Recommendation Authorize and approve the following: (1) Authorize staff to submit a Uni�ed States Department of Transportation Safe Streets and Roads for All (SS4A) Program application in an amount not-to-exceed $15 million for the design and construction of a roundabout and related curve-safety improvements at the intersection of Churn Creek Road, Victor Avenue, and Rancho Road; and (2} Authorize commitment of up to 20 percent in City of Redding Public Works' Traffic Impact Fee funds, which may be satisfied through a combination of, in-kind services, or other eligible local sources. Fiscal Impact If awarded, the City of Redding (City) could receive up to $15 million in federal implementation funding under the United States Department of Transportation (U.S. DOT) Safe Streets and Roads for All (SS4A) Program. The program requires a 20 percent local match, equating to a local funding commitment of approximately $3 million. This local match may be fulfilled through the Traffic Impact Fee (TIF) program since this project is on the TIF eligibility list and is a high priority for the City. By securing this implementation grant, the City would significantly offset the total projected project cost - estimated to exceed $15 million - with the potential to leverage additional resources and reduce long-term infrastructure liabilities through federal investment. Alte�^native Action The City Council (Council) may choose not to authorize an SS4A Program grant application; in that case, the City would not be considered for an award and the Churn Creek/Victor/Rancho Intersection Project (Project) would remain on the action plan until other funding sources are identified. Report to Redding City Council June 10,2025 Re: 4.12(e)--GrantApplication - US Dept of Transportation Safe Streets&Roads ForAll Program Page 2 Background/Analysis The SS4A grant program was established by the Bipartisan Infrastructure Law to support regional, local, and tribal efforts to prevent roadway fatalities and serious injuries. Administered by the U.S. DOT, the program offers $5 billion in competitive funding over five years (FY 2022-2026), with approximately$1.26 billion available in FY 2024. The SS4A program offers two types of grants: 1. Action Plan Grants — To develop or update comprehensive safety action plans. ($300,000 grant obtained in 2024) 2. Implementation Grants — To carry out strategies and projects identified in eligible action plans. The City is currently working to update the Loca1 Road Safety Plan (LRSP), as part of an Action Plan Grant recently received from this program. The update to the LRSP will help to satisfy the eligibility requirement for an implementation grant. The Churn Creek/Victor/Rancho intersection is a critical safety concern, with documented collision history and substandard geometry contributing to higher-than-average crash rates. The proposed project includes: • Reconstructing the existing non-signalized intersection into a modern roundabout to improve traffic flow and reduce conflict points; • Realigning and softening dangerous horizontal curves on all approaches to improve driver sight distance and maneuverability; • Installing enhanced pedestrian and bicycle erossing features to improve multimodal safety; and • Implementing new signage, lighting, and drainage infrastructure. To advance the roundabout project, the City has invested TIF dollars in preliminary engineering, and the environmental review is nearly complete under the California Environmental Quality Act (CEQA). The City anticipates completing all environmental clearance requirements in the near term and is preparing to initiate right-of-way acquisition activities. These investments position the project to move quickly into design finalization and construction if implementation funding is secured. This level of readiness enhances the competitiveness of the project under SS4A c�iteria, which prioritizes projects with demonstrated safety benefits, strong planning foundations, and near-term implementation potential. According to Federal Highway Administration research, roundabouts can reduce injury crashes by 75 percent and fatal crashes by over 90 percent compared to traditional intersections. The City's project aligns with SS4A's core emphasis on systemic safety improvements, speed management, and context-sensitive design. Environmental Review This action, authorizing submission of a grant application, is not a project as defined by CEQA, and no further action is necessary. If a grant is awarded and accepted by Council, any projects utilizing the grant funding wi11 be subject to review under CEQA.
