'4��IE ' AS, the Dr�ught Pratection Prugram Agreement {"proposed project" or
"Agreement") is an agreement between the Sacramento River Settlement Contractc�rs Nonprofit
Mutual Benefit Corpc�ratian,individual Sacramento River Settlernent Cantractc�rs(SRS�),and the
U.S.Bureau of Reclamatian(Reclamation)to forego a larger percentage of their contracted supply
in specified drought years. In addition, the SRSC wauld receive funding from Reclamatic�n to
engage in drought-resiliency projects to address potential water loss and imprt�ve the resilience c�f
the SRSC's water system and long-term water delivery capabilities; and
WHE AS, the Glenn-Coiusa Irrigation District (GCID), as the leari agency under the
Califarnia Environmental Quality Act (�EQA) prepared an Environmental Impact Repart (EIR}
for the Project; and
WHE AS, on December 30, 2424, GCID certified the final EIR for the Project, adopted
findings of fact and a statement c�f overriding considerations for appraval of the 1'rc�ject, and
appraved the Project; and
'WHE AS, the City of Redding (City) holds a Sacramento River Settlernent Contract
and has proposed to approve and enter the Agreernent and is therefore a responsible agency under
CEQA with discretionary approval authority over its obligati+�ns under the Agreement, and
WH� -. AS, the City, as a responsible agency, must take feasible measures to avoid ar
rnitigate the direct or indirect environrnental effects of thase parts of the project which it decides
to carry out, finance, or approve (CEQA Guidelines, Section 15096(g)(1)); and
WHEREAS, the City, as a respansible agency, must also make findings and adopt
overriding considerations far envirnnmental impacts that wi11 result from the parts of the project
that it approves �CEQA Guidelines, Section 1509b(h));

l. The recitals ,stated above are true, correct, and are adopted h�rein.
2. The City Council approves the Drought Protection Water Program Agreement between
the Sacramento River Settlement Contractars Nonprofit Mutual Benefit Corpnration,
individual Sacramento River Settlement Contractors,and the U.S.Bureau of Reclamation.
3. The City Manager or his designee is authorized to enter into the Drought Pratection
Program Agreement and any related do�urnents Qn behalf of the City.
4. The �ity, as a responsible agency under CEQA,has reviewed and considered the EIR and
has reached its own inde�,endent decision to approve the L?rought Protection �ater
F'rogram Agreement;
5. The�ity adopts all mitigation measures identified in the EIR with respect to its obligations
under the Agreement.
6. The City finds that there are no additionai feasible alternatives or feasible mitigation
measures within its pc�wers that would substantially lessen or avoid any signi�'icant effect
t�e project would have on the environment,
7. The City adopts the Responsible Agency Findings of Fact and Statement of Overriding
Considerations for the Drought Protection Program Agreement, and the Mitigation
Monit�ring and Reporting Program.
I HE �Y CERTIFY that the foregoing resolutic�n was introduced at a regular rneeting
of the City Council af the City of Redding on the 15t1' day of July, 2025, and was duly
adopted at said meeting by the following vote:
