The meeting was called to order at 7:00 P. M. by Vice Mayor Chatfield
with the following Councilmen present: Denny, Doherty, Fulton, and
Chatfield.

Also present were. City Manager Cowden, Assistant City Manager and
Purchasing Director Stewart, City Attorney Murphy, Finance Director
and Personnel Director Courtney, Planning Director Harris, Public
Works Director Arness,, Police Chief Vanderpool, Fire Chief Grant,
Airports Manager McCall, and Parks Superintendent Smith. ,
APPROVAL OF MINUTES
MOTION: . Made by Councilman Fulton, 1 seconded by Councilman Denny
that the minutes of the regular meeting of December 19, 1966 be approved
as mailed to.eaeh Councilman. The Vote: Unanimous Ayes
WRITTEN COMMUNICATIONS
. Redding,_Chamber of Commerce . . .. . .
A communication dated December 21st was receiv.ed from the
Redding Chamber of Commerce re the placement of directional
signs adjacent to the Freeway. In a later communication dated �
January 2,; 1967, the Chamber of Commerce requested that con- 1 f �
sideration of this item be tabled for 30 days. . It was decided that �
action on this item be tabled until the Chamber of Commerce re-
quests that it again be placed on the agenda.
Redding Cab Company - Renewal of Cab Pe rmits
An application was received from Freeman Hackett, Redding Cab
Company, for renewal of five cab permits for the year 1967. ���
MOTION: Made by Councilman Doherty, seconded by Councilman
Fulton approving the request of Redding Cab Company for renewal
' 'of five cab perrriits::for the year 1967. The Vote: Unanimous .Ayes
Linden Avenue Improvements and Coleman Inn
With reference to a communication received from the Linden Avenue
Committee re their need for development costs on Linden Avenue
improvements, Vice Mayor Chatfield advised that these. estimated
costs have just been completed and will be sent to, the Committee
and there will be a meeting with said Committee to discuss these `� �'�
costs.
City Attorney Murphy reported that the ABC hearing re the Coleman
Inn had.been set for January 4th but was continued at the ,request of
the Attorney for the licensees and no date has been set for the con-
tinued hearing as arrangements for a hearing officer must be made
by the Sacramento office of ABC. Mr. Murphy also reported that
the third inspection of the premises of the Coleman Inn by the County
. Health Department. revealed.that eight or nine violations of the
Restaurant Act still existed and it appears most likely-that a com-
plaint will be issued for violation of certain provisions of the Restaur-
arit�'Act. ..

State Employees' Retiremerit System
Finance Director Courtney reported on a communication dated
December 28, 1966 received from the League of California Cities
re proposed legislation pertaining to Uniform Employer Contribu-
����� tion Rates and Standard Retirement Benefits re the State Employees'
�� Retirement System. The League has requested comments on the
proposal by Januarjr 15th.
Mr. Courtney commented that as a contracting agency the City
has no objec'tion to the uniform employer contribution rates but
does object to the arbitrary setting of standard retirement benefits
as this represents a substantial transfer of authority.
MOTION: Made' by Councilman Denny, seconded by Councilman
Fulton that the City Manager, with the advice of the Finance Director,
be authorized to prepare a statement on behalf of Council indicating
objection to the proposed legislation insofar as standard retirement
benefits a're' concerned. T1ie�Vote: Unanimous Ayes �
CALIFORNIA COUNCIL ON CRIME AND DELINQUENCY
Mr. Jackson Price, who has been a member of 'the California Gouncil on
Crime and Delinquency for three years representing the City of Redding
and Shasta County, reported on the activities of this organization. Mr.
�� Price indicated that the Council is non-profit, non-sectarian, and non-
a political, and works towards the prevention, control and treatment of
crime. Its goals are: I) To educate �citizens re problems relating to
crime and delinquency and encourage citizens to play a more important
role in this regard, and 2) to expand methods to control crime and de-
linquency. A County Council has been established to work on problems �,,
relating to crime and delinquency and is composed of Judge Eaton,
members of the County Probation Office, representatives of the P. T. .A.
and other interested local citizens.
Mr. Price said that the California Council is currently engaged in a
survey of educatiorial programs re the illegal use of narcotics. Other .
programs include the Correctional Work Furlough Prog'ram aimed at
better rehabilitation of wards of the State, and the Probation Subsidjr
Program whereby an agreement is entered into between the State and
County to provide additional probation workers.
Mr, Price 'v,�as thanked by members of Council for his report and for
his work on the Council and was told to feel free to come before Council
for assistance should he need it.
PUBLIC HEARING - Revisions to Sign Ordinance
The hour of 7:30 P. M. having arrived, Vice Mayor Chatfield
opened the Public Hearing re proposed revisions to the Sign
Ordinance.

