone & Youngberg are the
City's Financial Consultants and handled the bond sales for both the -���
Water Revenue Bonds and the Civic Auditorium Bonds. Mr. Hyland
stated that the firm of Merrill Lynch, Pierce, Fenner & Smith, Inc. ,
and Stone & Youngberg submitted the lowest bid with an interest rate
of 4. 4577%. for the Water Revenue Bonds.

that Resolution No. 3944 be adopted, a resolution selling $610, 000
principal amount of City of Redding. 1959 Water Revenue Bonds, Series
B and fixing the definitive rate s of inte re st the reon.

RESOLUTION - Sale of $l, 800-, 000 Givic Auditorium Bonds
Mr. Ed Hyland advised Council.that the Bank of America N. T. & S.. A.
and Associates submitted the lowest bid for the Civic Auditorium Bonds
with an interest rate of 4. 1826%. It was pointed out that the City made
a substantial savings in interest charges by waiting a year to sell the
Civic Auditorium Bonds.

that Resolution No. 3945 be adopted, a resolution selling $1 , 800, 000
principal amount of City of Redding 1967 Civic Auditorium Bonds and
fixing the definitive rates of interest thereon.

LEGISLATION
City Attorney Murphy reviewed SB 837 re property transfer tax and
SB 1477 re Redevelopment Programs, stating that both bills are before
the Governor for signature. It was Mr. Murphy's recommendation that
Council send a telegram to the Governor urging him to sign said bills.
,��;Z There was a discussion of SB 837 and Vice-Mayor Chatfield questioned
� whether the revenue obtained by the City from the property transfer tax
would be substantial enough to warrant all of the paper work involved.
MOTION: Made by Councilman Denny, seconded by Councilman Fulton
that Council support SB 837 and authorize the Vice Mayor to send a
telegram to the Governor indicating such support.

that Council support SB 1477 and authorize the Vice Mayor to send a

FREEBRIDGE ANNEXATION NO. 1 - Electric Facilities
MOTION: Made by Councilman Fulton, seconded by Councilman Denny
approving the Joint Application of the Pacific Gas & Electric Company
and the City of Redding to the PUC re sale by the P. G. & E. to the City
��;� of Redding certain electric facilities located in the Freebridge Annexation
No. 1 and authorizing the Vice Mayor to sign said document on behalf
of the City. The Vote; Unanimous Ayes

KQMS RADIO STATION
Public Works Director Arness introduced Frank Conley, News Director
of KQMS to members of Council, and Mr. Conley reviewed briefly the -'GSG
services offered by said radio station.
POLICE DEPARTMENT
Councilman Fulton questioned the necessity of Redding Police Officers
having to wear crash helmets during the hot summer months in investi- �%��
gating traffic accidents as he feels this is a handicap. The matter was
referred to Councilman Fulton to check with the Chief of Police.
CITY OF REDDING ELECTRIC POWER CONTRACT
Vice-Mayor Chatfield advised Council that an Amendment to the City's
contract with the Bureau of Reclamation for electric power had been ���
received too late for thorough study and recommended that this meeting
be adjourned to a later date to conside.r such Amendment.
