SUBJECT: 4.1(b)--International City/County Manageinent Association (ICMA) - City of
Reddin Film
Recommendation
Authorize the City Manager to execute a contract with International City/County Management
Association (ICMA) TV—WebsEdge in the amount of$26,300 to profile the City of Redding in
a marketing video at the 2025 ICMA Annual Conference.
Fiscal Impact
The total cost of the International City/Caunty Managemenf Association (ICMA) TV —
WebsEdge contract is $26,300. To date, staff has received funding commitments from The
McConnell Foundation, Redding Tourism and Marketing Group, and K2 Development
Companies in the combined amount of $20,000. Staff believes the remaining $6,300 will be
committed from additional community partners and the City of Redding (City) Solid Waste and
Wastewater Divisions.
This project will not impact the General Fund.
Alternative Action
The City Council (Council) could choose not to authorize the contract and the City of Redding
would not be pro�led at the 2025 ICMA Annual Conference.
Background/Analysis
Since 2022, staff has been working wi�h International City/County Management Associa�ion
(ICMA) TV- WebsEdge to prod�uce a film that showcases the City. Staff has postponed ICMAs
request as we waited for downtown Redding to be further developed.

ICMA is interested in cities that have used an innovative approach to advance economic
development, community growth, community engagement, sustainability and resilience. ICMA
believes the City would be an exceptional fit with their focus areas at the 2025 ICMA Annual.
Conference to be held in October 2025. Each year at the Annual ICMA Conference a selected
number of cities are highlighted through a 5-minute video and a 1-minute highlight video with
content of the profile city, which can be used for further marketing.
Staff and the ICMA film producing representative have reviewed various City projects that
include: downtown Redding, the City's pyrolysis project, The Peaks project; and Stillwater
Business Park. As proposed, the videa would h�ghlight �he projec�s and aur partnerships alang
wzth test�monials. The video wi11 be in 4k resolution completed by a professional film erew
between June and AugustlSeptember 2025 with a completed video in time for the Annual ICMA
Conference in Oetober in Florida. All cities/counties participating in the eonference will see tl�e
video, have the opportunity to have a eopy of the video, and the video will be posted on ICMAs
webpage and YouTube channeL The TCIVIA conference will bring a lot of attention ta the City of
Redding and our partners.
Environmental Review
This is not a project as defined under the California Environmental Quality Act, and no further
action is required.
