INTRODUCTION OF GUESTS �.
Councilman Denny introduced and welcomed Mr. Don Lrown, teacher at
Enterprise High School; .and members of his fourth year Social Studies
American Problems classes. He then introduced Miss Daryn Moore, who
is a native of the Republic of South Africa. Miss Moore is a guest of Enter-
prise High Scliool througYi_ the American Field Service Organization and is
living with the Bill Nyst�rom family. Miss Moore graduated from the Waverly
Girls School in Johannesburg in 1966 and attended the University of the
Witwatersrand. Mr. Denny said he had suggested that she speak before
Council as she was elected as a member of the Junior City Couneil of
Johannesburg and at the conclusion of her term of office was elected as an
Alderman and will hold that position when she returns to Johannesburg at
the end of the yea r,
Miss Moore explained to members of Council and Staff the function,of the�
Junior City Council which was set up thirty years ago. Miss Moore
commented that it is quite an honor to be elected to the Council; that two
seniors from each high school are elected each year and the Council has
about one hundred and thirty members. The meetings are conducted about
the same as the Senior Council and are in two official languages, English
and African. Miss Moore said that the lasting friendships that were
formed was the most wonderful thing she derived from serving on the
Junior Council, besides learning about civic affairs. Out of the thirteen
American Field Service students now in the United States from Johannesburg,
eight were on the Junior City Council and five of the eight are now Aldermen. '
Vice Mayor Chatfield thanked Miss Moore for her appearance before Council.
APPROVAL OF MINUTES
MOTION: Made by Councilman Fulton, seconded by Councilman Denny
approving the minutes of the regular meeting of March 4, 1968 as mailed

Asphalt Cowboys re Rodeo Week
In a letter to Gouncil dated March 4th, the Asphalt Cowboys re-
quested that Council adopt a resolution pertaining to Rodeo Week,

scheduled.

Redding Chambe r of Comme rce .
In a lette r to Council dated.Ma rch 1 lth, the Redding Chambe r of .
Commerce requested that a joint meeting of the Chamber Con-
vention Bureau Committee, the Auditorium Consultant, Mr, Nye
Wilson, and the Council Auditorium Comm'ittee��be scheduled re- �/`�'�
� garding recruiting conventions, City Manager�Cowderi was requested
to set up such a meeting.

� ; Ryan Outdoor Advertising, Inc.
�' ! In a communication dated March 8th, Mr. George Kirk of R.yan
Outdoor Advertising, Inc. , advised that the Freeway sign north
� of Redding has been illuminated for approximately two weeks and
that the sign south of Redding should be illuminated shortly.

Vice Mayor Chatfield said that he feels strongly that this is not what
the City contracted for and suggested that consideration be given to
cancelling the contract with Ryan Advertising if the sign is not
illuminated� by April 1.
City Attorney Murphy was instructed to research the contract between
the City and Ryan Advertising, Inc, .as to the legal position of the City
and if it is determined that the contract specifies providing an illum-
inated sign that the Ryan Advertising Company be contacted ancl advised
, that unless the sign is illuminated by April 1, the City intends to cancel
, I its contract.

i.� PETITION RE DETACHMENT FROM ANDERSON COTTONWOOD IRRIGATION
DISTRICT
In a petition to Council received on March 7, 1968, twenty-one property
owners requested that the City Attorney be instructed to prepare a petition
for th ro r
e p pe ty owne rs in the City of Redding to ci rculate to detach f rom
the Anderson-Cottonwood Irrigation District. ' a�G'
In the absence of City Attorney Murphy who was called out of the meeting
temporarily, Vice Mayor Ghatfield advised that he .had discussed .this
matter briefly with the City Attorney and that Mr. Murphy is not certain

