SUBJECT: 4.2(b)--Authorize Negotiation and Execution of a Short-Term Lease with
Reddin Ai ort Contractors
Recommendation
Authorize and approve the following:
(1) Authorize the City Manager, or designee, to negatiate and execute a short-term lease for
approximately six months, with Redding Airport Constructors for City of Redding-
owned, Airports Division property located at 3740 Flight Avenue; and
(2) Find that the action is categorically exempt from review under the California
Environmental Quality Act Guidelines,pursuant to Section 15301 —Existing Facilities.
Fiscal Impact
The City of Redding's Airports Division previously leased 3740 Flight Avenue ta the Shasta
County Sheriff's Office who paid approximately $2,500 per month in facilities rent — Shasta
County vacated the facility in January 2025. Airports Division staff would like to negotiate with
Redding Airport Constructors (RAC) a short-term lease — for approximately six months — at
$2,500 per month plus utility costs for a total projected rent plus utilities of approximately
$18,000. The potential rent revenue will assist the Airports Division operational budget and will
have no impact on the General Fund.
Alternative Action
City Council may choose not to authorize the City Manager to negotiate and execute a short-term
lease for the property and provide alternate direction to staff for use of 3740 Flight Avenue.

Background/Analysis
RAC is the City-awarded contractor for the Redding Regional Airport Runway Rehabilitation
Project. In the next week, preliminary project activities that include pre-construction meetings
with subcontractors; mobilization; and materials purchasing wi11 begin with the runway
rehabilitation pavement working beginning in late September 2025 and continuing to late
October 2025. RAC would like to lease the City-owned property as a cost-saving alternative to
preparing a construction �railer at the job-site. As proposed and to assist with project logistics,
staff would like to negotiate and execute a short-term lease, from June to December 2025.
Once the short-term lease has terminated, staff wiIl proceed with a request for proposal to seek a
long-term lease with an aeronautical use type tenant.
The Surplus Land Act does not apply to this lease due to the short term.
Environmental Review
Staff has reviewed the action and determined that it is categorically exelnpt from review under
the California Environmental Quality Act Guidelines, pursuant to Section 15301 — Existing
Facilities. Class 1 exemptions include the permitting, leasing, and operation of public or private
structures, facilities, mechanical equipment, or topographical features that involve negligible or
no expansion of existing or former use. The action wi11 not result in expansion of use, as the
structure currently exists and the lease agreement will replace a prior lease agreement far the
facility. This action has no potential to have a significant effect on the environment.
