Recommendation
Authorize staff to reject all bids in accordance with Public Contract Code Section 20166 and
Public Contract Code Section 22038 regarding Bid Negotiation No. 5469, Burney Library Roof
Replacement, Solar and Generator Addition Project.
Fiscal Impact
The Burney Library Roof Replacement, Solar and Generator Addition Project (Project) is being
funded by a Building Forward Grant from the California State Library. The grant funds are only
available for specific improvements at the Burney Library. Project bids were opened on Apri122,
2025, the low bid came in at $393,648 and the engineers estimate was $288,560. Therefore, the
low bid is over the engineers estimate and the available grant funding. If all bids are rejected, the
City of Redding (City) can re-evaluate the project scope and estimate and put it out to bid again.
Bidders will have the opportunity to submit bids which staff anticipates would be closer to the
revised engineer's estimate and project budget.
Alternative Action
The City Council (Council) may choose not to reject all bids and accept the 1ou�est responsive
bid of$393,648. If the project is awarded to the bidder, the Community Services Department and
General Fund will be burdened with funding an additional $105,000 for the contract.
Backg�ound/Analysis
On April 5, 2022, the Council authorized staff ta apply for Building Forward Library
Infrastrueture Grant Program (Building Forward) funding on behalf of the Shasta Public
Libraries. In October 2022, staff was notified that a grant was awarded for the Burney Library.
These funds were to be used solely for the improvements at the Burney Library, and included the
following items of work — UV filter for HVAC, Generator, Roof, Security Cameras, and Solar.

The generator, roof, and solar improvements were combined into a single project, while the
security cameras and HVAC work are separate projects, respectively. The budget is very limited
for the amount of improvements that are required per the grant, therefore, the City has requested
a formal scope change from the program to remove some proposed items of work to help reduce
the overall cost at the Burney Library. In addition, the plans for the roof, generator and solar
project will be revised to allow for some additive alternates prior to re-advertising.
Attached is a tabulation of bids opened on April 22, 2025. The only bid received was from SnL
Group, Inc. of Redding, California in the amount of the $393,648. The project plans and estimate
were prepared for the City by a consultant. Their engineer's estimate was $288,560. The
Contractor's bid is 36 percent higher than the engineer's estimate. The Building Forward grant
and the City's General Fund do not have additional funding to contribute to the project.
In accordance with Public Contract Code Section 20166 and Public Contract Code Section
22038, the Council has the discretion to reject all bids. Staff, therefore, has determined that the
best course of action would be to reject all bids,re-evaluate and re-bid the project.
Environmental Review
This activity, rejection of bids, is not a project as defined by the California Environmental
Quality Act, and no further action is required.

BackgrountlTAnalysis
The Budget Act of 2021 (SB 129) allocated $439 inillion in one-tiine funds to the California
�State Library�to��address the life safety�and critical�maintenance needs of�public library facilities
�throughout California. �This competitive grant program prioritizes �funding for local library
facilities located in econoinically disadvantaged areas �of�the state. The inaxiinuin grant ainount��
per library facili�y i��$10�million.

Since 2006, the City of Redding (City) has managed the Shasta Public Libraries (Libraries)
�under an agreement �with Skasta Countq and the City� of�Anderson. �The �City par�ers with
�Library Sqstems��and Services to manage�the library oper�tions at the tkree loca�ions�—Anderson,
�Burney, and Redding. The Libraries are well-utilized public �spaces� that take� a fair amount of
wear and tear daily. The experiences of�he last few years with wildfires and COVID-19 have�
�demonstrated the need to�keep the Libraries open and accessible whenever needed.
Staff inembers from the Libraries and the Community Services Department collaborated to
identify facility needs and develop� �the �project scope and estimates. All three� locations have
eligible needs under this program, including, but not limited to: new roofs �and�solar systems for�
�Burney and Anderson, en���ed W filtration for the HVAC systems, back-up generators, and

security cam�eras at �z�s,�������������,s, and new carpet at the Redding Library. Shasta County�has
