The Pledge of Allegiance to the Flag was led by Planning Director Harris. The meeting was called to order at 7:00 P. M. by Vice Mayor 'Chatfield with the following Councilmen present: Denny, Fulton, and Chatfield. Absent: Councilman Doherty and Moty Also present were City Manager Cowden, Assistant City Manager and Purchasing Director Stewart, City Attorney Murphy, Finance Director and Personnel Dir.ector Gourtney, Planning Director Harris, and Public Works Director.Arness. � APPROV.AL OF MINUTES MOTION: Made by Councilman Fulton, seconded by Councilman Denny that the minutes of the regular meeting of May 15, 1967 and of the ad- journed regular meeting of May 29, 1967 be approved as mailed to each Councilman. The Vote: Unanimous Ayes COMMUNICATIONS Redding Junior Chambe r of Comme rce A communication dated May 22nd from the Redding Junior Chamber of Commerce requests the use of Lake Redding Park on July 4th for their annual 4th of July celebration, such event to include game con- cessions, sale of beer, etc. , boat races, and firework display. They also reqizest that the Dieselhorst :Bridge be open for one-way traffic � on.iy from noon to 7:00 P. M. and closed ent'irely from 7:00 P. M. until �"��� after the firework display. MOTION: Made b.y Councilman Denny, seconded by Councilman Fulton approving the request of the Redding Junior Chamber of Commerce re use of Lake Redding Park on July 4th. The Vote: Unanimous Ayes DIRECTIONAL SIGNS ON FREEWAY Mr. Harold Finkler reported as follows on the status of possible sites for - directional signs on the Freeway: 1. � With, reference to the proposed:site located north of Redding where Interstate 5 and Highway 99 intersect, County zoning requires a distance of 1, 000 ft. between signs on the same side of the highway or 500 ft, between signs across the high- ��'�� way. Therefore, a variance will be required in order to , . erect a sign at the location originally selected. . 2. The site selected south of Browning and north of Rockaway.do.es not come within the City limits but is within a controlled area of the State and the Division of Highways advises that no sign is permitted in a controlled area unless it is two miles from any on or off ramp. 3. The site selected for the east side of the Freeway on either the Lutheran Church property .or the .Hemsted property is not in a controlled area and there are no restrictions. There. is a question as to whether the best location is on the Hemsted or church property. Mr. Finkler has not been able to contact anyone from the church yet. � 4. Mr. Finkler has not heard from Mr. Underwood with respect to locating a sign on the Rother School property; however, a I40 . variance from the County will be required for this location as the zoning is R-1. There is an alternate site south of the Shirley Subdivision available for purchase; however, it is in a controlled area of the State. 5. Mr. Finkler .said the sign proposed to be located south of Anderson on the Trisdale property qualifies under the 1, 000 ft.. County requirement and. it is not within a State controlled area so there appears to be no zoning or control problem in connec- tion with this site. MOTION: Made by Councilman Denny, seconded by Councilman Fulton authorizing Mr. Finkler with staff to make application on behalf of the City for the necessary variances or use permits required to qualify in the case of the three sites referred to above and that the City Manager is authorized to sign the necessary applications for same for and on behalf of.the City. The Vote: Unanimous Ayes COMMUNICATIONS (Continued) Redding Wranglerettes, Inc. In a communication received May 25th, the Redding Wranglerettes requested renewal of their permit re use of City property. MOTION: Made by Councilman Denny, seconded by Councilman /�/� Fulton approving the request of the Redding Wranglerettes re extension of permit for use of City property, authorizing the Vice Mayor to sign said document, .subject to the requirement.. � that the original permit provides for 30 days cancellation. Barnard . tlianking the Sanitation Department and members of Redding �d� Jaycees for their assistance during Redding Clean-up Week. Proposed Redding Art Gallery Communications were received from the Redding Branch of AAUW, Redding Museum and Art Center, and Shasta Historical . Society supporting the proposed Redding Art Gallery. Council ✓/�,1,� requested that letters be sent to each of these organizations advising Council's position in this matter as stated at the meeting of May 29th. Redding Chambe r of Comme rce Members of Council were invited to a luncheon on Tuesday, June 20, to be hosted by the Redding Chambe r of Comme rce at 1 p, m. at the Viola Lodge honoring the State Highway Commission. This /�� will be a no-host luncheon except for the Commission members. The City Clerk will�.poll members of Council on Friday, June 9 re attendance at.this luncheon. CONTINUED PUBLIC HEARING - Vacation and Abandonment of Portion of Barbara Road The hour of 7:30 P. M. having