California Division of Highways
In a letter to Council dated November 7, 1968, the Division of Highways �3
advised Council that it has scheduled a public hearing for Tuesday, �
December 10, 1968 , at the multi-purpose room of the 5hasta Elementary
School at Shasta to discuss a highway project on Route 299 from the
Shasta-Trinity County Line to Walnut Street.

RESQLUTION - Policy re certain uses of City Parks and Recreation Areas
; Councilman Chatfield reported that as liaison Councilman for the Parks
and Recreation CoxYunission he had reviewed Policy No. 13 of the Parks
and Recreation Commission with the City Attorney and had instructed the
City A.ttorney to prepare a resolution which adopts substantial portions of
said policy. Mr. Chatfield recommended favorable consideration of the
� resolution by Council.

Doherty that Resolution No. 4148 be adopted, a resolution of the City �., �
' Council of the City of Redding establishing a certain policy and procedure �
in relation to certain uses of City Parks and Recreation Areas .

I I FREEWAY SIGNS
Councilman Denny reported that he met with Mr. George Kirk of Ryan
Outdoor Advertising, Inc. re the freeway signs north and south of
Redding and that Mr. Ryan had submitted a new display sign which he
felt would make a greater impact than the present signs furnished by
his company. The new sign was shown to members of Council.
Councilman Chatfield said it is his feeling that if the City is going to
keep the two signs north and south of Redding, Council should turn the
matter of format over to the Chamber of Commerce with the understanding
that the message must be general in nature and must not favor any special � �,�
group; also, the message must be factual as to mileage.
Councilman Denny corr�nented that the City sign north of Redding, which is
on the east side of Interstate 5 , is not nearly as effective as the sign on
the west side of Interstate 5, which sign .is being supported by the motel
� owners. Mr. Denny suggested that perhaps the motel owners would be
willing to discontinue their sign and allow the City to utilize this location.
Councilman Doherty said he would favor the City continuing the signs for ,
another year and advising the Chamber of Commerce that it is not Council's
' intention to renew the lease the following year. Councilman Fulton said he
agreed with Councilman Doherty and also favors using the location of the
motel owner s' sign north of Redding, if pos sible.
MOTION: Made by Councilman Chatfield, seconded by Councilman Doherty
to retain freeway signs north and south of Redding for one year , but that it
is the intention of Council not to renew the contracts thereafter, and the
retention to be subject to the following conditions:
l . The Chamber of Corru7zerce to work out sign formats ,
2. Message to be general in nature, not to favor any special group,
� and to be factual as to mileage ,
� 3. Signs� to reflect same theme as Central Redding Sign,
4. If possible , utilize location of motel owners' sign on the west
side of Interstate 5 north of Redding in lieu of City's present
location north of Redding.

PUBLIC HEARING - Protest re Rockaway A.nnex

received, and the Mayor ascertained that there were no protests

RESOLUTION - re majority protest
MOTION: Made by Councilman Denny, seconded by Councilman

Anne x.

TWIN VIEW ANNEX NO. 1 - Installation of street lights
In a memo to Council dated November 14, 1968, City Manager Cowden
(7� recorrunended that Cauncil authorize the installation of 30 street lights
�-�i in Twin View Annex No. 1 as soon as the annexation is officially effective,
��bIt is proposed that the Pacific Gas and Electric Company will purchase
and install the lights and will bill the City for the energy consumed and
for rental of the lights , and that the City will purchase said lights at their
depreciated value when the City acquires the Company's electric distribution
system. The City Manager also set forth in his memo general information
relating to the extension of other essential City services to the newly annexed
area.
In answer to Councilman Fulton's inquiry as to the basis for the location.
of the 30 street lights and the approximate date of installation, City Manager
Cowden replied that Electrical Superintendent Dais made a survey and that
30 street lights will be required to light street intersections and'.othe�-:.��
critical locations in the area. Mr, Cowden further stated that it will take the
Pacific Gas and Electric Company from 60 to 90 days to complete installation
of such street lights .
MOTION: Made by Councilman Doherty, seconded by Councilman Chatfield
approving the recomtnendation of the City Manager re installation of 30
street lights in the Twin View Annex No. 1 area. The Vote: Unanimous

