Recommendation Authorize and approve the following actions: (1) Approve the License Agreement and Operating Permit for Peer-ta-Peer Vehicle Sharing Concession (Agreement) with Turo Inc. at the Redding Regional Airport; (2) Authorize the City Manager, or designee, to sign and execute the Agreement; and (3) Find that the action is Categorically Exeinpt from environmental review under the California Environmental Quality Act,pursuant to Section 15301 —Existing Facilities. Fiscal Impact The License Agreement and Operating Permit (Agreement) provides a 10 percent concession on gross receipts from the permitted activity. Currently, Turo Inc. (Turo) activity at the Redding Regional Aitport (Airport) is minimal, however this agreement satisfies regulatory requirements for Turo, and provides compensation to the Airport for use of property and facilities for Turo's commercial activities. Anticipated revenue is currently less than $10,000 per year to the Airport but could grow if Turo activity substantially increases at the Airport. There is no impact to the General Fund with the recommended action. Alte�native Action City Council may choose not to apprave this agreement and provide alternate direction to staff. Backg�ound/AnaZysis Turo operates a "peer-tapeer vehicle sharing" platform which connects vehicle owners with prospective renters, allowing its users - vehicle owners - to make money by renting their own personal vehicle at their convenience. Turo operates at many airports around the country and in California and previously has done so without the requirement to obtain licenses or operating permits. Page 2 Assembly Bill 893 went into effect on July 1, 2024, with new requirements for operators such as Turo and other peer-to-peer car rental platforms to adhere to the same rental car company regulations as traditional car rental operators. These changes included the requirement for rental car operators to obtain permits from airport operators where they wish to do business. As a result, Turo approached the City of Redding's Airports Division to begin the process of becoming permitted in order to continue doing business at the Airport. This agreement would satisfy those requirements, formalize the relationship between Turo and the City, and provide additional revenue from car rental concessions made by Turo to the Airports Division. Revenue from this agreement is considered an "airport revenue" under the Federal Aviation Administration Revenue Use Policy and must be used for the operations, maintenance, or improvement of the local airport system from which it was generated. Envi�^onmental Review Staff has reviewed the action and determined that it is Categorically Exempt from environmental review under the California Environmental Quality Act, pursuant to Section 15301 — Existing Facilities. Class 1 exemptions include the permitting, leasing, and operation of public or private structures, facilities, mechanical equipment, or topographical features that involve negligible or no expansion of existing or former use. The action will not result in expansion of use, as TURO, Inc. currently operates at the Redding Regional Airport. The License Agreement and Operating Permit will allow TU�RO, Inc. to satisfy the regulatory requirements of Assembly Bill 893. This action has no potential to have a significant effect on the environment. Turo shail ensure that Shared Vehicle C?wners and Shared Vehicle Drivers use the pub�ic Airpart terminal parking in the same manner as any c�ther Airport custamer in which they will drap off and pick up the Shared Vehicle and be respans�bie far any applicable parking fees: C. Turo�s permitted and may aliow Shared Vehicle Qwners, and Shared V�hicie Drrvers conduct tJwner and Driver attended drop-�ffs and pick-u�s c�f Shared Vehicles at a the <`curbside"area in front ofthe Ailport terminal;however,such Vehiele ex�hang�s shall not exc�ed five (5) m�nutes. Vehicles left unattended in the "curl�s�de" area in front of the Airport terminal or any other unauth+�rized area may be ticketed and/or tawed by the�ity at any t�me.Any vehicle tc�wed c�r impounded sha�1 be recovered by the Shared Vehicle Oyvne�: at hislher sale cost.