arrived, Vice Mayor Chatfield // opened the Public Hearing re the vacation and abandonment of a �� 7 portion of Barbara Road. Notice of Public He.aring Affidavit of Posting - Notice of Public Hearing 14(1 The City Clerk advised that no wri•tten protests had been filed and the Vice Mayor ascertained there were no protests from the floor. MOTION: Made by Councilman Fulton, seconded by Councilman Denny the Public Hearing be closed. MOTION: Made by Councilman Denny, seconded by Councilman Fulton that Resolution No. 3900 be adopted, a resolution of the City Council of the City of Redding ordering the vacation and abandonment of a portion of Barbara Road in the City of Redding Voting was as follows: . RESOLUTION - re 5hasta County and Cities Area Planning Council MOTION: Made by Councilman Fulton, seconded by Councilman Denny that Resolution No. 3901 be adopted, a resolution of the City Council of the City of Redding approving the Joint Powers Agreement for the creation of the Shasta County and Cities Area Planning Council and authorizing the execution of said agreement by the Mayor for the City "�','`� of Redding and further authorizing the appointment by the Mayor of the City Representative to said Council. APPOINTMENT - City Representative to Shasta County and Cities Area Planning Council Vice Mayor Chatfield advised Council that it was Mayor Moty's recommen- dation that Councilman Doherty be appointed City Representative to Shasta County and Cities Area Planning Council, represeriting the'Gity of Redding. j/`'� � MOTION: Made by Councilman Denny, seconded by Councilman Fulton approving the appointment of Councilman Doherty as City Representative to the Shasta County and Cities Area Planning Council. The Vote: Unanimous Ayes SUMMONS AND COMPLAINT - Emil and Rhoda Felstet City Attorney, Murphy advised Council that suit has been filed against the City and Dravo Corporation by Emil and Rhoda Felstet , claiming property i�� damage during the course of construction of the new sewerage treatment plant in an amount of $15, 000. The City Insurance Carrier has turned this action ove r to Attorney William Goshow and he is working as attorney for the.Insurance Carrier. PENDING SUPERIOR COURT ACTION - Ronald Nelson City Attorney. Murphy reported that this action is on a claim for damages that Council denied and .that Council.had also denied. an application.for leave to present late claim. This petition to the Superior Court asking ;�� for relief of Government Code Section 945. 4 will be heard by the Court next Monday, June 12th, and Attorney William Coshow will represent the City. � , , SUMMONS AND COMPLAINT - Lawrance and Jean Peterson City Attorney Murphy advised Council that Lawranc.e and Jean Peterson 2 have brought suit against the City_ alleging negligent maintenance of the a I�,:� sewer system and claiming damages in an amount of $12, 680. 00. An attorney has not yet been selected to represent the City; however, the . City Insurance Carrier has obtained a 20 day time extension. . BUCKEYE COUNTY WATER DISTRICT Vice Mayor Chatfield suggested that inasmueh as there were only three members of Council present at the meeting, discussion of the proposed water rate for the Buckeye County Water District be held over to an �1�� adjourned regular meeting which will be scheduled for Wednesday, June 7th, at 1:00 P. M. Other Councilmen present were in accord with this suggestion. 143 Mr. Daniel Bayless inquired as to whether the rate structure published in the paper applies to trailer'courts. Finance Director Courtriey s-tated that only a' partial schedule was published in the paper; that the basic rate structure above the minimum would apply to all residential and commercial structures in the district. STUDY 5ESSION RE PERSONNEL SYSTEM ��'�G In the absence of Mayor Moty, action on this item was tabled.until the ��� adjourned regular meeting of June 7th. • CYPRESS STREET BRIDGE WIDENING PROJECT Vice Mayor Chatfield reported that Council has been advised that there is reason to believe that the State Division of Highways will place this project in the 1967-68 State Highway Construction Budget providing the contribution towards the construction cost by the City of Redding and the County of Shasta totals $275, 000. 00. This would mean an additional contribution of $12, 500. 00 by the City and it is hoped the County will �/�,�. also contribute an additional amount of $12, 500. 00. It is the recommen- dation of the City Manager that Council adopt a resolution providing for this supplemental appropriation. MOTION: Made by Councilman Denny, seconded by Councilman Fulton that Resolution No. 3902 be adopted, a resolution of the City Council of the City of Redding providing a second supplemental appropriation for the participation in widening Cypress Street Bridge. SEWER LINE - Acceptance for Maintenance MOTION: Made by Councilrnan�-Fulton, seconded by Councilman Denny �/7 accepting for maintenance 100 feet of 6 inch sanitary sewer line on Butte Street just west of Olive Avenue.
