City Council - Special Meeting
Police Dept. & Council Chambers Bldg.

July 27, 1967 12:00 Noon
The meeting was called to order by Mayor Moty at 12:00 Noon with the
following Councilmen present: Chatfield, Denny, Doherty, and Moty.
Absent: Councilman Fulton
Also present were City Attorney Murphy and Planning Director Harris.
COMMUNICATION
Application to Operate Recreation Center - Richard Nelson
Planning Director Harris reviewed briefly the application sub-
mitted by Richard Nelson to operate a recreation center at
2665 Washington Avenue, stating that originally a permit had
been issued to Mr. Harry Arnold and later to Mr. Mike Jones
to operate a recreation center at this location upon the condi-
tion that a Use Permit be obtained. The Board of Administra-
tive Review issued a use permit with certain conditions imposed.
It was not learned until Mr. Nelson made application for a permit
that some of the conditions of the Use Permit had not been com-
plied with. The matter was brought before the Planning Commission
and the Commis sion dete rmined they would notify the applicant that
the Use Permit would be revoked if the conditions were not met
��ithin 30 days. Mr. Harris said iY is his understanding �that tlie
applicant intends to proceed with the necessary details to comply
!i �'1 with the conditions set forth in the Use Permit; i. e. , providing
;�` � 50 pa rking space s and an adequate wate r supply. In answe r to
� the City Attorney's inquiry as to whether the lighting is adequate,
Mr. Harris said this would have to be determined by the Building
Inspecto r.
Mayor Moty said it was his understanding that the applicant was
not aware of the conditions set forth in the Use Permit and the
fact that the previous operator had not fulfilled these conditions.
Mayor Moty admonished Mr. Spaid (the lessor of the property)
for his laxity in not meeting these conditions imposed by the Use
Permit and said in the future he would not be receptive to holding
special meetings to handle matter of this nature.
Mr. Nelson appeared before Council and submitted an estimate of
the cost of paving (chip and seal) the parking area, and a statement
from Mr. Spaid to the effect that if Mr. Nelson is able to obtain the
necessary permit to operate the r�ecreation center at Kutras Park
he (Mr. Spaid) will guarantee 50 parking spaces to be oiled and
chipped by August 14.
Mr. Spaid was advised that the design for the parking area will
have to be approved by the Traffic Engineer.
Council was advised that the County Health Department had taken
a sample of the well water for testing. There was a discussion as
to whether City water is available and City Attorney Murphy stated
he believes Mr. Spaid wishes to connect the entire Kutras Park
recreation area at one time and then route the water out among the
various operations. This has not been done yet because of economics;
the cost is estimated at $18, 000. Mr. Murphy said he understands
that contamination of the well occurs only when water is released in
amounts of 60, 000 to 70, 000 cfs.

Mayor Moty then surnmed up the conditions yet to be met as follows:
1. Provide a water system which is satisfactory.(Certificate
� • of County Health Officer will suffice)
2. Provide a fully improved parking area for 50 cars within
400' for the exclusive use of the recreation center.
3. Submission of the design and lighting of the parking lot to
the Traffic Engineer and Building Inspector for approval: • �
MOTION: Made by Councilman Denny, seconded by Councilman Chatfield
approving� the application�of Richard Nelson to operate a �recreation center
at 2665 Washington Avenue for a period of one year with the understanding
that the conditions relating to parking, water, and lighting provided in
Use Permit UP-10-66 will be complied with by August 14, 1967, and
that the Redding Planning Commission will be responsible for insuring
that said conditions are compTied with. The Vote: Unanimous Ayes

There being no further business, at the hour of 12:35 P. M. , upon the
motion of Councilman Denny, seconded by Councilman Doherty, the -
meeting was adjourned.