There was some discussion concerning the problems that would be created
by the additional rubbish and garbage collection in the Twin View Annex
area. After the discussion it was the consensus that service should be
started with the present crews and equipment and that after such service
is started studies should be undertaken to determine if additional employees
or equipment would be required and to what extent.
PARKS AND RECREATION DEPARTMENT - Learn to Ski Program
Sports 5upervisor Riley submitted the 1968-69 proposed Learn to Ski
, Program for Council consideration, and answered questions concerning
��p� the various aspects of the program. City Attorney Murphy said that he
had reviewed the program and found it acceptable,.
MOTION: Made by Councilman Chatfield, seconded by Councilman Fulton
approving the Learn To Ski Program as submitted by the Parks and
Recreation Department. The Vote: Unanimous A.yes

SOUTH CITY PARK - Rest Room Facilities
' Parks Superintendent �laser showed a map of the South City Park on
the Vu Graph which illustrated the location of the various recreational
areas and proposed parking areas in relation to the proposed rest room
' facilities. There was considerable discussion regarding the location of �y�
the rest room facilities and about the adequacy of the proposed parking
areas. Also discussed was the necessary sewer construction. The
estimated cost of the rest rooms i.s $12,000, and from $9, 000 to $11,000
to construct the sanitary sewer line.
MOTION: Made by Councilman Doherty, seconded by Councilman Denny
approving the recommendation of the Parks and Recreation Commission
re construction of rest room facilities in South City Park at a maximum
� figure of $22 , 000 , including sanitary sewer construction but excluding
storm drainage.

TRAFFIC AND PARKING COMNLIS5ION RECOMMENDATIONS
Traffic Engineer Hamilton submitted the following recommendations of the
Traffic and Parking Comrriis sion:
Restricting Parking of Commercial Vehicles on Public Streets
It is recommended that Council adopt an ordinance prohibiting
the parking of commercial vehicles on streets in residential �/ � �
areas for periods in excess of, five hours , excepting those with
a rated capacity of one ton or le s s .
There was a discussion as to the definition of "commercial
' vehicles" and Mayor Moty request,ed the City Attorney to prepare
a written opinion regarding this ,
� Councilman Denny offered Ordinance No. 990 for first reading,
an ordinance of the City Council of the City of Reddin� amending
Article IV, Chapter 18 of the Redding City Code, 1959, as amended,
by adding Section 18-30.1 , restricting the parking of commercial
vehicles on public streets .
Bus Loading Zone at Magnolia School �
:. It is recommended that Council approve the installation of an
additional 100' of bus loading zone on the west side of Magnolia
Avenue, south from the crosswalk at the north end of the school
building to facilitate the loading of kindergarten children.
MOTION: Made by Councilman Chatfield, seconded by Councilman �
IDoherty approving the recommendation of the Traffic and Parking � � 3
_Commission. re establishment of an additional 100' of bus loading
zone at Magnolia 5chool, and instructing the City A.ttorney to pre-
, � pare the necessary document. The Vote: Unanimous Ayes
� Mayor Moty asked if there was a loading zone for private cars
, at Magnolia School and, when advised that there was not, suggested
that:the matter be discussed with the Principal of the school.

REDDING MUIVICIPAL AIRPORT - Lease of restaurant to Mrs . Vinum � �
Airports Manager McGall submitted the recommendation of the Airports
Commission that Council approve the request of Mrs . Eda E. Vinum to �� �
operate.:the restaur�ant at Redding Municipal Airport and grant Mrs . Vinum
a two-year lease with all. conditions remaining the same as in the present
lease with Horner and Ayers.

MOTION: Made by Councilman Denny, seconded by Councilman Fulton
approving the recommendation of the Airports Commission re granting
a two-year lease to Mrs. Eda E. Vinum to operate the restaurant at
Redding Municipal Airport, and authorizing the Mayor to sign said lease.
The Vote: Unanimous Ayes
REDDING MUI�TICIPAL AIRPORT - Federal Aid re Clear Zone Acquisition
Airports Manager McCall submitted the recommendation of the Airports
Commission that Council approve an application for Federal aid to complete
the clear zone acquisition at Redding Municipal Airport. IVir, McCa11
stated that funds already e�ended for land acquisition are eligible to be
recouped from F.A,A. , thus it would not require any additional City
`(1 funds to complete the purchase af the clear zones .

