Shoemaker I � of 1489 Ridge Drive commended the members of the Redding Fire Department for the efficient and courteous manner in which � � they handled a fire at his home. Shasta County Peace Officers': Association In. a letter to Council dated February 15, 1968, the California iPeace Officers' Association requested permission to hold their 3�rd A.nnual Circus at Thompson Field on May 3, 1968 and that � i all fees be waived. The letter advises that the School District ��5� I '� has agreed to the use of the Field and that the usual insurance � , will be provided. This Association is a non-profi.b organization. SHASTA COUNTY MINIMUM SECURI'I'Y FACILITY Councilman Fulton reported that a proposed Shasta County Minimum Security Facility was discussed at a meeting attended by Supervisors Morgan and Keefer, Sheriff Balma, County Executive Officer Minton, Councilman Denny, Airports Manager McCall, and himself. Dr. Fulton stated that the site the County was interested in at the Airport had been excluded by ll� the Consultants as an area that was not needed for airport development. The area in question lies south and east of the airport and is about 50 acres iri size. The Courity has indicated an interest in this parcel of land if it can be purchased; however, there is a question of whether the property can be sold because of Government involvement. County Counsel Rehberg and City Attorney Murphy are to check into this. Dr. Fulton said that at the meeting it was recommended that an independent appraiser be hi red j ointly by the City and County to dete rmine the value of the land. There was also a discussion at the meeting as to the feasibility�of a long- term lease, in the event the property could not be purchased. Additional meetings will be held and the Committee will bring recommendations to Council. Mayor Moty suggested that consideration be given as to what would happen if an Airport District were to take over the operation of the Airport. The Mayor said he feels this is the only answer to development of the Airport and it is his belief that the boundaries of such district should�be the same as the boundaries of the College District. TRAFFIC AND PARKING COMMIS5ION RECOMMENDATIONS : Traffic Engineer Hamilton submitted the following recommendations of the Traffic and Parking Commission for Council consideration: Parking Prohibited - Manzanita School It is recommended that parking be prohibited between the hours of 8:00 A. M. and 5:00 P. IvI. on the west side of Manzanita Hills Avenue and on the northwest side of Sha.sta ��3f.3 Street from the north end of the sidewalk in front of Manzanita School to the south access sidewalk to the school, a distance of 350'. MOTION: Made by Councilman Denny, seconded by Council- man Fulton approving the recommendation of the Traffic and Parking Commission re parking prohibition in front of Manzanita School as outlined above, and instructing the City .Attorney to prepare the necessary document. The Vote: Unanimous Ayes Relocation of Sehool Cros,swalk on_Placer Street - It is recommended that the present school crosswalk on Placer Street at Fig Street be abandoned and a new school crosswalk ���N installed at Placer Street on the east side of Walnut Street. 47 MOTION: Made by Councilman Chatfield, seconded by Councilman ' Doherty approving the, recommendation of the Traffic and Parking Commission re relocation of school crosswalk on Placer Street as outlined above. M. having arrived, Mayor Moty opened the Public Hearing re Rezoning Applications RZ-6-67 and RZ-2-68, California and Waldon Streets. Planning Director Harris pointed out on the Vu-Graph the property being corisidered for rezoning. He then reviewed the recommenda- tion of the Planning Commission regarding the proposed rezoning which is that the properties under consideration be zoned "R-3-15". ' Mr. Harri"s stated that R-4 zoning was considered by the Commission for the parcel of property owned.by Mrs. Generes but, as the elimina- tion of.the R-4 cla�ssification completely is -being .considered, it was . d'etermined �that it would be unwi�se:to zone this;parcel.R-4: : Also, � it would be conside red as spot zoning. , ; Councilman Denny inquired as to the reasons for abolishing the R-4 � classification. Mr. Harris said the:R-4 D;istrict a:s it is now written allows a density of development which the Commission has found to be quite high; whereas R-3-15 provides a more realistic app�roach. ,: City Attorney Murphy stated that in the past Gouncil has objected to the maximum density produced by R-4 and that no prope.rty has .been so zoned for.the ..past th.ree years. Mrs. Generes appeared before Council and said her objection to R--3-15 zoning is that even with a use permit it does not allow her to:have any employees unless said employee.s are.residents of her home. - . : ' In answer to �Councilman Fulton's inquiry as to her ok�jection to � � havirig her property zoned CO-BR, Mrs. Generes said her only i ', objection is that :her.rentals on the .property would be a non-conforming + use:: Mrs.