SUBJECT: 4.5(b)--Authorize Sole-Source Purchase of a Backyard Arborist Aerial Lift and
Trailer
Recommendation
Approve the following related to the sole-source purchase of an Arborist Backyard Lift and
trailer for City of Redding Electric I7tility:
(1) Authorize purchase of one 2021 Arborist Backyard Lift TDA-58 and one trailer from
Global Rental Company, Inc. for $176,581.76, including all applicable taxes and fees;
and
(2} Authorize the City Manager to approve future pricing adjustments, terms, and
Department of Motor Vehicles registration fees, as needed, up to a total of$5,000.00.
Fiscal Impact
This equipment purchase was not anticipated; however, sufficient funding is available in City af
Redding Electric Utility's (REU) Rolling Stock Fund. The current balance as of April 30, 2025,
is approximately$2.6 million.
REU periodically evaluates its operational requirements and acquires vehicles or equipment that
support overall organizational effectiveness. Fleet reliability and functionality are maintained
through ongoing monitoring of both Rolling Stock and the Rolling Stock Fund to ensure
appropriate resource allocation.
Alternative Action
The City Council (Council) could choose not to approve the purchase and provide alternative
direction to staff.

Background/Analysis
REU's purchase of a backyard Arborist-designed aerial lift is to support its expanding vegetation
management efforts and strengthened safety program. Following a recent indirect contact
incident involving a service line, REU has prioritized enhanced safety measures to protect
employees working near energized conductors. The compact, insulated TDA-58 lift offers a
stable platform that allows arborists to inspect and trim vegetation with greater accuracy while
maintaining safe distances in high-risk areas. This reduces the need for manual climbing,
minimizes exposure to electrical hazards, and supports compliance with CPUC regulations. As
REU ramps up safety protocols and works to mitigate wildfire risks across its service territory,
this machine is essential for reducing injury potential, increasing access in restricted areas, and
reinforcing a culture of safety and operational excellence.
The TDA-58 aerial lift is uniquely designed for safe operation in high-risk environments. Its
double-insulated, ANSI A92.2-compliant platform protects operators near energized lines, while
rubber tracks ensure stability on uneven or landscaped terrain. The compact design allows access
to tight areas like rear easements, and the single-hand joystick control enhances operator safety
by allowing one hand free for stabilization. These features make it an ideal and safe solution for
vegetation management in both urban and rural areas with difficult access.
REU is requesting approval to purchase a low-hour,pre-owned, 2021 Arborist-designed TDA-58
aerial lift as a sole-source, non-bid procurement under Municipal Code §4.20.080 (6). Selecting
the 2021 model over a new unit results in $114,000 in immediate cost savings while delivering
the same service life, capabilities, and reliability. This purchase represents a fiscally responsible,
long-term investment that supports the City of Redding's (City) commitment to efficient
spending and operational effectiveness. The TDA-58 wi11 reduce labor and outage-related costs,
improve productivity in hard-to-access areas, and minimize ongoing maintenance expenses—
ultimately maximizing the City's return on investment. In addition to the substantial upfront
savings, this procurement aligns with the City's goal of acquiring durable, high-performing
equipment that delivers sustained value. The TDA-58's specialized features wi11 enhance REU's
ability to conduct critical vegetation management in challenging terrain, reduce reliance on
manual labor, and increase overall crew efficiency. By securing this well-maintained 2021 unit at
a significantly reduced cost, the City ensures both immediate financial benefit and long-term
operational gains.
