Fiscal Impact The equipment purchases are part of the Community Services Department's $1,546,413 California Department of Forestry and Fire Protection's Wildfire Prevention Grant Program (Cal Fire WPG Program) grant for fire fuel mitigation efforts. The grant wi11 fully fund the purchase of the equipment, which will facilitate the vegetation management aetivities by Parks Division staf£ There is no impact to the General Fund and no match is r�quired for this grant program. Alternative Actzon Council could choose not to authoriz� or ratify the purchases and provide staff with alternate direction. Report to Redding City Council July 7, 2025 Re: 4.6(c)--Authorize and Ratify Purchases of Vehicles and Equipment Page 2 Background/Analysis In August 2024, the City of Redding (City) was awarded $1,546,413.20 from the Cal Fire WPG Program for vegetation management and reduction of fuel loads on City-owned properties for the City's Priority Hazardous Fuel Manageinent Project (Project). The grant funds will be used to pay for personnel, contractors, and equipment. The Community Services Department began recruiting efforts to form a second fire fuels mitigation crew housed within the Parks Division to carry out this project. To properly equip the new crew, staff must now purchase the equipment as outlined in the grant application. Both the excavator and truck are crucial to the completion of the scope of work, greatly iinproving the speed at which fire fuel efforts progress. Following the completion of this effort, the equipment can be used for future projects and efforts. Future endeavors include Redding Electric Utility's fuel mitigation efforts, park and open space maintenance, and the Housing Division's Mitigation Resilient Infrastructure Program grant. The current market conditions and variability of tariffs placed additional urgency on the purchase of the Kenworth T480. To stay on budget and avoid an imminent $10,000 tariff, staff completed the purchase order on June 27, 2025, and now seek a ratification of the purchase. The truck purchase price was $150,959.21. However, the truck will be outfitted with the Ampliroll hookloader system, which will enable the truck to be a multipurpose tool that can be outfitted with various bed and equipment packages. The system reduces the City's need to own multiple purpose-built trucks in lieu of an interchangeable roll-off system. The accessory equipment costs $59,985.54 and is incl�uded in the overall purchase price of the truck with accessories at $210,944.75. The truck will move equipment to projects and haul away materials and debris. The Caterpillar 309 Excavator will include a masticating head that greatly improves the speed at which fire fuel can be effectively managed. The piece of equipment and attachments comes at a cost of $213,411.29. The purchase will continue to be used to perform fire fuel maintenance projects after the grant scope is completed. To ensure procurement flexibility in the event of tariff increases, supply chain disruptions, or manufacturer price adjustments, staff recommends authorizing the City Manager to approve a price increase not to exceed ten percent, if necessary. These units are available under a Sourcewell competitively bid contract. Sourcewell develops national competitive solicitations that meet or exceed local standards, and offers its members the benefits derived from cooperative purchasing. Using the Sourcewell cooperative contract to purchase saves significant staff time needed to prepare bid specifications and solicit individual guotations from vendors. The City also receives a price discount due to economies of scale realized through the volume of purchases on a multi-agency cooperative contract. The purchase of the excavator is through Peterson Cat, a local dealer, using the Sourcewell contract. When soliciting quotes from other dealers, staff found the Sourcewell pricing provided a $5,000 discount. Environmental Review Staff has reviewed the project and determined that it is categorically exempt from environmental review under the California Environmental Quality Act, pursuant to Section 15301 — Existing Facilities and Section 15304 — Minor Alterations to Land. Class 4 exemptions consist of minor public or private alterations in the condition of land, water, and/or vegetation. The existing open space areas will be cleaned up and fire fuels will be removed to lower the potential for fire in the wildland-urban interface. Mature healthy trees will be trimmed and protected. The project will result in no expansion of use, and the project has no potential to have a significant effect on the environment. Fiscal Impact In August 2024, the City of Redding (City) was awarded $1,546,413.20 from the California Department of Forestry and Fire Protection's Wild�ire Prevention Grant (CAL FIRE WPG) Program for vegetation management and reduction of fuelloads on City-owned properties for the City's Priority Hazardous Fuel Management Project (Project). The grant funds may be used to pay for staff costs, contractors, and equipment. No match is required for this grant program. However, the grant agreement requires the City to complete the scope of work and furnish any funds necessary to complete the Project. Staff does not