SUBJECT: 4.2(a)--Budget Resolution and Ratification of Grant Application
Recommendation
Authorize and approve the following:
(1) Ratify the Federal Aviation Administration (FAA) Airport Improvement Program (AIP)
grant application subinitted by the Airports Division in the amount of $425,765 for the
Benton Eastside Taxi-lane and Drainage Project at Benton Field;
(2) Authorize the City Manager, or designee, to sign and submit a grant application to the
California Department of Transportation (Caltrans) Aeronautics Division State Matching
Grant Program in the alnount of$8,515 for the Benton Eastside Taxi-lane and Drainage
project at Benton Field;
(3) Authorize the City Manager, or designee, to accept and execute a grant agreement for
either, or both, the FAA ATP and Caltrans State Matching Grant for the Benton Eastside
Taxi-lane and Drainage Project, and authorize the City Manager to appropriate grant
funds to the project; and
(4) Adopt Resolution approving and adopting the 80th to City Budget Resolution No. 2023-
060 appropriating $448,173 for project costs.
Fiscal Impact
City of Redding (City) Airports Division staff submitted applieations to the Federal Aviation
Administration (FAA) Airport Improvement Program (AIP) and Airport Infrastructure Grant
(AIG) program grants for the Reconstruct Eastside T-Hangar Taxilanes and Drainage
Improvements (Design) Project at Benton Field. The total project budget submitted is $448,173
with requested federal funding of$425,765. City Staff also anticipates applying for up to $8,515
in State Matching Grant funds from California Department of Transportation (Caltrans) for this
project - maximum eligibility local match would be $13,893.

FAA-funded grant projects often require pre-award expenditure to prepare required project
documentarion and certain environmental reparts which is why staff is requesting this budget
amendment in advance of receiving a grant. So-far pre-award expense, at-risk in case of no
award, are $32,000.
Alternative Action
City Council may choose not to authorize staff to submit the applications and to not adopt the
budget resolution. Or, may choose to provide alternate direction to staff. If the grant application
is not ratified, staff would withdraw the applications thereby funding would not be available for
this project. Certain elements of the pre-award expenditure may not be reusable depending on
elapsed time between now and any future consideration of grant funding for this project,
effectively forfeiting the eligibility of the current at-risk pre-award expenses.
Background/Analysis
This project focuses on addressing the pavelnent condition of the taxi-lanes located on the east
side of Benton Field which are deteriorating due to drainage conditions and deferred
maintenance. Typically, an FAA project will only consider a narrow seginent of pavement from
the centerline of the taxi-lane as eligible for federal funding in a capital grant, however, because
this project addresses an overall drainage problem on the east side of Benton Field, the Airports
Division may be eligible to receive funding for a full reconstruction of the taxi-lanes. At this
application phase, the current grant opportunities are for the design of the project.
The Airports Division is able to minimize its overall costs for this capital improvemen� by
combining a number of entitlement and discretionary funding sources from federal and state
government agencies. AIG is a program made available from the Infrastructure Investment and
Jobs Act (2021) which is also commonly referred to in the aviation industry as the Bipartisan
Infrastructure Law (or `BIL") whereas AIP is the regularly available federal funding source for
airport infrastructure projects. Certain pre-award expenditures have already been made in order
to complete the application submittal package, which include direct costs for development of the
CATEX documentation for the design project (�$26,000) as well as the Independent Fee
Estimate required for the application submittal($6,500).
Envi�onmental Review
As part of the grant application process for FAA funding the City of Redding has requested
determination of a categorieal exclusion for projects eligible for a categorical exclusion
(CATEX) that have greater potential for extraordinary circumstances or that otherwise require
additional documentation, as described in the FAA Order 1050.1 (current version) and FAA
Order 5050.4B (collectively, FAA Environmental Orders). The City has requested a
determination of categorical exclusion based on paragraphs 5-6.4 (e) and (o) — Categorical
Exclusions for Facility Siting, Construction, and Maintenance. The CATEX documentation is
currently being reviewed by the FAA under a request for a CATEX determination on this
project.
