The meeting was called to order at 6:03 p.m. by Mayor Jack Munns with the following Council

Irene Salter opined tl�at the United Way's Building Bridges pragram c�ffers several oppc�rtunities to
bring the comrnunity together through programs such as Learning Lautages. She noted that prograins
can be accessed thraugh United Way's website at https:f/wvvw.norcaTunitedway.c�rgfbuilding-bridges.
Jaclyn Treadway expressed a need fflr mare community engagement for the homeless at�d offered
a presentation ta the Cduncil regarding the nonprofit work happening vvithin her arganization as
well as her contact information to the Cc�uncil and public to aecess valunteer oppc�rtunities in the
North state.
CONSENT CALENDAR

4(a). Apprave City Council Minutes: Regular Meeting af February 18, 2025.
4.1(a). Accept update regarding the proclamation declaiing a lacal emergency due tc�fiadding and,
pursuant ta Public Contract Code 20168 and 22050{cj{1),make a determination by a faur-
fifths vote that there is a need to continue the emergency.
4.2(a).Adopt ResoIution No: 2025-013, a resolution of the City Council af the City of Redding,
declaring Apri12025 as Fair Housing Month in the City of Redding.
4.3(a).Authorize the City Manager, or designee;ta approve the acquisition nf additional encipoint
security licenses from Center for Internet Security, as needed, to ensure apprr,priate
licensing and cyber protection for endpoint netwark connected devices.
4.5(a).Authc�rize the follow�ng relativ� ta Bid Schedule No. SS64 — Ir�sulatc�rs; Pins, Braces and
Guy Assemblies for the City of Redding Electric Utility: {lj award Bid SSb4 to QneSource
Supply Solutions f€�r an annual evaluated price of$2�3,928.50 which does nat include sales
tax; (2) authorize the Purchasing tJfficer to extend the bid award annually with OneSc�urce
Su�ply Solutions through February 29, 2028, if mutually agreeable, with all terms and
conditions remaining th�same; and(3)authorize the City Manager,or designee;to approve
an additianal $4S,(?00 to the bid as a contingency pe�r fiscal year.
4.5(b),Authorize and approve the following: (1) approve Assignment and Assumption Agreement
to Master Services Agreement with Faneuil, LLC {�ormerly known as Faneuil, Inc.) and
Everise, Inc. relative to Master Services Agreement(�-8429), and (2) authorize the Mayor
to execute the Agreement.
4.11{a).Authorize and approve the following actions relative to Cansulting and Professional
Services Contract (C-10383} for the Redding (�rganics Diversion tc� Energy Operations
Froject: (1) approve the First Amendment to the Consulting and Professic�nal Se��vices
Contract (C-1Q383) with Water Works Engineers, LLC in the amount of$194,432 f�r a
total nat to exceed fee of$1,393,712; {2)authorize the Mayr�r, or designee, tc� execute the
Amendment; and (3) authorize the City Manager; or designee, to apprave additianal
contract amendments in an amaunt nat to exceed $100,000 in tatal.

A MOTION WAS MADE by Council Member Resner; seconded by Cauncil Member
Munns, to: (1) autharize the Mayor to sign a letter requesting the Shasta County Board of
Supervisors to reconside� their terms attached t� the additional $100,a00 offered for the
Minimum Revenue Guarantee for the new United Airlines Flight between Denver and
Redding, (2) direct City staff tc� schedule a meeting with Shasta County to discuss an
Airport Joint Pawers Agreement, and (3) appoint Mayor Pro T�mpore Erin Resner, and
Council Member Dr. Paul Dhanuka,tc�participate in the meeting.

92(b). Resalution increasing business tax on cannabis businesses in the City ofRedding.
City Manager Tippin summarized the Repart to City Cauncil(staff repart), and prc�vided a
PowerPoint presentation, bc�th incorporated herein by reference.
The following spoke in apposition to the increased business tax on cannalais;
Melanie Smith, Tuckei Hestc�n, Joe Baker, Chelsey Pierce, Laythen Martines, Simone
Saraf, Willi�m Will�ams, Addison Sassa, Bcrb Meissner, Wynona Taggart, Talon
Overstreet, Robert Minlar, Jeremy Hughes, and Kiley Batch.
In response to Gouncil Member Littau, City Manager Tippin confirmed that a letter was
received by the Gity of Redding fram a citizen's group witl�the intention of a citizen-led
tax initiative to increase the sales tax by ane percent.
A discussion arnangst the Council ensued.
After a series of motions were made and then failed due to the lack of a secand, the
follc�wing motion was approved.
A MOTIt�N WAS MADE by Council Mem�er Resner, seconded by Council Member
Munns, to: {1)adopt Resc��ution Na. 2025-015,a resc�lution of the City Council Qf the City
of Redding,to increase the existing business tax rates on cannabis businesses beginning on
July 1, 2025, as follows: (a)cultivation Rate from $3 per square foat to $5 per square foot
of cannabis cultivation area, (b)manufacturing, Frocessing, Laboratory Testing, Sfiorage,
and Distribution Rate from three percent to four percent of gross receipt�;and(c)retailer's
Initial Rate fram five percent to six percent of grass receipts.

9.6(aj. Long-term aptions foi Redding Sports Park operatians.
Community Services Director Travis Menne highlighted the Repcart to City Council (staff
repart),including a PowerF'oint presentation, both incorparated herein by reference.
Mr. Menne noted that no actianable ideas or c�ffers from outside groups were received by
the City af l�edding (City)for long-term operations of the Redding Sports Park(1'ark). He
stated that there is adequate funding a�ailable for operations artd maintenance ofthe facility
by the City through July 202'7.
The following spake in favor of the City's long-term operation af the Park: Talon
C7verstreet, Melady Mugridge, Mrs. Strait, Sophia Yount, Justin Barrett, Christian Santas,
Jessica Santos, Tawney Ct�well, and Tracey Richardson.
California Soccer Park Executive I7irector Kenny Breedlove expressed his intent to work
with the City ta negotiate terms and conditions fc�r c�peration af the restaurant and to obtain
a liquor license far concession and beverage sales in the Park.

Year 2U24-2S for the addition of$I 5,000 in Operating, Materials and Suppiies and the

Supervisc�r; eight Recreation Crew Supervisors; ten Recreati�an Leaders� one Recreation