anticipate needing additional funds beyond the grant award to complete the scope of work outlined in the grant. The Project will potentially span over the next one to two years, and the work will be done by either contractors or hiring City staff. Staff will weigh options and determine which will be the most cost efficient and successful model. If hiring additional City staff is the preferred model, the Community Serviees Department wi11 return to City Council (Council) to request additional positions. Alternative Actzon The Council could decline to accept the funds from this grant or provide staff with alternat� direction. Report to Redding City Council November26,2024 Re: 4.6(a)--Accept CAL FIRE Wildfire Prevention Grant Page 2 Background/Analysis The CAL FIRE WPG Program provides funding for wildfire prevention projects and activities in and near fire threatened communities that focus on increasing the protection of people, structures, and communities. Funded activities include hazardous fuel reduction, wildfire prevention planning, and wildfire prevention education with an emphasis on improving public health and safety while reducing greenhouse gas emissions. The funding allows the City to reduce fire fuels on City-owned property identified as having high fuel loads. The Project includes four key sites at the north end of Redding for a total of approximately 305 acres that require work to remove vegetation and prevent undesired re- sprouting of invasive vegetation. Activities include reducing hazardous fuelloads in great at-risk areas, followed by annual grazing. After initial treatments, undesired re-sprouted vegetation will be treated with appropriate herbicide applications. During treatments, areas will be re-evaluated to determine if additional fuel reduction is needed. The proposed activities are consistent with the CAL FIRE WPG Program's mission to avoid or reduce the severity of potential wildfires, thereby limiting greenhouse gas emissions. The funds from this grant wi11 allow the identified sites to be cleared such that City staff would be able to adequately maintain the locations upon completion of the project. In addition, the grant funds are available to purchase equipment that can be used for future fuel reduction efforts. EnviYonmental Review Accepting the CAL FIRE WPG Program funds is not a project defined under the California Environmental Quality Act (CEQA), and no further action is required. If accepted, staff will process the applicable CEQA determination based on the eligible locations and scope of work. Subject to the availability of grant monies, the STATE hereby grants to the GRANTEE a sum of money (GRANT FUNDS) not to exceed the amount stated on Section 1. The STATE may waive the minimum timeframe for amendments at their discretion. GRANTEE certifies that the Project Scope of Work complies with all local, State, and federal laws and regulations. e. GRANTEE shall comply with the California Environmental Quality Act (CEQA) (Public Resources Code, Section 21000, et. seq. Title 14, California Code of Regulations, Section 15000 et. seq.) and all other local, State, and federal environmental laws. A copy of the certified CEQA document must be provided to STATE before any GRANT FUNDS are made available for any Project activity that could directly impact the environment (e.g. cutting, piling or burning bush, masticating, dozer work, etc.). CEQA compliance shall be completed within one (1) year from start date of the Agreement. The start date is considered the latter date of signature by the Grantee Authorized Representative or CAL FIRE Deputy Director. GRANT FUNDS will be made available in advance of CEQA compliance for project activities that do not have the potential to cause a direct environmental impact (e.g. project planning, locating and marking property or project boundaries, contacting and signing up landowners, etc.). f. GRANTEE shall permit periodic site visits by representative(s) of the STATE to ensure program compliance and that work is in accordance with the approved Project Scope of Work, including a final inspection upon Project completion. g. GRANTEE, and the agents and employees of GRANTEE, in the perFormance of this Agreement, shall act in an independent capacity and not as officers, employees, or agents, of the STATE. No person who, as an officer, employee, or agent of the STATE participated in the preparation or creation of or determination to award this Grant Agreement shall serve as an agent or employee of GRANTEE including but not limited to those acts prohibited by Government Code Sections 1090, and 87100. 