MOTION: Made by Councilman Doherty, seconded by Councilman Chatfield
approving the recommendation of the Airports Commission re application
for Federal aid for clear zone acquisition at Redding Municipal Airport
and authorizing the City Manager to sign said application on behalf of the
City. The Vote: Unanimous �.yes
REDDING MUNICIPAL AIRPORT - Federal and State Aid
Airports Manager McC�.11 submitted a memo to Council dated November
15 , 1968 concerning Federal and State aid for Redding Municipal Airport,
which memo is made a part of these minutes by reference, Mr, McCall
stated that of the projects approved for assistance from the State, the
overlay of taxiway and runway is by far the most important, referring to
''�� a letter received from Air West in which it was indicated that they hope to
have DC-9 jet service into Redding no later than the third quarter 'of 1969.
Another project of importance is the paving of the general aviation parking
apron.
It is the receommendation of the Airports Commis�ion that the City make
application to F.A.A, for Federal aid to accomplish both of the aforesaid
projects and that the City accept the funds from the AARF (California) for
these projects in the amount of $21 ,231 , provided Federal aid is received
for the requested projects,
In a discussion of this matter it was pointed out that if the City is unable
to budget the City's share of money in order to qualify for such fttnds , the
applications can be withdrawn, Councilman Doherty said he feels there is
no choice for the City but to proceed with the applications , but he strongly
favors approaching the Shasta County Board of Supervisors with respect to
joint participation in the operation of the Redding Municipal A.irport.
In this regard, Mayor Moty said he would like authority to direct a letter
to the Chairman of the Board of Supervisors requesting their cooperation
in exploring this problem and to look for a solution. The Mayor said he
would ask the Chairman to appoint two members of the Board to work with
two members of Council to see if something cannot be done to assure all
of the people of Shasta County a first class airport, It is his recomxnenda-
tion that Councilman Doherty and Councilman Denny serve as City repre-
s entative s on thi s c ommitte e.
MOTION: Made by Councilman Chatfield, seconded by Councilman Fulton
authorizing the Mayor to direct a letter to the Chairman of the Shasta
County �3oard of Supervisors as outlined above, and approving th:e
appointment of Councilmen Doherty and Denny as City representatives of
the City-County Airport Committee, The Vote: Unanimous Ayes .
MOTION: Made by Councilman Denny, seconded by Cou.ncilman Doherty
approving the recommendation of the Airports Comrnission re applying
for Federal and State aid for Redding Municipal Airport, authorizing
the City Manager to sign the application for Federal aid, and authorizing
the Mayor to sign the allocation offer and Pr°eliminary Agreement with the
California Aeronautics Board. The Vote: Unanimous Ayes
Mr, McCall was requested to determine whether the recent power failure at
Redding Municipal Airport caused the loss of any Air West flights , and to
check into the feasibility of having emergency power at the Airport.

DEL MAR DRAINAGE DITCH
Public Works Director Arness requested permission to call for bids
for construction of the De1 Mar drainage ditch, explaining that the
City has budgeted $18, 000 for its share of constructing said ditch. ��S'
The work and costs involved are to be shared by Alma Hinds , the
Heritage Plaza complex, and the City of Redding. Mr. A_rness said
: he would not recommend approval of an award of bid until all private
property owners involved have deposited their share with the City of
Redding.
MOTION: Made by Councilman Doherty, seconded by Councilman
Fulton approving the request of the Director of Public Works to call
for bids re Del Mar drainage ditch. The Vote: Unanimous A.yes

' Sewage Facility Monthly Report for October , 1968.
ORDINANCE - Pertaining to Sewers A
Councilman Fulton offered Ordinance No. 991 for first reading, an � /'j
ordinance of.the City Council� of the City of Redding amend�ing the
Redding City Code, •1959, as amended, by repealing Chapter 23 and
substituting therefor a new�Chapter 23, pertaining to sewers . ,
ORDINANCE - Pertaining to Fees for pog Licenses
City Attorney Murphy submitted an ordinance -pertaining to dog license fees ,
explaining that a new State law provides that the annual license fee for
spayed bitches shall be 50°�0 of the license fee otherwise imposed. The
present dog license fee is $2 .50 which results in a fee of $1.25 for spayed �
bitches. Mr. Murphy said that at present the Veterinarians charge $1 .50 � � 1
; per dog for rabies vacci:nation at the annual rabies clinics , but have
recently requested that this fee be increased to $2.00 per day. T'he ordi-
nance proposes an annual license fee of $4. 00 except that the fee for spayed
bitches shall be $2. 00.
Following discussion of this item, Councilman Denny offered Ordinance
No. 992 for first reading, an ordinance of the City Council of the City of
Redding amending the Redding City Code, 1959 , as amended, by repealing
Section 5-13 and substituting therefor a new Section 5-13 pertaining to fees
, for dog licenses . �

