SUBJECT: 4.11(c)--Award Bid Negotiation No. 5593, Cape Sea12025
Recommendation
Authorize the following actions relative to Bid Negotiation No. 5593 Cape Sea12025:
(1) Award to VSS International, Inc. in the amount of$2,272,120;
(2) Approve an additional $280,000 to cover the cost of contract administration and
inspection fees;
(3) Approve $230,000 to provide construction contingency funding;
(4) Approve $54,000 for project development costs;
(5) Authorize the City Manager to approve additional increases, in either the construction
management or construction contingency amounts, up to a total of$50,000; and
(6) Find that the Project is categorically exempt from review under the California
Environmental Quality Act,pursuant to Section 15301(c)—Existing Facilities.
Fiscal Impact
The Cape Sea12025 Project (Project) is funded by the City of Redding's (City) Streets Division
and is included in its approved budget for Fiscal Year 2025-26. Project cost components are
estimated, and some shifting of the funds may be necessary to balance the project within the
approved budget.

Alternative Action
The City Council may choose not to award the project, in which case, the streets will continue to
deteriorate and require roadway reconstruction.
Background/Analysis
CAPE seal roadway surface treatments extend the life of worn pavements by combining a chip
seal with slurry seal treatments. The City has utilized this method to successfully preserve
residential streets since 2008. This project includes the pavement preservation treatment in
various neighborhoods in Redding (see location map).
Attached is a tabulation of the three bids opened on May 29, 2025. The low bid in the amount of
$2,272,120 was received from VSS International, Inc., of West Sacramento, California. The
engineer's estimate was $2,420,081. Total project development costs for this project are
estimated to be $54,000. Project development costs include engineering, environmental, and
consultant services (design and construction support).
Environmental Review
Staff has reviewed the action and determined that the project is categorically exempt from review
under the California Environmental Quality Act Guidelines, pursuant to Section 15301. Class 1
exemptions include the operation, repair, maintenance, or minor alteration of existing public
facilities. The project will extend the life of the existing pavement and will result in no expansion
of use. The project has been reviewed for sensitive resources and will not have a significant
effect on biological or cult�ural resources such as threatened or endangered species or their
habitats, sensitive vegetation communities, tribal lands, or tribal cultural resources. The project
has no potential to have a significant effect on the environment. No further action is required.