as to the possibility of such detachment. The Vice Mayor said he would
suggest referring this to a committee to study as to whether or not it
does affect a large enough portion of the City to constitute a municipal
problem and for the committee to determine what the possibility of�
detachment will be. He appointed Councilmen Denny and Fulton to
investigate this problem and report back at the Council meeting of
April 1.
Mr. Hartley Barnard appeared before Council and said that he is one
of the signers of the petition and he has been paying this tax for 30
years. He stated that the petitioners are requesting that the City
Attorney be authorized to prepare a petition which the property owners
will circulate and submit to LAFCO.
Councilman Denny stated that it is his feeling that the petitioners should
approach either Bill Minton, Executive Secretary for LAFCO, or County
Counsel regarding detachment from A. C. I. D.
Note: The following action was taken on this item afte'r Gouncilman:' -
Doherty entered the meeting and the City Attorney returned to the meeting.
MOTION: Made by Councilman Denny, seconded by Councilman Fulton to
reconsider the Petition for Detachment from the Anderson-Cottonwood
Irrigation District. The Vote: Unanimous Ayes -
Councilman Denny reviewed what had transpired earlier in the meeting
for the benefit of Councilman Doherty and City Attorney Murphy. .
Mr. Denny.questioned whether the City of Redding is the proper agency to
advise these people concerning the procedure for detachment. It is his
belief that they should be guided by the staff who serves the Local Agency
Formation Commission. He asked the City Attorney to comment on this.
Mr. Murphy stated that he was awaiting direction from Council and that
off hand he does not know whether irrigation districts fall within the list
of districts that are covered by the Uniform District Act of 1965. If they
do, then the staff of LAFCO should provide the guidance and, even if they
do not, it would seem logical to ask guidance from County Counsel or the
firm of Minasian and Minasian, . attorneys for the A. C. I. D.
There was a general discussion as to the proper procedure to be'followed.

PUBLIC HEARING - re Abandonment of portion of Easement - Sacramento River
The hour of 7:30 P. M. having arrived, Vice Mayor Chatfield opened
the Public Hearing re abandonment of a portion of an Easement in
� the proximity of the Sac ramento Rive r.

The City Clerk advised that a protest had been received from Elsa
Rupp, and the following persons appeared before Council with regard
to the proposed abandonment.

John Reginato appeared as a representative of the Shasta-.Cas,cade
Wonderland Association and as a private citizen. Mr. Reginato
; stated he has great concern because of the lack of access to the
Sacramento River for bank fishing. He said there is only 6. 8 miles
of river frontage from the Keswick Dam to the Shasta-Tehama County
line in public ownership. He stressed the need for retaining all such
land now in public ownership.
� Mr. Elton Bailey of the Department of Fish and Game also appeared
and,expressed concern over the possible loss of river frontage l�and
for us e by the public.
Mr. Joe Curto, representing the firm of Curto, Kennicott, and
Wilson,, advised that the easement does not follow the river bank
, � and that, as owners of the property east of the easement and along
the riyer bank, his firm could restrain the public from fishing along
most of the easement.
Councilman Denny commented that originally this easement was set�
aside for utilities and for fishing and he would assume that it bordered
the river at that time.
Assistant City Engineer Lang explained that in.the deed it sets forth
that thep easement shall proceed north in a straight line from a point
on the most westerly indentation of the river bank to the .northerly
boundary line of the property; however, the river bank meanders and
does not follow a straight line. The meets and bounds description of
the land owned by Curto,, Kennicott, and Wilson indicates that some
lan3 lying eas,terly, of the easement does belong to said firm. The
deed does provide that in the event of erosion to the west, the City's
i easement would automatically move west, but the deed is silent with
regard to filling east of the easement.
' It was decided to continue this hearing later in the meeting when the
City Attorney would be present. The following is a continuation of the
; hearing.
8:45 P.M. Councilman Doherty entered the meeting. and City Attorney
Murphy returned to the meeting.
Councilman Doherty and Mr. Murphy were briefed on what had trans-
pired earlier in the Public Hearing.
� Councilman Denny asked what provision, if any, was there in the
deed as to fill, and what are the considerations in regard to fill?
Mr. Murphy said he had not read the deed with the purpose of
� ascertaining that particular point but, to his recollection, the deed
, was silent on this point. Mr. Murphy said he understands that the
` State has undertaken a hearing or series of hearings relating to the
�
filling activities of the present owners. The City did not receive
! notice of the hearings, was not invited to participate in the hearings,
� -
� and does not know the present status of the hearings. .
It.was brought out that there are approximately 2. 3 miles or river
frontage under control of the City and that there is presently+�under
consideration the acquisition of shoreline upstream from the ease-
ment proposed to be abandoned.

