WHE AS,in January 2001 the City+Cauncil of the City of Redding adopted Resalution
No. O1-108 establishing c�st re�overy targets when setting fees for recreation classes and
pragrams; ancl
'WI�E AS, the IZecreation Divi�ion sets program fees quarterly based on program
expenses an� participation levels;and
WHE AS,the State of California passed legislation in April2t�l b raising the rninimum
wage incrementaliy from$1 U to$15 per hour by January 1,2f�22,f�r employers with 26 emplc�yees
oi:more; and
WHE ' AS, in L?ecember 2019, policy was updated to be set at rates that recaver a target
percentage of the direct cast to provide the programs;and
WHE A�,implernentation c�f this pc�licy will provide staff with direction to update fees
regular�y tQ reflect existing conditions and exempts free programs, and
WHE AS, implementatian of'this policy will provide staff the ability to include an
administrative fee and �n increase to the cost recc�very percentage to non-Redding residents to
decrease general fund subsidy for prc�gr�nitl�ing;

BACKGR[�U�ttD
The City t�fi Reddings Recreatic�n Divisi�n of the Community Services Dep�rtment offers more than
8t�{l classes and pragrams to mar�than 16,Ot30 participants annualty. Chang�s in wages and
participati�n rates directlyaffect the cc�st of providing these progr�ams. In order to m�intain a cost-
recouery ratio that is reasonable,ar�d within budgeted funds, flexibility is needed to make
adju�tments as needed:
PURP4SE
Establish a policy fcsr the rate at which City recreation prc�grams recover direct cc�sts and to pra�ide
staff with authority to make adjustments to fees�hen pragram costs or revenues change;
PC�3!lCY
it is the pc�licy c�f the City Council that:
1) For City c�fi Redding residents,yauth recreation classJprogram fees are set at a rate tc�target a
ninety percent(90°l0} recc��rery of the direct costs associated with the prc�gram.
�j Youth recreaticrn class/presgram fees for non-City residents will target one hundred percent
{1f�41}recovery af the dir�ct casts�associated with the prc�gram.
3� Adult recreatian ciassjprc�gr�m fees are set at a rate tcz target ane hundred five p�rcent
(;1�5%a} recovery of the dire�t ct�sts as�ociated with the program.
4j A fift�en percent(1514}�drninistrative fee shall b�charged and includ�d in th� pragram cast
to partially offset overhea�d ct�sts for all programs,except free program�identified by this
pt�licy.
5) Free programs including thase conducted at the Dr. Martin Luther King Jr,Center,the Junior
Giants baseball program,open play at Fantasy Fountain, and fitness ciasses at the Senior
Citizens Hall,are excluded.
Direct eosts are defined as materials, supp(ies, and part-time persannel cc�sts required tc�canduct the
specific class ar program. Administration personne(,c�verhead costs,and facilities are not included.

As the class/program roster is�stablished in the manths prior to the schetiule being pubNshecl,staff
will review attendan�e and costs of pcior pragrams, e�aluate current costs and set a class/prograrn
