SUBJECT: 4.11(b)--Approve Budget Resolution and Award Bid Schedule No. 5603 REU
Eastside Road Valve Yard Fence Replacement
Recommendation
Authorize and approve the following:
(1) Award Bid Schedule No. 5603 for Redding Electric Utility Eastside Road Valve Yard
Fence Replacement Project to Ray Excavating in the amount of$204,090;
(2) Adopt Resolution approving and adopting the 2"d Amendment to City Budget Resolution
No. 2025-049 appropriating an additional $137,�00;
(3) Approve $70,000 to cover the cost of administration and inspection fees;
(4) Approve $81,000 for project development costs;
(5) Approve $30,610 to provide construction contingency funding;
(6) Authorize the City Manager, or designee, to approve additional increases in either the
construction management or construction contingency amounts up to a total of$25,000;
and
(7) Find that the project is categorically exempt from review under the California
Environmental Quality Act Guidelines, pursuant to Section 15301(c) — Existing
Facilities.
Fiscal Impact
The Eastside Road Valve-Yard Fence Replacement Project is fully funded by Redding Electric
Utility (REU). The total estimated project costs, including contingency, are shown in the
accompanying table. Project cost components are estimates, and adjustments may be necessary
to reallocate funds and ensure the project remains within the approved budget.

On March 19,2024, the City Council (Council) adopted a budget resolution of $210,000
authorizing the replacement of the security fencing around the REU/Paci�c Gas&Electric gas
intertie. Subsequent design review identified the need for higher-grade, security-rated materials.
To cover this upgrade, staff requested an additional$63,000 during the Fiscal Year 2025
mid-year budget review. With all adjustments, the project requires an additional$137,700. REU
has sufficient reserves to cover the additional $137,700 needed to support the fencing project.
Alternative Action
The Council may choose not to award the bid for the project and provide staff with alternate
direction. If the project is not awarded, the location will remain as-is and there will be a safety
and security risk.
Background/Analysis
Attached is a tabulation of bids opened on June 18, 2025. The low bid in the amount of$204,090
was received from Ray Excavating and Grading, Inc., of Shasta, California. The engineer's
estimate was $173,500. Total project development costs for this project are estimated to be
$80,992. Project development costs include engineering, environmental, and consultant services
(design support).
The purpose of this project is to provide increased security and safety by replacing the chain link
fencing with expanded metal fencing and installing traffic rated bollards to protect the facility
from vehicular traf�c of the adjacent roadways.
Environmental Review
Staff has determined that the project quali�es as categorically exempt from environmental
review under California Environmental Quality Act Guidelines Section 15301(c). Class 1.
exemptions include the operation, repair, maintenanee, or minor alteration of existing public
facilities. The project wi11 involve the replacement of existing fencing materials only, will serve
the same purpose as the previous fencing, and will result in no expansion of use. The project has
been reviewed for sensitive resources and will not have a significant effect on biological or
eultural resourees such as threatened or endangered species or their habitats, sensitive vegetation
communities, tribal lands, or tribal cultural resources. The project has no potential to have a
significant effeet on the environment.
