The meeting was called to order at 7:00 P. M. by Mayor Moty with the
following Councilmen present: Chatfield, Denny, Fulton, and Moty
Note: Councilman Dohe rty ente red the meeting at 8: 10 P. M.
Also present were City Attorney Murphy, Finance Director and Personnel
Director Courtney, Planning Director Harris, Police Chief Vanderpool,
Assistant City Engineer Lang, and Police Lieutenant Welch.
COMMUNICATION
Boy Scouts of Ame rica
A communication was received requesting permission for 36
Boy Scouts to camp overnight in Lake Redding Park and for
permission to use the pool and showers. The Boy Scouts will - s„
be coming through Redding from the World Jamboree in Idaho
on August 11.

MOTION: Made by Councilman Fulton, seconded by Councilman
Denny approving the request for 36 Boy Scouts to camp overnight
in Lake Redding Park and to use the pool and showers on a non-
reserve basis, and that the letter be referred to the Recreation
Director for handling. The Vote: Unanimous Ayes

MOTION: Made by Councilman Denny, seconded by Councilman
Fulton that the Claim for Damages filed by Louis B. Serna on
July 18, 1967 and by Phyllis Ake on July 21, 1967 be referred /��
to the City Attorney and the City Insurance Carrier, and the
City Clerk be instructed to reset the Claim on the Agenda for
_August 21., 1967. The Vote: Unanimous Ayes

MOTION: Made by Councilman Fulton, seconded by Councilman Denny
that full reading of Ordinance No. 933 be waived, and the City Attorney

ORDINANCE - Rezoning (Park Marina Drive)
MOTION: Made by Councilman Denny, seconded by Councilman
Fulton that full reading of Ordinance No. 934 be waived, and the City
Attorney be instructed to scan same. The Vote: Unanimous Ayes

MEMORANDUM ON SALARY BUDGET - Classified Employees
Mayor Moty read in full his Personnel Budget Memorandum re classi-
fied employees dated July 18, 1967, calling attention to the. fact that
the only two new positions in this year's budget are for two fireman
engineers, and these positions are included in the $79, 644 budgeted
for salaries of classified employees. At the conclusion of the reading
of his memorandum Mayor Moty asked for comments from the floor.
Maurice Finn, representative for Local 22, Building Service Employees
International Union, commended the Mayor on the comprehensive and
complete budget report. He stated that although it is desirable that :
employees of the Sanitation Division be placed on a 40-hour week, it is
unde rstood that this will involve many ope rational adjustments and that
it could possibly impair the public health if this were done immediately.
��/� Mr. Finn requested that Council commit itself to having the Sanitation
Division on a 40-hour week by July of next year, but said that if such a
program could be implemented sooner it would be appreciated.
Mayor Moty stated that he is personally in favor of converting the
Sanitation Division to a 40 hour week as soon as this program can be
implemented and that hopefully this conversion may be made late in
the 1967-68 fiscal year.
Darell Yowell, representing the Redding City Employees Association
also commended the Mayor on his budget memorandum and said his
primary concern is that the 1959 Survivor Benefit Program under
SERS be made available to City employees immediately.
Mayor Moty suggested that Personnel Director Courtney implement this
program immediately if Council approves his budget memorandum.
Councilman Fulton said he felt that compression of salaries had re-
sulted in inequities in the following classifications: Police Lieutenant,
Fire Marshal, and Police Captain, and he recommended that considera-
tion be given to increasing the salary schedule of Police Lieutenant to
that of Battalion Chief, and the Fire Marshal and Police Captain to the
salary schedule of Assistant Civil Engineer. There was considerable
discussion concerning this and it was the consensus of the other members
of Council that such changes could result in having to redo the entire
classification schedule to maintain the proper relationships between jobs,
and this also would have an effect on the salary schedules for exempt
positions.

