REPORT TO THE CITY COUNCIL
Recommendation
Conduct a Public Hearing and, upon conclusion, adopt Resolution adjusting the City of
Redding’s Schedule of Fees and Service Charges.
Fiscal Impact
The Master Fee Schedule (Schedule) is an important cost recovery mechanism for permits and
services provided to the public. The Schedule includes fees that are indexed to the Consumer
Price Index (CPI) and Construction Cost Index (CCI), which are directly tied to the cost of
various items. As a result, these indexes have been impacted by inflation, which has resulted in
increases to costs indexed to CPI (1.84%) and CCI (2.26%). Should the Schedule not be
adjusted, it would have a negative impact on the City of Redding’s ability to recover the cost of
providing permits and services to the public.
Alternative Action
The City Council (Council) could choose to modify the resolution and the Schedule, or choose
not to adopt the resolution to adjust the Schedule and provide alternate direction to staff.
Background/Analysis
At its meeting on May 20, 2025, the Council set a public hearing for June 17, 2025, to consider
adjustments to the Schedule.
The suggested effective date for all changes to fees and services charges except for development
fees is July 1, 2025. Development fees are effective 60 days after adoption, so the suggested
effective date for development fees is August 31, 2025.

In accordance with adopted Council Policy No. 802, staff has developed, and hereby submits for
Council’s consideration, adjustments to the Schedule. The attached May 20, 2025, Council
meeting staff report describes the adjustments in detail.

RESOLUTION NO. 2025-____
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDDING
AMENDING ITS SCHEDULE OF FEES AND SERVICE CHARGES
WHEREAS:
A. On October 4, 1988, by Resolution 88-364, the City council adopted a Schedule of
Fees and Service Charges (Schedule), which has been subsequently amended
from time-to-time.
B. Pursuant to said resolution, the City Manager is authorized and directed to revise,
supplement, and maintain the Schedule so that it will be, to the greatest extent
possible, a comprehensive list of fees and City permits and services; and that a fee
that is not on the Schedule will not be invalid but should be made a part thereof at
the earliest possible time.
C. It is the desire of the City Council that all City services be self-supporting and not
subsidized as to their operational costs by revenues raised through the imposition
of ad valorem taxes or other sources of revenue.
D. On an annual basis and in accordance with City Council Policy 802, on May 20,
2025, the Director of Finance submitted to the City Council proposed increases
and changes in the Schedule and made a part hereof by this reference.
E. A public hearing on the proposed increases and changes was held on this date,
prior to the adoption of this resolution.
NOW, THEREFORE, the City Council of the City of Redding FINDS,
DETERMINES, and RESOLVES as follows:
1. With respect to the proposed changes in fees and charges and/or new fees in the
attached Schedule, the City Council finds and determines that:
a. The fees and charges previously established by resolution continue to be
reasonably related to the cost of providing the specific services for which
the fees are charged, except as modified herein. The modifications reflect
the increases or decreases in the costs of providing the specific services
related to the charges.
b. The new fees are reasonably related to or are less than the cost of
providing the specific service for which the fee is to be charged, and is
necessary to cover the City’s costs of providing the service.
c. The provisions of the California Environmental Quality Act do not apply
to the new or increased fees, which are for the purpose of meeting
operating expenses of a portion thereof.
d. The proposed new fees and increases will not exceed the governmental
costs in providing said services in fiscal year 2025-26.
2. That the fees and charges be amended as indicated in the attached Schedule of
Fees and Service Charges effective July 1, 2025 or soon thereafter, to cover the
City’s costs of providing the services.

a regular meeting of the City Council of the City of Redding on the 17th day of June,

City-initiated annexation of the property. The final
amount will be set at the time of final recordation

annexation (if any), the fee will be determined
based on the average cost per acre, as describe
above, without the annexation costs; b = The
projected annual inflation rate. The average
annual inflation rate used for this calculation will be

PUBLIC WORKS DEPARTMENT - SOLID WASTE TRANSFER / RECYCLING FACILITY
Fees for Loads Without Covers: Effective July 1, 2004, the fee for
a load without a cover in an open trailer or open truck or pickup bed
shall be twice the posted rate for a load with a cover. The
customer shall pay this fee prior to disposal.