4. Project Costs and Payment Documentation a. Payment by the STATE shall be made after receipt of an acceptable invoice and approval by a duly authorized representative of the STATE. GRANTEE shall submit an invoice for payment to the CAL FIRE Project Representative of the STATE. A final invoice shall be submitted no later than 30 days after completion, expiration, or termination of this Agreement. b. For services satisfactorily rendered, and upon receipt and approval of invoices for payment, the STATE agrees to compensate GRANTEE for 4 GRANT NUMBER 5TR23112 City of Redding Priority Hazardous Fuel Management Project actual expenditures incurred in accordance with the rates and activities specified in the Final Project Budget Detail, Application, Scope of Work and Exhibits, and made a part of this Agreement. c. Equipment purchased using GRANT FUNDS, wholly or in part, must be used by the GRANTEE for the project for which it was acquired. STATE retains a vested interest in the equipment for the useful life of the equipment, even after completion of the grant. GRANTEE shall provide written disposition of the equipment upon completion of the grant and upon any changes to the disposition of the equipment. Such disposition must be approved in advance by STATE. Equipment purchased using GRANT FUNDS cannot be used as collateral, financed, or sold without prior written approval from the STATE. Grantee must provide reporting on equipment disposition no less frequently than biannually to CAL FIRE or upon CAL FIRE's request after completion of the grant project until notified in writing by the CAL FIRE Wildfire Prevention Grant Program that additional reporting is no longer required. d. GRANTEE shall submit, in arrears, not more frequently than once a month, and required quarterly, an invoice to the STATE for costs paid by GRANTEE pursuant to this Agreement. In the event no expenses are incurred, GRANTEE shall identify that no costs have been incurred within the respective quarterly progress report in lieu of submitting a zero- balance invoice. Each invoice shall contain the following information: the Agreement number, the dates or time period during which the invoiced costs were incurred, signature of an authorized representative of GRANTEE, expenditures for the current invoice and cumulative expenditures to date by major budget category (e.g., salaries, benefits, supplies, etc.), match funds when applicable, and appropriate supporting documentation consistent with the Project Costs section, as detailed in the California Climate Investments Department of Forestry and Fire Protection Wildfire Prevention Grants Program Procedural Guide 2023- 2024. e. GRANT FUNDS in this Agreement have a limited period in which they must be expended. All GRANTEE expenditures must occur prior to the end of the Project performance period of this Agreement. f. Except as otherwise provided herein, GRANTEE shall expend GRANT FUNDS in the manner described in the Budget approved by the STATE. The dollar amount of an item in a budget category may be increased or decreased by up to ten percent (10%) of the budget item through reallocation of funds from other budget categories, without approval by the STATE; however, GRANTEE shall notify the STATE in writing when any such reallocation is made, and shall identify both the item(s) being increased and those being decreased. Any increase or decrease of an 5 GRANT NUMBER 5TR23112 City of Redding Priority Hazardous Fuel Management Project item of more than ten percent (10°/o) of the budget category must be approved in writing by the STATE before any such increase or decrease is made. A formal approved amendment is required to increase the total amount of GRANT FUNDS. g. GRANTEE shall promptly submit any and all records at the time and in the form as the STATE may request. h. GRANTEE shall submit each invoice for payment electronically using the grants management system identified by CAL FIRE. Hard copy submissions will not be accepted. i. Notwithstanding any of the provisions stated within this Agreement, the STATE may at its discretion make advance payment from the grant awarded to the GRANTEE if GRANTEE is a nonprofit organization, a local agency, a special district, a private forest landowner or a Native American tribe. Advance payment made by the STATE shall be subject to the following provisions. • GRANTEE shall submit a written request identifying how funds will be used over a six-month period. The written request must be accompanied by an invoice that contains the same level of detail as a regular invoice. • GRANTEE shall file an accountability report with STATE four months from the date of receiving the funds and every four months thereafter. • Multiple advance payments may be made to a GRANTEE over the life of a project. • No single advance payment shall exceed 25% of the total grant amount. For grants funding equipment, the maximum advance request may be increased up to 50% of the total grant amount or cost of equipment purchase, whichever is less. Advance funds and must be spent on eligible costs within six months of the advance payment receipt. • GRANTEE may request additional time to spend advance funds but must be approved in writing by the STATE. CAL FIRE will bill for the return of unliquidated advance funds after the approved timeframe. • All work under a previous advance payment must be fully liquidated via an invoice and supporting documentation and completed to the STATE's satisfaction before another advance payment will be made. • Any advance payment received by a GRANTEE and not used for project eligible costs within the time period approved by STATE 6 GRANT NUMBER 5TR23112 City of Redding Priority Hazardous Fuel Management Project shall be returned to the STATE. The amount will be returned to the grant balance. • Advance payments must be deposited into an interest-bearing account. Any interest earned on advance payment funds must be accounted for and used toward offsetting the project cost or returned to the STATE. j. The GRANTEE shall immediately reimburse or credit, as determined by the STATE, the STATE for any over payment of any invoice, including final invoice, when either party determines an overpayment was made. 5. Budget Contingency Clause a. If STATE funding for any fiscal year is reduced or deleted for purposes of the Wildfire Prevention Program California Climate Investments Grant Program, the STATE shall have the option to either cancel this Agreement with no liability occurring to the STATE, or if possible and desirable, offer an Agreement amendment to GRANTEE to reflect the reduced amount available for the Project. 