Councilman Fulton also commented on the uniform allowance increase,
questioning if the increase should be allowed to members of the Fire
Department as is proposed. He stated that Firemen are provided
"Turnout Equipment" by the City and the cost of laundering coveralls
is borne by the City. Personnel Director Courtney said that the City
has not provided coveralls or the laundering of same since' the Fire-
men we re given a uniform allowance.
Councilman Doherty entered the meeting at this point, and was briefed
as to discussions already had regarding this item.
Police Lieutenant Welch appeared before Council and said he does
not think Council would expect supervisors to work for less than the
men working for him, and in his classification and proposed salary
this could be the case. He commented on the comparison with com-
pa rable j ob s in Sha s ta C ounty.
Personnel Director Courtney explained that under the proposed salary
plan it would be impossible for the Police Lieutenant to receive a lower
gross salary than a police sergeant;or detective.
MOTION: Made by Councilman Chatfield, seconded by Councilman
Denny approving the addition of two fireman-engineer positions.
The-Vote: Unanimous Ayes
MOTION: Made by Councilman Denny, seconded by Councilman
Doherty approving the Mayor's recommendations re salary budget
for classified employees, as set forth in his budget memorandum
dated July 18, 1967.
Voting was as follows:
Ayes: Cauncilmen - Chatfield, Denny, Doherty, and Moty
Noes: Councilmen - Fulton
Absent: Councilmen - None
Mayor Moty advised that he had received a communication (too late
to be entered on the agenda) from Mr, and Mrs. E. L. McClellan
urging approval of the full 20°jo raise in salary for the members .of
the Police Department.
PROPOSED SALARY SCHEDULES FOR OFFICERS AND EXEMPT POSITIONS
Mayor Moty submitted his recommendations dated July 21, 1967 re pro-
posed salary schedules for Officers and Exempt Positions.
Councilman Fulton commented that he felt the salaries of the Police and
Fire Cliief should be equal to that of the Assistant City Manager or at
least: close to the salary proposed for the Assistant City Manager. He
suggested that the salaries for these two employees be set at $12, 500.
Pe�rsonnel Director Courtney said that a League of California Cities ���?
Survey indicates that Redding is about on the center plateau salarywise
for these two positions.
MOTION:, Made by Councilman Denny, seconded by Councilman
Chatfield approving. the salary schedules for Officers and Ex•empt
Positions as recommended by Mayor Moty. The Vote: Unanimous Ayes.

RESOLUTION - approving salary plan for all classified employees -
effective July 1, 1967
MOTION: Made by Councilman Doherty, seconded by Councilman
Chatfield that Resolution No. 3929 be adopted, a resolution of the
City Council of the City of Redding approving the salary plan for all
classified employees of the City of Redding for the 1967-68 fiscal
,,�i year.

ALLOWANCE FOR MEMBERS OF CITY COUNCIL
Councilman Fulton asked whether any further consideration had been
given to increase the monthly allowance payable to the Mayor and
members of the City Council. It was stated that an informal report
_ had been submitted during the budget sessions. There was some dis-
i cussion concerning the amount authorized by State Law and the proper
� ,� ��'� procedure for effecting an amendment to the rate of compensation.
� The Personnel Director indicated the amount of compensation pai:d by
several other California Cities.' No action was taken on this item at
this .time.
ORDINANCE - re City Treasurer's Salary
Councilman Doherty offered Ordinance No. 935 for first reading, an
ordinance of the City Council of the City of Redding amending Article I ,
�� 1 Division 2, Chapter 2 of the Redding City Code, 1959, as amended, by
`� �G, repealing Section 2-13 and substituting therefor a new Section 2-13 per-
� taining to elective officials.
RESOLUTION - approving Budget Appropriations re Salaries - 1967-68
MOTION: Made by Councilman Chatfield, seconded by Councilman
Doherty that Resolution No. 3930 be adopted, a resolution of the City
Council of the City of Redding adopting and approving budget appropria-
/C j tions for the fiscal year 1967-68, pertaining to salaries in the City of
�'" Redding.
Voting was as follows:
Ayes: Councilmen - Chatfield, Denny, Doherty, Fulton, and Moty
Noes: Councilmen - None
Absent: Councilmen - None
Resolution No. 3930 on file in the office of the City Clerk.
RIVERLAND ESTATES SUBDIVISION - Agreement with City
Action on this item was tabled until the meeting of August 7th as the
�`(�� required bond has not be.en filed.
PACIFIC AIRLINES
City Attorney Murphy reported that Pacific Airlines has received the
Initial Decision of the Examiner re their petition to continue service
to Medford, Oregon, and the petition was turned down. Pacific Air-
lines has advised that it does not intend to appeal the decision and has
,�.�y� asked to be advised as soon as possible whether the City of Redding
intends to file a petition for review. It was Mr. Murphy's recommen-
dation that Council authorize him to notify Pacific Airlines and the
Civil Aeronautics Board that the City does not intend to appeal the
decision.

This matter was declared an urgency item.
MOTION: Made by Councilman Denny, seconded by Councilman
Fulton approving the recommendation of the City Attorney re
Pacific Airlines as outlined heretofore. The Vote: Unanimous Ayes
BUCKEYE COUNTY WATER DISTRICT
City Attorney Murphy submitted for information only a report on the ��
L.AFCO meeting held on July 19th regarding Buckeye Reorganization �J
and clissolution proceedings. �
ADJOURNMENT
There being no further business, at the hour of 9:35 P. M. , upon the
motion of Councilman Fulton, second'ed by Councilman Denny, the
meeting was adjourned. -