Fees for Tarps in Lieu of Twice the Rate for Uncovered Loads: In
lieu of paying twice the rate, the customer may purchase a tarp at
the Transfer Station in a size sufficient to cover the load. The City
shall refuse service to customers who do not pay the fee or
purchase a tarp for a load without a cover at the Transfer Station or
other City disposal sites after July 1, 2004.
The cost of the tarp shall be the Solid Waste
Utility's cost to purchase the tarp, plus a handling
charge.

Special handling Fee
A special handling fee shall be charged by the Solid Waste Utility
when market conditions result in a loss on recycling scrap metals
on the following items: oven; stove; refrigerator; freezer; washer;
dishwasher; water heater; dryer; window-mount HVAC unit;
equivalently sized machines or equipment.
The Solid Waste Utility shall review the City's cost
to dispose of scrap metals monthly and shall adjust
the fees in order to offset the difference between

Retail: The Solid Waste Utility may sell compost produced for

and minimizes the volume of green waste buried at the landfill.
In accordance with CalRecycle mandates, the Solid Waste Utility
may hold reduced costs sales and/or giveaways of compost and
blends of green waste materials to meet diversion goals.
The City may provide a discount of up to 15% for

Delivery Costs: If the buyer of compost, mulch or wood chips
does not provide transportation, the Solid Waste Utility may truck
compost, mulch or wood chips at the actual cost plus 10% to any
location within the City or within five (5) miles of the Solid Waste
Transfer/Recycling Facility, whichever is further. The minimum
load the City shall truck shall be five (5) tons or ten (10) cubic
yards. If a driver or vehicle is not available, the Utility may

Residential Special Collection Program: Customers who request
special, curbside collections of large, bulky items that do not fit in
a wheeled waste cart shall pay a fee equal to the rate for disposal
at the transfer station plus additional labor and equipment costs.
If the item is not subject to a disposal fee, a handling fee equal to
the Hard-to-handle fee at the transfer station shall apply.
The Solid Waste Utility shall adjust the fees for the
Residential Special Collection Program for Hard-to-
handle Items on an annual basis, after adoption of
the City's budget, to reflect current costs.

Recommendation
Approve setting a Public Hearing on June 17, 2025, at 6:00 p.m., in the City Council Chambers,
777 Cypress Avenue, Redding, California, to consider adjustments to the City of Redding’s
Schedule of Fees and Service Charges.
Fiscal Impact
There is no fiscal impact to setting the public hearing.
Alternative Action
The City Council (Council) could choose not to set the public hearing and provide alternate
direction to staff.
Background/Analysis
California Government Code Sections 66016 and 66018 require that a public hearing be noticed
at least ten days prior to a proposed levy of, or increase in, municipal fees and service charges.
On an annual basis, and in accordance with City Council Policy No. 802, the Finance Division
submits to the Council proposed changes, deletions, and additions to the schedule. In accordance
with adopted City of Redding policy, staff requests that pursuant to Government Code
requirements, a public hearing on the proposed adjustments be set for June 17, 2025.
Fees are determined based on cost analysis in accordance with Proposition 26. Once established,
increases on some fees are based on the Consumer Price Index (CPI) or the Construction Cost
Index (CCI).
Overall, most of the proposed adjustments are based on a 1.84 percent increase in the CPI for the
12-month period ended March 2025 for mid-sized western cities.

Water and wastewater fees related to new development are increased by 2.26 percent, which is
the CCI for the 12-month period ended May 2025, Ordinance 16.20.050.
The schedule is subject to certain rounding conventions in the CPI/CCI calculation. The
rounding conventions utilized in the schedule are as follows: for fees under $10.00 and for fees
which are tiered, the fee is rounded to the nearest 10 cents. For fees $10.00 and above, the fee is
rounded to the nearest whole dollar. As a result, some of the fees and service charges listed in the
schedule may not realize an increase as a result of the CPI/CCI calculation. Note that the
schedule also contains fees and service charges that do not have a CPI or CCI escalator which
results in no change for those fees from the prior year. All new fee requests, corrections or
proposed changes are reflected in the schedule in red.
The suggested effective date for all changes to fees and service charges is July 1, 2025.