6. Project Administration a. GRANTEE must report to the STATE all sources of other funds for the Project. If this provision is deemed to be violated, the STATE will request an audit of GRANTEE and can delay the disbursement of funds until the matter is resolved. b. GRANTEE shall promptly submit written Project reports as the STATE may request throughout the term of this Agreement. c. GRANTEE shall submit a final accomplishment report, final invoice with associated supporting documentation, and copies of materials developed using GRANT FUNDS, including but not limited to plans, educational materials, etc. within 30 days of Project completion. 7. Financial Records a. GRANTEE shall retain all records described in Section 7(c) below for three (3) years after final payment by the STATE. In the case an audit occurs, all such records shall be retained for one (1) year from the date the audit is completed or the three (3) years, whichever date is later. b. GRANTEE shall maintain satisfactory financial accounts, documents, and records for the Project and make them available to the STATE for review during reasonable times. This includes the right to inspect and make 7 GRANT NUMBER 5TR23112 City of Redding Priority Hazardous Fuel Management Project copies of any books, records, or reports of GRANTEE pertaining to this Agreement or matters related thereto. c. GRANTEE shall keep such records as the STATE shall prescribe, including, but not limited to, records which fully disclose (a) the disposition of the proceeds of state funding assistance, (b) the total cost of the Project in connection with such assistance that is given or used, (c) the amount and nature of that portion of the Project cost supplied by other sources, and (d) any other such records as will facilitate an effective audit. All records shall be made available to the STATE, other State of California agency, or other entity as determined by the State of California for auditing purposes at reasonable times. d. GRANTEE shall use any generally accepted accounting system. 8. Research a. GRANTEE that receives funding, in whole or in part, in the form of a research grant shall provide for free public access to any publication of a peer-reviewed manuscript describing STATE funded knowledge, STATE funded invention, or STATE funded technology shall be subject to the following conditions: i. GRANTEE is responsible for ensuring that any publishing or copyright agreements concerning peer-reviewed manuscripts fully comply with this section ii. GRANTEE shall report to STATE the final disposition of the peer- reviewed manuscript, including, but not limited to, if it was published, date of publication, where it was published, and, when the 12-month time period from official date of publication expires, where the peer-reviewed manuscript will be available for open access. b. GRANTEE may request a waiver to the publication requirement if GRANTEE has an existing publication requirement that meets or exceeds the requirements of the research provision. Waiver shall include information on GRANTEE's existing requirements. Approval of the waiver is at STATE's discretion. 9. Project Termination a. This Agreement may be terminated by the STATE or GRANTEE upon 30- days written notice to the other party. b. If either party terminates the Agreement prior to the completion of the Project, GRANTEE shall take all reasonable measures to prevent further costs to the STATE under the Agreement and the STATE shall be responsible for any reasonable and non-cancelable obligations incurred by GRANTEE in the performance of this Agreement prior to the date of the notice to terminate, but only up to the undisbursed balance of funding authorized in this Agreement. c. Failure by GRANTEE to comply with the terms of this Agreement may be cause for suspension of all obligations of the STATE hereunder at the discretion of the STATE. d. Failure of GRANTEE to comply with the terms of this Agreement shall not be cause for the suspension of all obligations of the STATE hereunder if in the judgment of the STATE such failure was due to no fault of GRANTEE. Final payment to GRANTEE may not be made until the STATE determines the Project conforms substantially to this Agreement. 