Councilman Fulton offered Ordinance No. 993 for first reading, an �76
ordinance of the City Council of the City of Redding authorizing an
amendment to the contract between the Cit-y of Redding and the Board
of Adrninistration of the California Public Employees' Retirement System.
RESOLUTION - Transfer of Funds

that Resolution No. 4150 be adopted, a resolution of the City Council of the �
City of•Redding transferring and appropriating funds for the lease of a j 3 �
vehicle for use of the City Manager.

In a memo to Council dated November 15 , 1968, City Attorney Murphy
reported that he has been advised that most of the stock of Finer Living,
Inc. has been purchased by Tele-Vue Systems , Inc. , by means of an ��L �
exchange of stockwith the-former stockholders of Finer Living, Inc. , and
, that this exchange has been approved by the Division of Corporations of the
State of California.

, Mr. Murphy said that in his opinion this stock acquisition by Tele-Vue
Systems does not constitute a transfer of ownership requiring the approval
of the City Council, and that this opin'ion is shared by the� City Attorney
of Red Bluff arid the County Counsel of Shasta County. '
TURTLE BAY - Grant Deed from City to State for Butte Street Access
MOTION: Made by Coizncilman Chatfield, seconded by Councilman
j,�3° Doherty approving the Grant Deed from the City of Redding to the State
of California for Butte Street access, and authorizing the Mayor to execute
said Deed on behalf of the City. The Vote: Unanimous Ayes

RESOLUTION - Approving Agreement with State re Butte St. On-ramp and
Off-ramp
MOTION: Made by Councilman Denny, seconded by Councilman Doherty

� the City of Redding approving an agreement with the State of California
Department of Public Works , Division of Highways , for construction of
additional on-ramp and off-ramp at Butte Street Interchange, and author-
izing the Mayor to execute said Agreement.

LEA.SE OF CITY PROPERTY - Caldwell Park - Sublease to Rem Supply Co.
City Attorney Murphy said he had received a letter from the Five Counties
,1�j� Central Labor Council requesting that,under the language of the lease between
� � the City of Redding and the Five Counties Housing Corporation, Council con-
� sent to them subleasing the park property to Rem Supply Co. , under a non-
profit lease: Rem Supply Company w'ill be the owners of the material stored
in this area and has agreed to abide by all of the terms and conditions of the
le as e , and will make no s ale s to anyone other than to Sproul Home s , Inc. ,
general contractor for the construction of the project. Mr. Murphy
recommended approval of the request.
Mayor Moty declared this matter an urgency item.
MOTION: Made by Councilman Doherty, seconded by Councilman Denny
approving the recommendation of City Attorney Murphy re the sublease to

that Resolution No. 4153 be adopted, a resolution of the City Council of the

' Ayes: Councilmen - Chatfield, Denny, Doherty, Fulton, and Moty �
Noes: Councilmen - None
I Absent: Councilmen - None
Resolution No. 4153 on file in the office of the City Clerk.
Councilman Doherty offered Ordinance No. 994 for first reading, an
ordinance of the City Council of the City of Redding approving the annexa-
tion to the City of Redding of certain inhabited territory designated as
"Twin View An;iex No. 1".

' � to discuss pending litigation.

At the hour of 11:00 P. M, the meeting was resumed.
CITY OF REDDING VS. FELSTET - Superior Court Actions #34308 and #35835
City Attorney Murphy recommended that he be authorized to settle litigation �
of City of Redding vs. Felstet for the amount of money on deposit ($3, 000), 3�
plus the cash sum of $250. , plus the conveyance back to Felstet of an un-
necessary easement.
MOTION: Made by Councilman Chatfield, seconded by Councilman Denny
� � approving the recommendation of City Attorney Murphy re City of Redding
