SUBJECT: 4.11(b)--Adopt Resolution Nominating Josh Watkins, Water Utility Manager, for
Re resentation on the Association of California Water A encies Re ion 2 Board of Directors
Recommendation
Adopt Resolution nominating Josh Watkins, Water Utility Manager, for representation on the
Association of California Water Agencies Region 2 Board of Directors.
Fiscal Impact
This action would incur a minor cost - $1,000 or less over two-years - ta accammodate travel
expenses for the nominee. This cost is included in the Water Utility's budget.
Alternate Actzon
The City Council may choose not to approve the resolutian naminating Josh Watkins, Water
Utility Manager, for representation on the Association of California Water Agencies (ACWA)
Region 2 Board of Directors and provide alternate direction for staff.
Backg�ound/Analysis
ACWA is a statewide coalition of 470 public water agency members collectively responsible for
90 percent of the water deliveries to cities, farms, and businesses in California. ACWA's mission
is to assist its members in promoting the development, management, and reasonable beneficial
use of good quality water at the lowest practical cost in an environmentally balanced manner.
Region 2 is comprised of seven counties, including the counties of Butte, Colusa, Glenn, Shasta,
Sutter, Tehama, and Yuba. Approximately 45 water, utility, irrigation, levee, sewer, and
reclamation districts are members of Region 2. This area is roughly 8,362 square miles in size
and has a population of about 520,000.

The Board of Directors for Region 2 consists mostly of agricultural water providers. Urban water
providers, such as the City of Redding, need representation on the ACWA Region 2 Board of
Directors to ensure that urban water user needs and concerns are heard and considered. The
Public Works Director supports Water LTtility Manager, Josh Watkins as the appropriate choice
to represent the City of Redding. Josh has served on the Region 2 Board since 2018 and must
reapply to continue in 2026 and 2027.
This resolution has been approved to form by the City Attorney.
Environmental Review
This action is not a project as defined by the California Environmental Quality Act, and no
further action is required.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDDING
PLACING IN NOMINATION JOSH WATKINS AS A MEMBER OF THE
ASSOCIATION OF CALIFORNIA WATER AGENCIES REGION 2 BOARD
OF DIRECTORS
WI3EREAS, the City Council of the City of Redding does encourage and support the
participation of its members in the affairs of the Association of California Water Agencies; and
WHEREAS,Josh Watkins,Water Utility Manager,has indicated a desire to serve as a Board
of Director of ACWA Region 2;
NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of Redding
hereby places its support in the nomination of Josh Watkins for the Board of Directors of the
Association of California Water Agencies Region 2, and that related expenses sha11 be borne by the
City of Redding.
I HEREBY CERTIFY that the foregoing resolution was introduced and adopted at a regular
meeting of the City Council of the City of Redding on the 17th day of June, 2025, by the following