10. Hold Harmless a. GRANTEE shall defend, indemnify and hold the STATE, its officers, employees, and agents harmless from and against any and all liability, loss, expense (including reasonable attorney's fees), or claims for injury or damages arising out of the performance of this Agreement but only in proportion to and to the extent such liability, loss, expense, attorney's fees, or claims for injury or damages are caused by or result from the negligent or intentional acts or omissions of GRANTEE, its officers, agents, or employees. The duty of GRANTEE to indemnify and hold harmless includes the duty to defend as set forth in Civil Code Section 2778. This Agreement supersedes GRANTEE's right as a public entity to indemnity (see Government Code Section 895.2) and contribution (see Government Code Section 895.6) as set forth in Government Code Section 895.4. b. GRANTEE waives any and all rights to any type of express or implied indemnity or right of contribution from the STATE, its officers, agents, or employees for any liability resulting from, growing out of, or in any way connected with or incident to this Agreement. c. Nothing in this Agreement is intended to create in the public or in any member of it rights as a third-party beneficiary under this Agreement. 11. Tort Claims FEDERAL: The United States shall be liable, to the extent allowed by the Federal Tort Claims Act 28 United States Code 2671-2680, for claims of personal injuries or property damage resulting from the negligent or wrongful act or omission of any employee of the United States while acting within the scope of his or her employment, arising out of this Agreement. GRANTEE shall not discriminate against any person on any of these bases. 13. Conflict of Interest GRANTEE or anyone acting on behalf of GRANTEE shall not have any conflicting personal and/or financial interests in carrying out the duties of the Agreement. 14. Incorporation The grant guidelines and the Project Scope of Work, Project Budget Detail and any subsequent amendments or modifications to the Project Scope of Work and Project Budget Detail approved in writing by the STATE are hereby incorporated by reference into this Agreement as though set forth in full in this Agreement. 15. Severability If any provision of this Agreement or the Project Scope of Work thereof is held invalid, that invalidity shall not affect other provisions or applications of this Agreement which can be given effect without the invalid provision or application, and to this end the provisions of this Agreement are severable. 16. Waiver No term or provision hereof will be considered waived by either party, and no breach excused by either party, unless such waiver or consent is in writing and signed on behalf of the party against whom the waiver is asserted. The Gity will heavily utilize the purchased equipment for vegetation management during the duration of the grant and after.The mini skid steers will be used for mowing flashy light fuels and grabbing material to be hauled ta the chipper.These machines are lightweight, have low impact on the soil,and their compact size allows them to get inta�ight places where the larger equipment can't trauel and make khe crew more efficient.The excavator masticator will be used on sloped areas where our already City-owned skid steer masticator cannot access.This machine can mulch brush and small trees into wood chips ta be left on site.We have rented similar equipment, but it is very niche and not always available from local rental yards.The purchase will alEow us to utilize on aur schedule and be the most effiicient.The dump truck and traiEer are utilized ta transport the excavatar and mini skid steers,which our staff has the appropriate CDL's to aperate. Lastly is the F-350 crew truck,which would provide daily transport for the stafF ta the jab site,allowing fhem to tow smaller trailers or the City's spare chipper to perform vegetatian management duties. The benefit af purchasing this equipment is that the City will now have these resources after the grant to perform additional vegetation management activities on new parcels,and equally importanfly, maintain the parcels completed by this grant. Our fleet shop will be responsible for maintenance of the equipment in the future and they have an excellent reputation of making our equipment last.Also,at the time of purchase,generally,the City of Redding purchases extended warranties on larger equipment to ensure protection in the cause of an unfortunate and premature failure does accur. The project will be a great step forward tawards reducing the risk af catastrophic fire in khe Gity ta a level that can be main#ained by curren# resources. The project involves hazardous fuel treatment on approximately 304 acres within Gity boundaries.As a vital piece of the Gity's overall hazardous fuels management strategic plan,the project is expected to reduce the risk of catastrophic fire within Redding city baundaries as well as to adjoining and nearby public and private lands. Establiahed in 1887 and with over 61 square miles within its boundaries,the City of Redding is one of California's largest cities north of Sacramento. Redding is a low-income community that is hom�to approximately 93,611 residents.As the county seat of Shasta County, Redding serves an estimated 179,223 residents fram surrounding communities.As of July 2022,the Gity had 37,33&structures in its borders including extraneaus buildings on residenfial lats. The 201$Carr Fire was a large wild fire that started west of Redding