WHE AS, on April 8, 2025, proponents of an initiative rneasure (the "Initiative
Measure") for the purpose Qf qualifying and enacting the I2edding public Safety, Infrastructure,
and Parks Transactions and LTse Tax Clydinance submitted a Notice of Intent to Circulate an
Initiative Petition; and
WHE A5, pursuant tc� Eleetions Code section 9203, the City Clerk, as the local elections
official, immediately transrnitted a copy of the proposed Initiative Measure to the City
Attc�rney fc�r preparation c�f a Ballot Ti#le anci Summary; and
WHE AS, the City Attorney prepared a �alint Title and Summary e�f the chief purposes
and points of the proposed Initiative Measure, as required for the circulatic�n of an Initiative
Petitian, and entitled the Initiative Petition as "'Initiati�e Measure for Adoptian of a One
Fercenf(l%) "I'ransaction and Use ("Sales")Tax for Specified City Services"; and
WHE AS, the City Clerk transmitted the Ba11ot Title and Summary tc� the Initiative Measure
propanents on April 10, �025, and
WHE ,�5, the City Clerk contacted the County of Shasta Registrar of Voters to determine
the number af registered voters within the jurisdictional boundaries of the City of Redding,
as of its m.ost recent re�o�-t to the Secretary af State pursuant to Elections Cade sectic�n 218�,
and cletermined that the nurnber of registerecl vc�ters within the jurisdictional boundarie� of
the City of Redding was 58,164, and
WHE AS, the praponents of the Initiative published the Notice of Intent and Ballat Title
and Surmmary in accordance with Elections Cc�de sectic�ns 9205 and 9206 on April 15, 2025;
and
WHE AS, the Petitidn setting forth the Notice af Intent, F3allot Title and Summary and the
text of the Initiative was thereafter circulated within the City c�f Redding; and
WHE A5, on June 18, 2025, the prc�ponents filed the Initiative Petition, cansisting of
3,538 sections and containing a raw count t�f unverified signatures of 9,672 signatures,with
the City Clerk; and

WHE AS, the City Clerk completed a prima facie count of the unverified signatures on
J�;ule '�4, 2025, concluded that the Initiative Petition contained signatures in excess of the
minimum number of signatures required, and delivered the Initiative Petitian to the County
of Shasta Registrar of Voters an June 25, 2025� ancl
W E A�, pursuant ta Elections Gode sections 9211 and 9115; the County of Sl�asta
Registrar af Voters praceeded with signatuie verification by random sample of at least 504
signatures; and
E �iS, Elections �ode sectic�ns 9211 and 9115 further prc�vide that if the staCistical
showing shc�ws that the number of valid signatures is within 95 tc� 11 Q percent c�f the nurnber
c�f signatures of qualified voters needed to declare the petition sufficient, the Cc�unty af
Shasta Registrar of Voters shall verify the signatures filed; and
�VHE AS,it was determined that the valid signatures were less than 95 percent, therefore,
th� City Clerk/Electioi�s Official requested a full count of the unverified signatures on July l;
2025; and
WHE A�, the City Clerk determined that, pursuant to Elections Code section 9215, the
Initiative Petition would require signatures amounting to at least S,b 1$� registered voters
within the jurisdictional boundaries of the City of Redding in order to qualify far City
Cauncil action ta schedule the Initiative Measure for an election; and
WHE AS, on July 24, 2025, the Gounty t�f Shasta Registrar of Vaters nc�tified the City Clerk
that the signature verification was completed by delivery of a ''Signature Verificatian
Certificate," attached and incorpc�t atecl herein as Exhibit A, with the re5ults reported as
fallows:
Number of unverified signatures filed: 9;672
Number ofsignatures checked: 9,E�72
Numbe�of signatures found sufficient: 6,496
Number of signatures found not sufficient: 3;1'16
W AS, ElecYions Code sections 9211 and 9115 pravide that if the Initiative Petition is
found to be sufficient, the City Clerk shall certify the results of the exami�ation to the City
Cc�uncil at the next regular meeting of the City Council, and
WHE AS, tlle City Cierk has �ssued a Certificate of Sufficiency of the Petitic�n which is
attached and incorpc�rated herein as Exhibit B,

fact.
2, The Cei-tificate flf Sufficiency of the Petition, attaehed hereta as Exhibit B, is hereby
accepted by the City Cauncil.
