Shea Construction, Inc., as satisfactorily complete, with a final cost of$2,115,664.48. Fiscal Impact Streets Division funding in the amount of$1,901,850 and Solid Waste Division funding in the amount of $416,000 totaling $2,317,850 were approved for this Replace AC Surfacing 2024 Project (Project). The total project cost, including surveying, design, bidding, construction, field engineering, inspection, and contract administration is $2,ll5,664.48. Alternative Action The City Council (Council) may choose noti to accept the project as satisfactorily complete and provide staff alternative direction. Background As of December 16, 2024, J.F. Shea Construction, Inc. has completed all work items of the project which was within the adjusted contract time frame following weather delays and additional work. Subsequently, the Public Works Department filed a notice of completion with Shasta County. The project warranty period expires one year from the completion date. On June 4, 2024, the Council awarded a construction contract to J.F. Shea Construction, Inc. for $1,'773,377 and approved a $180,000 construction contingency fund. Also authorized was $199,400 for contract administration and construction inspeetion fees and $122,000 for project development costs. The City Manager was authorized to approve additional increases in either the construction management or construction contingency amounts up to a total of$25,000. Project development costs include engineering, environmental, and consultant services. During construction, there were three change orders in the amount of$125,787.48 leaving a balance of$54,212.52 in the contingency fund. The final project cost was $2,ll5,664.48. The project involved removing and replacing approximately 110,000 cubic feet of asphalt concrete in worn and deteriorated sections of Airport Road, Oasis Road, Quartz Hill Road, Twin View Boulevard and the So1id Waste Transfer Station as we11 as appropriate traffic control, striping, and pavement markings as required. If the project does not move forward, the streets will continue to deteriorate and may require roadway reconstruction. Background/Analysis This project involves removing and replacing approximately 110,000 cubic feet of asphalt concrete pavement in worn and deteriorated sections of Oasis Road, Twin View Boulevard, Quartz Hill Road and Airport Road. The project includes other associated work items that include: pavement delineation, pavement markings, pavement markers, and other miscellaneous items. The project also includes removal and replacement of worn asphalt concrete pavement at the City of Redding's Transfer Station as a result of the daily heavy truck traffic. Attached is a tabulation of the three bids opened on May 15, 2024. The low bid in the amount of $1,773,377 was received from J.F. Shea Construction, Inc., of Redding. The engineer's estimate was $1,777,86'7. Total project development costs far this project are estimated to be $122,000. Project development costs include engineering, environmental, and consultant services (design support). Environmental Review Staff has determined that the project is categorically exempt from environmental review under the California Environmental Quality Act Guidelines, per Section 15301 (c). Class 1 exemptions include the operation, repair, maintenance, or minor alteration of existing facilities, structures, or equipment involving negligible or no expansion of use. The project will extend the life of the existing pavement, but will not create additional vehicle capacity or result in expansion of use. The project has been reviewed for sensitive resources such as threatened or endangered species or their habitats, sensitive vegetation communities, tribal lands, or tribal cultural resources.