in Shaska County.Approximately three days after the fire starked, it entered the City of Redding causing the evacuation of appraximately 38,000 Redding residents. In total,the fire burned 229,651 acres befare it was contained on August 30,2018.The Carr Fire destroyed at least 1,604 structures.Two hundred eighty structures within the City limits were destroyed.The Carr Fire cast over$1.659 billion in damages,inciuding$1.5 billion in insured losses and more than$158.7 million in suppression casts. Most importantly,eight lives were lost during tl�is massive wild fire. By targeting high-risk sites within the Gity of Redding for vegetat€on management our goal is to reduce catastrophic impacts on the Redding community as well as Shasta Caunty as was experienced during the Carr Fire. While the proposed project facuses within the boundaries af ten Gity-owned properties with dense vegetation,the benefits will be realized by the entire population of Redding and potentially beyond. Many residents,commercial businesses,critical infrastructure and key ingress and egress routes sit on the border af the wildland urban interface and as fire typically does not stap at dividing lines between management baundaries. As part of the Gity of Redding's angoing risk reduction efforts,the Gity cansulted historic fire data and trea canopy studies ta iden#ify properties having high wildfire risk.The praperties included in this proposal and#he larger strategic plan,are#hase idenkified as having both high ignition risk and high fuel loads. Many of the identifisd sites are near larger areas ofi dense vegetation. If fiires were to ignite within these key sites,there could be significant threat from the impacts af fire to critical infrastructure and residential areas throughout the City.There is also the potentiaE that if fire was to occur, it could spread to wildland areas outside city baundaries.Gonducting proactive vegetation managem�nt as proposed,would mifiig�te fires spreading within the City of Redding.Additionally,the project would reduce the risk of fires spreading between properties within city boundaries,and outside areas. Historically,Shasta County has faught large fires during the fall manths during north wind events.Notable examples include the Jones Fire 1999, The Zogg Fire 2020&The Fawn Fire 2021.These types of fires are wind driven and present large amounts of risk to fire suppression personnel. The most effective way to mitigate future wind driven fires is to manipulate the"fuels"component of th�wildland fire triangle(fuels,weather& topography). The propased Priarity Hazardous Fuel Management Project is a defensive mitigation with the suppositian that the Gity of Redding will be impacted by a significant fire event.This even#would originate Narkh af town,burning in a cardinal direction tawards the south with wind as the mast significant factor in fire spread.This type of fire will affect federal,state,and local government lands as well as thase privately held. In addition to#he loss of life and property,hazardous smoke will directly impact the population of the Gity of Redding and Shasta Gounty residenfis that live in the path of smake disbursement. The City of ftedding Local Hazard Mitigatian Plan notes the significant risk that wildfire poses to structures within the City."The City of Redding I�as multiple scenarios in which wildfire cauld severely and aggressively impact homes and structures in the very high fire hazard severity zone, primarily an the west and north sides of the Ciky. One such scenario of a potential wildfire in the north area affecting a single neighborhood,could destroy 131 ar more structures and resulk in a conservative estimated loss of over�100,721,633 in direct property damage.The fire in this scenario wauld anly have to achieve less than 1,OOQ acres in size to create this amount af destruction if emergency resaurces were drawn dawn and the weather canditions were ripe for such an event". �The proposed Priority Hazardous Fuel Management Project begins by reducing hazardous fuel loads in significant at-risk areas,and then fallows up with annual grazing o f the areas.After these initial treatments,undesired re-sprauting vegetatian will be treafied by appropriate herbicide applications. During these treatments,areas will be re-evaluated to determine if additional work removing fuel loads should be done. Fallowing the grant,the City intends to utilize currently funded vegetation management teams to maintain the properties. Removing and maintaining the fuel,as proposed in this project,will contribute ta reducing fire spread, protecting infrastructure,assisting suppression efforts,and saving liues. Redding typically experiences cool,wet winters and hat,dry summers creating extreme fire weather conditions especially from May through Qctober. Daily temperatures during fire seasons(June-Qctober)are usually above 9Q°Fahr�nheit with a relative humidity of less than 30°!0.Typical vegetation within wildland-urban interface areas includes blu�aak,valley oak,gray pine,and annual grasses.Areas of dense brush and annual grasses are common,and result in high fire danger and significant fires especially during north wind�vents.These conditions combine to create extreme fire danger,witl�the city facing one of the highest wildfire threats in th�state.The risk of catastrophic wildfire in the area rises as the recent trend of drought conditions increases. 