A. The Engineer has fiied his Repart with the City Clerk setting forth a full and detailed description bf the impravements, the boundaries of the prc�posed assessment district and any zanes therein, any bonds or notes ta be issued, and the propased a�sessments upc�n assessabie lats and parcels of land within the proposed district; and B. The purpose of the proposed district is to fund the a�eration and maintenanc� costs of the sanitary sewer pump station as conditioned by the Salt Creek Unit 4 Subdivision(AM�N`D- 2(717-OQ160, 5-15-07, PD-11-07) Canditiflns of Approval. Condition 65 requires that the developer creates a sanitary sewer maintenance district t� firnd the aperati�n and maintenance costs af a sanitary sewer lift station for Iots served by a pump station; and C. The Gity Council proposes to levy the praposed special assessment based on a uniforrn special bene�t and assessment metha�Qlo;y over all dev�lopable lots within the proposed district; and D. Only costs for maintenance and repairs to the sewer lift station, including electric, water and data charges, replaceinent of pumps, fc�rce mains and appurtenances, maintenance of any buildings or structures housing sewer lift station facilities; other improvemenfis to remove ar cover graffiti, administrative costs; and such other maintenance and incir�ental expenses as are authc�rized by 5treets and Highways Code 5�21 will be assessed. Pursuant to Government Code Section �3'139, the amount of each fiscal year's assessment shall be adjusted for inflation in an amc�unt not to exceed that pr�vided by the "20 Cities Construction Costs Index"from the most recent March EngineeringNews Reeord and shall becc�me effective July 1, �027, and�very Tuly � the�eafter; a�d E. This Resolutian satisfies those requirements set forth in the Improvement Act of 1911, Chapter 26,Maintenance Districts (Streets and Highways Code Section 5820 et, seq.) and the notice requirements set forth in Government Code 53753{b); N(�W,TH� F+O ' ,IT I�HE ' BY S+OLVED by the City Council of the City af Redding as follows: 1. T'hat the foregoing recitals are true and correct and are adopted herein. 2. The City Gauncii hereby declares its intention to farm Sanitary Sewer Maintenance District 01-25. 3. The City Council hereby approves the Engineer's Repart, as filed with the City Clerk, and thereby confirms and adopts the map c�f the assessment district contained in the Engineer'� Report. 4. The City Council finds that the Engineer's Report has fairly and properly apportianed the costs of the improvements to each residential unit in the district in proportian to the estimated benefits to be received by each benefit unit frorn the improvements. 5. Nt�tices and ballots will be mailed upon acceptance of this Resoiution, and public hearing and election wili be held on Tuesday, September 2, 2025, at the hour of 6 p.m., or as soon thereafter as the matter may be heard, in the City Council Charnbers located at 777 Cypress Avenue, Redding, California to address the proposed assessment for Fiscal Year 202b-27. The proposed annual assessment for the entire district is $23,317.0� and the annual assessment per Bene�it Unit {each parcel) is $333.1{�, The reas�n for the a�sessment and the underlying basis for computing the amount af the a�sessment is set forth in the Engineer's Report which can be obtained from the City Clerk at the above address. The assessment is subjeci fo annual inflatic�nary increases in accardance with cost af living index known as the "20 Cities Canst�uction CosY Index." The annual assessments shali have an xndefinite term and will eontinue until such time as the districfi is disestablished, if ever: 6: Pursuant to Streets and Highways C�de section 5827 and Government Code seetion 53753, protests against the formatian of the maintenance d'zstrict may be filed with the City Clerk or presented no later than the conclusic�n of the public hearing set by this Resolutian, A ballot must be filled c�ut and returned the same na later than the close c�f th�public hearing referenced above. The assessment wiil not be imposed ifthe ball�ts submitted in oppasition to the assessment exceed the ballots submitted in favor of the assessment, with ballots weighted according to the proportional financial obligation c�f the affected pro�erty.
