Fiscal Impact The Redding Power Plant Natural Gas Pipeline Inspections Project (Project) is being funded by the City of Redding Electric Utility (REI�. The $100,000 cost increase will bring the total project costs amount to be $351,939.53 which is within the project approved budget of$450,000. Background/Analysis On March 11, 2025, the City Manager awarded (attached) the construction contract for the project to ARB, Inc. in the amount of$186,939.53. This project was awarded in accordance with the City of Redding's (City) criteria for informal award. The project consists of inspection of a 10-inch natural gas pipeline at three locations along the shoulder of Clear Creek Road ranging approximately 1.5 to 2 miles east of the Redding Power Plant to veri�y results of a previously performed In-Line Inspection (IL�, perfor�ned by others. In general, the inspection work includes excavation to expose the pipeline, abrasive blasting to strip the pipeline coating, verifying anomalies and confirming ILI report data with 3D and ultrasonic scanning, re-coating the pipe, backfilling and surface restoration, and providing inspection reports to the City. All work on the project will be performed while the gas pipeline remains in service. During the course of construction, unforeseen conditions in the field warranted changes to meet the projects intent and to complete the project in a timely manner as per the project speci�cations. These changes incl�ude addressing excessive ground water issues; removal of existing slurry pipe encasement, pipeline repair material, and a concrete slab over the pipeline; and the removal and replacement of unknown drainage infrastructure and an existing corrugated metal pipe section. All these unforeseen conditions were addressed as they were found by directing the contractor to proceed with the work (including additional items of work to remedy the unforeseen conditions) so that no potential impacts were created for the Power Plant during peak summer time energy demands. Once the excavation and pipeline exposure processes were started, the City was required to minimize both pipeline exposure and pipeline submergence without the proper coating on the pipeline. Leaving the pipeline exposed longer than required would have created issues that were anticipated to make it more difficult to apply the planned pipeline coating at a later date as well as cause additional issues to the bare section of the pipeline being within a corrosive environment. Additionally, due to the gas pipeline being Department of Transportation (DOT) regulated, the contract had to meet regulatory protective coating requirements as per 49 CFR 192.461. Based on the potential for additional pipeline corrosion, compliance obligations and public safety issues with each excavation site being opened up with the high-pressure gas main exposed, it was necessary to proceed with the extra work prior to obtaining Council approval for the additional funding needed to successfully complete the project. Environmental Review On December 11, 2024, the City's Environmental Team had determined that the project is categorically exempt from review under the California Environmental Quality Act, pursuant to Section 15301(a)—Existing Facilities. No further action is required.