2.€�escr6be the geographic proximity of the project to structures at risk to damage from wildfire in the lnlUl. Notably,the proposed project includes sites that are all within or immediately adjacent to,the GAL FIRE/City of Redding Mutual Threat Zone(MTZ}. While no habitable structures are directly within individual priority property site boundaries,many of the project sites have critical infrastruct�re within or nearby these properties including,but not limited to,surrounding subdivisions,electric utility features,transportation corridars,and water systems. Each of the sites have met specific criteria for the need ta reduce hazardous vegeta#ion. Most of these sites are directly in the Wildland Urban InterFace(WUI)and are adjacent ta residences and critical infraskructure.Additianally,sites are lacated near right�f ways and experience ather issues like illegal camp€ng and dumping.Of great importance for the safety of aur citizens,are fihe transportation rautes that many of the sites border.The praposed praject will, in part, reduce risk from wildfire along the Union Pac€fic Railroad mainline, Interstate 5,and regianal ar�erials. Fire ignition data,such as fire cause and location,can reveal whether the unit has met this goal. Determining causal trends can direct the unit to specific preventian efforts to change the causal trend. Knowing where most fires occur helps determine where prevention and pre-fire engineering efforts might produce the greatest resulY".The project is cansistent with this objective as the proposed vegetation management activities are focused on properties identified and prioritized after analyzing where fires occur,and where mitigation activities would produce the greatest risk reduction. CQR 2Q22-2027 Local Hazard Mitigation Plan(LHMP): The City of Redding Local Hazard Mitigatian Plan meeks the requirements of Sectian 322 of the Disaster Mitigatian Act of 2000.The plan includes the goal ot reducing the possibility of property damage and life losses due to wildEand fires.The prapased project is consistent with this goal and the related LHMP's Objectives af: •Reducing the prabability of fire ignitions,and •Educating the pub6c abaut wildland fire dangers and the steps that can be taken to prevent or minimize their effects. Gity of Redding Community Wildfire Protection Plan(CWPP}: The Gity of Redding is currently developing its first CWPP,wikh a draft expected summer 2024.All sites incorporated in the propased praject have been identified for inclusion in the CWPP.As a result ofi the field and aerial surveys that have been canducted,ail sites are expected ta rate high during the upcoming priarity setting process. REU Wildfire Mitigatian Plan(WMP}: Redding Electric Utility(REU)adheres to a comprehensive system-maintenance and tree-trimming program in accordance with CPUC standards. In additian,Senate Bill 901 from 2018 required all utilities in Galifornia to prepare and submit wildfire mitigation plans.A significant component of the WMP is the REU Wildfire Prevention and Improved Response Program.The program aims to prevent the start of wildfires from utiliky operations,as well as provide faster response in the event of a wildfire either caused by or threatening its electric utility assets located in and around the City af Redding.The Program provides funding to the Redding Fire Department and the Community Services C�epartment for serviees rendered to prevent the start af wildfires. Funding is used for fuels reductian as well as for faster response in the event af a wildfire.The proposed praject will build upon and strengthen the risk reduction pravided through REU's program. Shasta Regianal Transportation Agency{SRTA)Resilient Shasta Extreme Climate Event Mobility and Adaptation Plan: SRTA's plan included a vulnerability assessment of the regian's transportation infrastructure.The plan noted that extreme increases in wildfire probability and severity are expected in the future, including areas with key transportation infrastructure.The plan urges that appropriate fuel management be implemented near critical transportation infrastructure.The proposed project will, in part, reduce risk from wildfire along the lJnian Pacific Railroad mainline, Interstate 5,and regional arterials. Reducing the risk to transportation infrastructure is of great value as these routes could act as vital evacuatian routes. ���t��i �� Projeet Implernentatian 1.Di�cuss the anticipat�d timelwne fmr the project. ake sure t�take seasanal restrwctions int��caaunt. Directly afiter receiving funding,the City af Redding Parks C}epartment would begin recruitmen#for the full-time field staff responsible for managing the City of Redding initial treatment acreage. During this time the current Parks Superintend�nt would begin procurement of the equipment requested in this grant.Also,the CEQA notice of exemption would be filed with Shasfia Gaunty as saan as we received notice of award. After the initial few months, in-house COR Staff will be ready to start physically clearing these properties. During fhis clearing we will have minor seasonal