The City Clerk advised no written protests had been filed.
Planning Director Harris gave a brief resume of the proposed
revisions to the Sign Ordinance and stated that the areas of
controversy seem to concern the section covering the size and
number of non-appurtenant advertising structures allowed and
the section regulating the lighting of signs. �

City Attorney Murphy commented that the National Association
for Outdoor Advertising has two sizes of billboards; i. e. , 12 x 40
and 12 x 24, and would like .to have the ordinance permit two
12 x 24 .billboards in one location. Mr. Murphy also commented
on the letter .received from the California Roadside Council and
said he feels .the.re is a ,misunderstanding re prohibiting billboards.
Mr. Fred Schick, Manager of the Federal Sign and Signal Corpora-
tion, requested that the public hearing be postponed to allow time
to clarify certain portions of the proposed ordinance with the City
Atto rney.
Vice Mayor Chatfield stated it'is the intention of Council to hear
evidence tonight from persons in the audience and to continue the
public hearing to a later date.
Mr. Harvey Bergland, representing Ryan Advertising, expressed
some concern re the limitation of one 12 x 24 sign at one location
and asked if consideration could be given to wording the ordinance
to provide that by the issuance of a use permit an additional panel
could be allowed.
The City Attorney commented on the proposed suggestion by Mr.
Bergland and indicated to CounciT that the Zoning Ordinance als'o
needs to'be 'revised. With reference to Mr. Bergland's.suggestion
re the issuance of use permits, Mr. Murphy stated that the Planning
Commission is concerned with the number of use permits required .
and would like to revise the Zoning Ordinance to eliminate, where
possible, the use permit requirements for signs.

Sign dimensions set forth in the proposed ordinance were discussed
and clarified by the City Attorney. The amortization clause as pro-
posed. in �the ordinance wa,s:alsto..dis:cussed.as it applies to�.those signs
pre.vi:ously:approved.by the Go:mmission or: Council that would .become
non-conforming, signs. M:r.. Murphy: ad.vis.ed :that��as the ordinance is
now w�itten the amortization clause would apply to all non-conforming
signs.

Denny to 'continue the public hearing to 7:30 P. M. , February 6,

BID SCHEDULE NO. 390 - Underground Cable �. - �
Purcha.sing IDir.ector.Stewa.rt submitted'the analysis and recommendation of
Bid Schedule No. 390 for underground cable which states it is the recommen-
dation of the City Manager and::Purchasing Director to reject .the one bid
received from Consolidated Electrical Distributor Company of Redding as ,I
they did not submit a bid bond, and to re-advertise.- Aluminum cable will ;�`� �
be specified in the next call for bids.

At the request of Mayor Moty, who-was unable-.to-attend this .meeting, the ���

MOTION: Made. by Councilman Doherty, seconded by Councilman
Fulton that Accounts Payable Register No. 13; warrant nos. 11265 to
\�� 11422, inclusive, in the amoiznt of $211, 384. 45 be approved and paid;
that Payroll Register No. 13, �warrarit nos. 6693 to 6935, inclusive,
salaries in. the amourit of $61, 845. 57; for the period.December 11,

City Attorney Murphy advised Council that the •Claim for Damages
filed by Mrs. Generes on November 29th concerning Council action
re a use permit for Lot 8, Lassen View Subdivision is not covered
�'�� by the City's insurance policy. and it is therefore his recommendation
that this..claim for damages be. denied and referred .to the :.City Attorney,
and that the .Claim for Damages fiied by Mrs. Generes on November 29th
concerning landslides and water damage on Lots 3-4-5-6 Honn's Addition,
City of Redding , be denied and the City Insurance Carrier advised of
Council aetion. .