Fulton that the Public Hearing be closed. The Vote: Unanimous

Vice Mayor Chatfield stressed the fact that the City is vitally
interested in acquiring additional river frontage land and re-
taining all such land it now has where it is feasible. He asked
Mr. Reginato if he felt it would be desirable to add a "WHEREAS"
clause to the resolution re abandonment. Mr. Reginato said he
did not feel this was necessary as Council has evidenced such
interest by its acquisitions. ' �
RESOLUTION - o"rdering Abandonment of portion of Easement
MOTION: Made by Councilman Fulton, seconded by Councilman
Denny that Resolution No. 4033 be adopted, a resolution of the City
Council of the City of Redding ordering the vacation and abandonment
of a portion of an easement adjacent to the Sacramento River.

Councilman Denny submitted a report showing Total Treasurer's
j�� Accountability for the month ending February 29, 1968 to be $6, 251 , 576. 09.
POLICY RE UNDERGROUNDING ELECTRIC UTILITIES
In a memo to Council dated March llth, City Manager Cowden submitted
a recommendation that the City of Redding pay the cost of undergrounding
the house service in new subdivisions electing to install underground
electrical service. Mr. Cowden explained that this was inadvertently
omitted when Council adopted a policy re electric utility installations
��'� at the Council meeting of February 5, 1968. In addition to the recommen-
j.�J� dation contained in the memo, Mr. Cowden recommended that the City
pay similar costs for undergrounding house service where a new home
is constructed on a vacant lot in a residential area already supplied
with electrical energy from an overhead distribution system, and in
cases where a resident in an area already supplied with electrical
energy from an overhead distribution system remodels the residence
structure to the extent where it is necessary to relocate the.house
meter service.

In a discussion of this matter, Councilman Denny indicated that he
favors the recommendation but would like to have it understood that
the City Attorney would be expected to review the wording of this
recommendation to make certain that it is clear and that it does not
create any confusion.

CONTINUED PUBLIC HEARING - re RZ-9-67 - Freebridge Area
The hour of 8:00 P. M. having arrived, Vice Mayor Chatfield
� opened the Continued Public Hearing on Rezoning Application
, RZ-9-67
Planning Director Harris reviewed the action of the Planning
Commission with regard to the 9 acre parcel lying south of Grange
Street and west of the A. C. I. D. Canal and with regard to the parcel jy%`L�
facing Parkview Avenue, as illustrated on Map PC-1 dated March
12�, 1968. Both of these parcels were referred back to the Planning
Commission for further consideration at the Public Hearing held on
February 19, 1968. Mr. Harris stated it is the recommendation of
of the Commission that the parcel facing Parkview Avenue be zoned
"C-1 " Commercial, and that the southern portion of the 9 acre parcel
be zoned "C-3-P" and the northern 350 ft. of this parcel, fronting on
, Grange Street, be zoned "R-3". Mr. Harris also reviewed the re-
i i mainder of the Planning Commission recommendation re RZ-9-67 as
I presented at the Public Hearing on February 19, 1968..
ii Attorney G1enn Newton appeared before Council on behalf of his
� client, M.r. Lee Stewart, and opposed the "R-3" zoning .of the
northern 350 ft. of the property.

� � The Planning Director explained.that the r.eason for the proposed
zoning was to provide a buffer for the residential uses on the north
side of Grange Street. It was brought. out that Mr. Newton's client
owns two parcels of property immediately west of the northern
portion of the 9 acre parcel and that such property is proposed to
be ,zoned "R-3".
There was a general discussion as to the advisability of establishing
the zoning line adjacent to Grange Street or 350 ft. south, as recommended
, by the Commission.