restrictions ta deal with.Those would include red flag warning days,and winter storms.To combat red flag warning days,we shift our working schedule to start earlier in the day and limit work to hand tools with water and fire suppression tools on site. During winter storm's we again limit wark to hand tools so that machinery isn't getting stuck while areas are saturated with water. Since Redding's winters are pretty mild,we get dry periads where we can skill run machinery. Effectively planning and scheduling is our best method to work around these seasonal restrictions.This has proven to be a successful appraach with our current fire fuels mitigation crew that warks specifically for Redding Electric Utility campleting a similar scope of wark in and around the electric infrastructure. llpon completion of the initial ciearing we will begin the transition into our grazing phase.We anticipate this initial phase to last 8 to 10 months. Gurrently the City of Redding uses a goat grazing cantractor ta graze wildland areas around Redding Electric Utility facilities and green belts throughaut the city.Qur grazing season would last for approximately 3 months to graze all of the proposed acreage. Befor�beginning our grazing campaign,we will be sure to extend our current contract.We don't anticipate facing any seasonal restrictions during this time. However,the most efficient time for grazing happens during late spring early summer.This creates control of the light flashy fuels for the entire duration of the fire season. Because of this we plan to condense all of our grazing into this timeframe.We've already talked with our current goat grazing contractor and he is fuliy squipped to handle grazing all af the acreage during this time frame. We anticipate a 12-15 manth timeline to complete the initial wark far all of these sites, providing plenty af time for successful campletian prior to the March 15,203Q end dake of the grant. Finally, in following years as we transitian into maintenance work and herbicide treatments,on these sites,we would apply for additional funding thraugh CAL Fire to maintain the areas.We recognize that maintenance is just as important as the initial treatment as we have already seen with our current vegetation manag�menfi crew funded thraugh REU. 2.V�rify the expec#ed timeframes to complet�the project will fall under#he reqsaired complefiion dates depending an the sour�e af the funds a�+arci�d. Lastly is the F-350 crew truck,which would provide daily transport for the staff to the job site,allowing them to tow smaller trailers or the City's spare chipper to perfarm vegetation management duties. Fiscal Impact The City of Redding's (City) California Department of Forestry and Fire Protection's Wildfire Prevention Grants (CAL Fire WPG)Program's application reguests $1,546,413.20 for vegetation management and reduction of fuel loads on City-owned properties for a project known as the City of Redding Priority Hazardous Fuel Management Project (Project). No match is required for this grant program. The project would potentially span over the next two to three years. AZteNnative Action The City Council could decline to apply for the funds under this grant opportunity or provide staff with alternative direction. Due to staff workloads and expense, these sites would not be able to be cleared without the funding this grant could provide. Background/Analysis The CAL Fire WPG Program provides funding for wildfire prevention projects and activities in and near fire threatened communities that focus on increasing the protection of people, structures, and communities. Funded activities include hazardous fuel reduction, wildfire prevention planning, and wildfire prevention education with an emphasis on improving public health and safety while reducing greenhouse gas emissions. Report to Redding City Council January 30,2024 Re: 4.2(b)--CAL FIRE Wildfire Prevention Grant Program Page 2 The funding, if awarded, wi11 allow the City to remove fuels on City-owned property previously identified as having high fuel loads. The Project includes four key sites at the north end of Redding for a total of approximately 305 acres that require work to remove vegetation and prevent undesired re-sprouting of invasive vegetation. Activities include reducing hazardous fuel loads in great at-risk areas, followed by annual grazing. After initial treatments, undesired re- sprouted vegetation will be treated with appropriate herbicide applications. During treatments, areas will be re-evaluated to determine if additional �uel reduction is needed. The proposed activities are consistent with the Cal Fire WPG Program's mission to avoid or reduce the severity of potential wildfires, thereby limiting greenhouse gas emissions. The funds from this grant, if awarded, would allow the identified sites to be cleared such that City staff would be able to adequately maintain the locations upon completion of the project. EnviNonmental Review Submitting an application to the Cal Fire WPF Program is not a project defined under the California Environmental Quality Act (CEQA), and no further action is required. If awarded grant funds, staff will process the applicable CEQA determination based on the eligible locations and scope of work.
