Fiscal Impact This vehicle purchase was anticipated, and adequate funding is available within Redding Electric Utility's (REU) Rolling Stock Fund. Over the past two years, REU has observed a significant increase in vehicle costs. As pricing trends continue to rise, staff is actively monitoring market conditions and evaluating the long- term impacts on fleet planning. REU maintains close oversight of all expenditures related to vehicle replacement and will continue to assess each purchase to ensure responsible and strategic use of the Rolling Stock Replacement Fund. Alternative Action The City Council (Council) could choose not to approve the purchase and provide alternative direction to staff. E449 is used for 12kV distribution line work, excavation and locating of underground facilities, excavation of pole holes, and trenching. The decision to replace this vehicle is based on REU's established vehicle replacement guidelines and the City of Redding's Fleet Division criteria, which consider factors such as age, mileage, hours of operation, maintenance expenses, and a cumulative point rating assigned by the Fleet Division. While REU's standard replacement criteria for vacuum trucks is 10 years in service or 100,000 miles, E449 is currently over nine years old and has accumulated an estimated 95,000 equivalent miles. Although it has not yet met the formal replacement thresholds, the vehicle wi11 exceed both criteria before a new unit can be delivered due to continued use and the long procurement lead tiine. Additionally, E449 has a poor maintenance history and is not considered reliable for emergency response. These factars support the decision to order a replacement at this time. Municipal Maintenance Equipment participates in a cooperative agreement with Sourcewell, resulting in a competitive bid process. In addition to being an ind�ustry standard, using the Sourcewell contract to purchase equipment saves significant staff time needed to prepare bid specifications and solicit individual quotations from vendors. The City also receives a significant price discount due to economies of scale realized through the volume of purchases on a multi- agency cooperative contract. EnviNonmental Review This is not a project defined under California Environmental Quality Act, and no further action is required.
