SUBJECT: 9.6(b)--Consider Round-Up Campaign for Parks and Recreation Programs.
Recommendation
Authorize and approve the following actions:
(1) Adopt Resolution approving the creation of the City of Redding Utility Round Up for
Recreation Program; and
(2} Authorize the City Manager, or designee, to appropriate funds should donations be
received.
Fiscal Impact
The Round Up for Recreation Program is an optional donation campaign through the City of
Redding (City) utility bills to support recreational programming, park maintenance, and
development. The program wi1� provide supplemental funding for current General Fund
allocations to Community Services Department's Reereation and Parks Divisions. The minimal
administrative costs associated with the program wi11 be covered by donations collected through
the eainpaign, ensuring no impact to utility ratepayers.
AZteNnative Action
The City Council could dec]ine to approve the campaign and provide staff with alternate
direction.
�3ackgroundlAnalysis
Round-up style programs are cammon donation campaign mechanisms that enable danars to
round up to the nearest dollar for the selected cause. In this case, the City's utilities, which have
over 46,000 utility accounts serving water, wastewater, solid waste, and electric customers, will
provide an option to round up individual utility bills to the nearest dollar or make a direct
contribution on a one-time or monthly basis. Sma11, optional, donatians spread over the customer
base will support ongoing needs in the Parks and Recreation Divisions.

As proposed, these funds would support park maintenance, including materials, equipment,
supplies, new park development, or improvements to existing parks. Additionally, within
Recreation, the program wi11 fund materials, equipment, and supplies, as we11 as provide
subsidizes funds for recreational programming. The funds will offset costs and help keep
recreatianal programming fees low.

This is not a projeet defined under the California Environmental Quality Act, and no further
action is required.

A RESOLUTION OF THE CITY COUNCIL OF TI3E CITY OF REDDING
APPROVING A UTILITY"ROUND UP FOR RECREATION" PROGRAM
WHEREAS, the City of Redding provides parks, trails, special purpose facilities and recreation
program opportunities to its residents; and
WHEREAS, parks and recreation are vitally important to establishing and maintaining the
quality of life in communities,ensuring the health of all citizens,and contributing to the economic
and environmental well-being of a community and region; and
WHEREAS, parks and natural recreation areas ensure the ecological beauty of the community
and provide a place for children and adults to connect with nature and recreate outdoors; and
WHEREAS, parks and recreation programs increase a community's economic prosperity
through increased property values, expansion of the local tax base, increased tourism, the
attraction and retention of businesses, and crime reduction; and
WHEREAS, the City of Redding's park maintenance and recreation programming are functions
of the City's constrained General Fund;
WT-IEREAS, the City of Redding's utilities billing software allows customers to round their bill
up to the nearest dollar for"round-up" and direct donation style programs; and
WHEREAS, the City of Redding seeks to enhance funding for park maintenance and recreation
programming to bolster the aforementioned community benefits;
NOW, THEREFORE, BE IT RESOLVED THAT THE CITY COUNCIL OF THE CITY
OF REDDING HEREBY APPROVES TI�E CREATION OF THE ROUND UP FOR
RECREATION PROGRAM AND:
1. Authorizes the Community Services Department to accept small voluntary donations
associated with the"Round up for Recreation"program;
2. Ensures partieipation in the program is optional; and
3. Directs all funding generated through utility bill round ups or direct donations through
utility bills specified for the "Round up for Recreation"program to be spent for park and
recreation purposes.
I HEREBY CERTIFY that the foregoing resolution was introduced and adopted at a regular
meeting of the City Council of the City of Redding on the 20th day of May,2025,by the following
