City of Redding - Special Study Session

The meeting was called to order at 4:00 P. M. by Mayor Moty wi:th the
following Councilmen present; Chatfield, Denny, Doherty, and Moty.
Absent: Councilman Fulton.
Also present were City Manager Cowden, Assistant City Manager and
Purchasing Director Stewart, City Attorney Murphy, Finance Director
and Personnel Director Courtney, Planning Director Harris, and Public
Works Director Arness.
CIVIC AUDITORIUM
The City Manager reported on the substance of several telephone conversa-
tions he had held with officials of the Economic Development Administration
of the United States, both in Washington, D. C. and at the West Coast
Regional Office in Seattle, as well as certain conversations he had held with
members of Congressman "Bizz" Johnson's staff. As a result of these con- �
versations it was his belief that the City's application now in the principal
sum of $l, 266, 792 would have a greater chance of favorable consideration ��-�
if it were amended to reduce the amount requested to the total sum of
$500, 000. It was his further understanding that if this reduction were made,
the representatives of EDA would do all they could to try and get the City a
final answer on the application within 30 days. The matter was discussed
by membe rs of Council and staff.
MOTION: Made by Councilman Denny, seconded by Councilman Doherty
that the City Manager be authorized to send the necessary letters and ,
documents to EDA amending the City's application to reduce the sum �
applied for from $1, 266, 792 to $500, 000. The Vote: Unanimous Ayes
The Mayor instructed the Council Committee (Councilmen Denny and
Chatfield) to meet with the Architect and proceed with a determination
of the final plans.
HOUSING AND URBAN DEVELOPMENT REGIONAL PLANNING REQUIREMENTS
A discussion was held concerning the material contained in the study outline
and related documents which had been prepared by the Planning Director and
the City Attorney. It was the consensus of Council members present that
they had no choice but to comply with the requirements of HUD re the forma- �.� 77
tion of a Regional Planning Commission if there was to be any hope that the
Federal Government would participate in any further open space acquisitions
or sewer or water projects within Shasta County. The minimum requirements
established by HUD were discussed. Mayor Moty expressed his opinion that
the body formed should meet those minimum requirements and should not go
beyond them. The discussion then turned to what the City should suggest to
the other agencies involved as to the composition of this body.
MOTION: Made by Councilman Denny, seconded by Mayor Moty that the
City Attorney be instructed to prepare a resolution proposing that this
Shasta Regional Planning Area Commission be composed of one Supervisor
and one Planning Director from Shasta County, one Councilman and one
Planning Di rector f rom Ande rs on, and one Councilman and one Planning
Director from Redding, and that these six men would, in turn, select a
lay representative to be the seventh man on the Commission. The motion
failed by a vote of 3 to 1�, as follows:
Ayes: Councilmen - Denny
Noes: Councilmen - Chatfield, Doherty, and Moty
Absent: Councilmen - Fulton

MOTION: Made by Councilman Cliatfield, seconded by Councilman Doherty
� that the City Attorney be instructed to prepare a resolution proposing that
the Shasta Regional Planning Area Commission be preliminari-lycomposed of
one Supervis�or from Shasta County, one Councilman from Anderson, and
one Councilman from Redding, and that this body be empowered to study
and recommend to the public agencies concerned the ultimate composition
of the required Commission.� The Vote: Unanimous Ayes
ADJOURNMENT
Upon the motion of Councilman Denny, seconded by Councilman Doherty,
the meeting was adjourned' at 5:50 P. M.
