Fiscal Impact The Cape Seal 2025 Project is funded by the City of Redding's (City) Streets Division. Project cost components are estimated, and some shifting of the funds may be necessary to balance the project within the approved budget. If the project does not move forward, the streets will continue to deteriorate and may require roadway reconstruction. BackgNound/Analysis Cape seal roadway surface treatments extend the life of worn pavements by combining a chip seal with slurry seal treatments. The City has utilized this method to successfully preserve residential streets since 2008. This project includes the pavement preservation treatment within various neighborhoods in northwest Redding (see attached Location Map). This project will apply approximately 275,000 square yards of pavement preservation treatment on existing streets, in addition to removing and applying the associated striping and markings. Attached is a tabulation of bids opened on May 29, 2025. The low bid in the amount of $2,272,120 was received from VSS International, Inc., of West Sacramento, California. The engineer's estimate was $2,420,081, Total project development costs for this project are estimated to be $60,000. Project development costs include engineering, environmental, and consultant services (design support). Environmental Review Staff has determined that the project is categorically exempt from environmental review under the California Environmental Quality Act Guidelines,per Section 15301 (c)—Existing Facilities. Class 1 exemptions include the operation, repair, maintenance, or minor alteration of existing public facilities. The project will extend the life of the existing pavement and will not result in expansion of use. The project has been reviewed for sensitive resources such as threatened or endangered species or their habitats, sensitive vegetation communities, tribal lands, or tribal cultural resourees.