PROPOSED AGREEMENT - Div. .of Hi-ghways,, .District II
Planning Director Harris advised .Council that .the Ci•ty wishes to solicit -
the assistance of the California State Division of Highways .with regard to
surveys, etc. , necessary for the preparation of the trafficways element
of the Redding General Plan. A proposed agreement between the State
and the City of�Redding•has been drafted and Council�is:reques:ted to . ��5
authorize the.Mayor� to execute a letter; of transmittal and submit the
proposed agreement to Mr. Herbert Miles of the Caiifornia State Division
of Highways, District II.

SHERIDAN PARK NEIGHBORHOOD CENTER
Councilman Denny submitted a report of the '�Special Committee re the
Sheridan Park Neighborhood Center which shows_the total estimated
cost to be $90, 045. OO:�wi.th the City's, share to be .$22, 511.25, assuming �/�y
the succesa�of a reques,� for a F'ederal Grant�.of 75% of• the, cost._ The
report also�indicated tliat the Community. Ac'tion. Proj'ect has�:agreed .to .

assist in preparation and submission of the.application�and to supply an
official staff.for administration of the -building up.on completion. The
Sheridan Park Neighborhood Council will establish appropriate rules and
regulations for the operation of. th_e facility arid will act as an advisory
group for the. Gity to establish policy after construction.
Mr. Ed Merrill of the Community Action Project appeared before Council
and stated that a .survey was made of the area and it was. determined that
of the 150 homes contacted, 75% of the residents expressed a.desire for
this facility.
It was the recommendation of the Committee that Council authorize filing
of an application for a Federal Grant and to set a public hearing date to
obtain the coizeensus of the neighborhood in relation to this facility.
Vice 1Vlayo.r Chatfield said he..would prefer to hold the public h,�aring first
and then approve the filing of an application for a Federal Grant; however,
Councilman Fulton stated that a public hearing is not mandatory and he
doesn't think Council should delay filing of the application.
Mr. Iiartl�ey:Barnar.d appeared before Council and questioned proceeding
with the Neighborhood Center before the Linden Avenu.e .problems are
resolved. He also questioned where the City would get the money to
participate in this project.
MOTION: Made by� Councilman Denny, seconded by Councilman Fulton
appr.oving the recommendation of the Committee xe filing an application
for a Federal Grant for the Sheridan Park Neighborhood Center and.
certifying that the City wi•11 participate in the amount of $22, 51 l. 25,
which is 25°jo of the total cost, plus furnishing of the site. ,

that a public hea�ring be set for 8:00 P. M. , .January 16th for the purpose of
obtaining the concensus of the neighborhood in r.elation to_ construction of
the Sheridan Park Neighborhood Center. .

City Manager Cowden advised Council that personnel in the Police and
Fire Departments have been plagued recently with false fire alarms,

recornmendation' of the City Manager, Chief of Police, and Fire Chief ��7
that the City adopt as an emergency measure an ordinance offering a
maximum amount of_$500 for information leading to the arrest and ���4
conviction�_of any person or persons turning in false fire alarms, bomb
scares, and/or tampering with and otherwise interfering with �the proper
use of fire hydrants. , � � ' -
City Attorney IVlurphy read in full the proposed Ordinance No. 923
providing for rewards for information leading to the apprehension and

ORDINANCE - re Business Licenses
Councilman Doherty offered Ordinance No. 924 for first reading, an
ordinance of th.e ,City Council of-_tYie .Ci-ty of Redding�amending. Article II,
� ��� Chapter 17 of the Redding City Code, 1959, as amended, by repealing
Section 17-32 and substituting therefor a new Secti'on 17-32 pertaining
to business licenses generally.
AMENDMENT TO LEASE - National Guard Armory
City Attorney Murphy submitted for approval an amendme:nt to the lease
covering the Nationa'1 Guard Armory, stating that it involves a change in
l I � the legal description of the land leased for the Armory , which.change was
requested by Colonel Riis, Commander of the local Armory.

approving the amendment to the lease c.overing the National Guard Armory
and authorizing the Mayor to execute said amendment on behalf of the City.

At the hour of 10:40 P. M. Vice Mayor Chatfield declared an Executive
Session re possible Inverse Condemnation Action against the City.
At the hour of 10:50 P. M. Council meeting was resumed with no action
taken re the Executive Session.
PERSONNEL MERIT SYSTEM
Vice Mayor Chatfield reminded Staff that the Labor Relations Committee �
had recommended a report on the Personnel Merit System and requested ��
the City Manager to work with the City Attorney and Personnel Director
in developing such report. •