TURTLE BAY AREA - Use of State Recreational Bond Funds
In a memo to Council dated March 14, 1968, Councilman Chatfield
submitted the Council Committee recommendations pertaining to the
I3D use of State Recreational Bond Funds in the Turtle Bay Area. Said

SEWAGE TREATMENT PLANT - Personne:l � �
In a memo to Council dated March 12, 1968, Personnel Director . _..
Courtney advised that a successful candidate has been selected for the
position of Sewage Treatment Plant Superintendent, such position hauing
been approved by Council on.December 18, 1967. Mr. . Cou,rtney stated
that it is necessary to amend the 1967-68 budg.et to .provide for the addition
���, of this position and that the City Attorney has prepared;.a resolution to ;
f accomplish this.

Councilman Fulton asked if it was visualized that a superintendent would
be needed when the original plans were made for the Sewage Treatment
plant. City Manager Cowden said it was known that additional personnel
would be needed but the exact needs were not known.
In answer to Councilman Doherty's inquiry as to whether the salary rate
for the new superintendent has been compared to other responsible •
positions in the City, Mr. Courtney replied that the salary rate is�the
same asthat of the sewer field superin�tendent. He further stated that a
salary survey of similar.positions in other cities was made and• the pro-
posed salary of $862 is on the low side.

There was a general discussion of these letters during which Councilman
Denny and Vice Mayor Chatfield said they did not believe a clear cut
answer had been given as to the necessary qualifications for Medicare.

I � Councilman Fulton said he favors adopting a resolution of intention to
proceed with the integrated program, pointing out that it will take a
minimum of eight months to put the plan into effect and that Council can
terminate the proceedings to amend the City of Redding Contract with
P. E. R. S.
Persorinel Director Courtney said that if the resolution of intention were
, adopted at the April lst meeting, the earliest the program could probably
' be made effective would be January 1, 1969. He further stated that the
plan would not provide for retroactive benefits,
Councilman Doherty said that althougli he believes the integrated program
will prove very costly as it doubles up on retirement income, if this is the
only way the employees can obtain Medicare, he will reluctantly withdraw
his objections. �

Mr. Riley said� the additional funds are needed due to the increase in ���j
usage of the fields. In the 1967-68 budget, $4., 400. . was requested and
$3, 600 was budgeted. City Manager Cowden recommends approval of
this request. Councilman Doherty remarked that he feels realistic
budgets should be submitted and then each Department should stay within
its budget.

Public Works Director Arness reported that only one bid was received
on Bid Schedule No. 443 for replacement of terra cotta scum rail at the
Redding Municipal Swimming Pool. The bid was in the amount of $5, 720.
It is therefor.e the.:rec.ommend,ation of the Department of.Public Works
that.the bid be rej.ected and that:Cguncil authorize the City to. do ce.rtain
maintenance work with fiber glass and resins to coat the present scum
rail. It is .tentatively planned to do half the perimeter of the pool during
, this fiscal year at a cost of between $300. and $400. . ��f
In a general discussion of this matter, the question of safety was raised
due to the fact that fiber glass is very slick. Some members of Council
were not enthusiastic about the use of fiber glass as. it..is.a new type of
lapplication and because of the possibility of increased liability.

tile be replaced rather than repaired as recommended by the Department
of Public Works.

ABANDONED SEWER LINE - Complaint of Mrs. Generes
Mrs. Helen Generes appeared before Council and requested that Council
take immediate action to stop the Inte rmountain Cattle Company f rom
using the abandoned sewer line and leach line at th'e rear of their property
� located'at.2135 'Pine Street: Mrs. Generes showed members of'Coiznc'il
��� 8x10 photographs taken on March 14th which `showed the broken pipes and
�' water standing on her property which slie claixns drains froin the'Inter-
mountain property above. Mrs. Generes said raw sewage as well as
water is coming from this property and she feels this is a matter of
health and safety.
City Attorney Murpliy urged Coun.cil to take no� action on this request '
because of the existence of pending litigation. Mr:�.Murphy explained :
that Mrs. Generes has filed suit against the City and the Intermounta'in
Cattle Company.