�. Generes .was advised, that the non-conforming use could be continued and that she could remodel but not enlarge such rentals. � In reply to her inquiry regarding the addition of carports, Planning Director Harri:s replied this.;would require a use permit. The Vote:.� Unanimous Ayes �.� � I�i 48 In a discussion of the proposed rezoning it was the consensus of Council that CO-BR zoning for Mrs. Generes' property is proper. MOTION: Made by Councilman Doherty, seconded by Council- man Denny approving .the recommendation of the �Planning Commission re RZ-2-68 and RZ-6-67, subject to the amend- ment to the extent that CO-BR include the next adjacent lot as described in Diagram 4 of Exhibit PC-2, RZ-6-67, dated January 9, 1968, and the City Attorney be instructed to pre- pare the necessary document. The Vote: Unanimous Ayes PUBLIC HEARING - RZ-9-67 - Freebridge Area The hour of 8:00 P. M. having arrived, Mayor Moty opened the Public Hearing on RZ-9-67 - Freebridge Area. The following documents are on file in the office of the City Cle rk: Affidavit of Publication - Notice of Public Hearing Affidavit of Mailing - Notice of Public Hearing I�y' Planning Commission Recommendation dated 2/19/68 The City Clerk advised that no written protests had been received. Planning Director Harris pointed out on the Vu-Graph the area being considered for rezoning, which area is bounded on the north by Parkview Avenue, on the east by the ACID Cana1, on the south by Wyndham Lane, and on the west by South Market Street. A map dated January 25, 1968 and entitled Exhibit PC-1 illustrates the zoning recommended by the Planning Commission. Attorney Glenn Newton and Mr. Lee Stewart appeared before Council and protest;ed the proposed R-3-15 zoning of a nine acre parcel of land immediately south of Grange Street and-west of the ACID Canal. Mr. Newton stated that his client hopes to sell this property as one parcel for an industrial site, and would like this area left in "U" unclassified for the. present. Mr. Stewart commented that this property is adjacent to property proposed to be rezoned C-3-P and that therefore it would not be feasible for multiple-family units. There was discussion on this matter and also on the advisability of changing the zoning of an area facing on Parkview Avenue from the present C-2-P to CO. Councilmen Chatfield and Doherty indicated they believe .the area would be better served if this area were rezoned to C-1. =r MOTION: Made by Councilman Doherty, seconded.by Councilman Chatfield to refer the matter back to the Planning .Commission for further consideration with particular reference to the 9 acre parcel lying south of Grange Street and west of .the ACID Canal and to rezoning the parcel facing Parkview Avenue from C'-2-P to C-1. The Vote: Unanimous Ayes -� 49 , PERS-OASDI INTEGRATED PROGR.AM � Councilman Chatfield submitted the Employer-Employee Relations Committee Report on the proposed PERS-OASDI Combined Employee Benefit Program dated February 16, 1968 which contains the arguments in favor of arid 'against the addition of the OASDI program to the present PERS program: Councilman Chatfi�eld said his concern with the inte- � grated program is the commitment to this program of future City Councils and all new City employees; his uncertainty that the City is getting the most for the inoney�invested; and the apparent growing unres-t in other parts of-the State with integrated �programs: Councilman Fulton, also a member of the Committee, noted that one of the main- reasons h'e' favors the integrated program is because Medicare � will not be �available to people who do not participate in the Social �ecurity �`�� program. He believes that the trend will be toward expanding the Medicare � Program and feels it would be an injustice if Social Security benefits were not made available to City employees. Dr. Fulton recommended that Council a�pprove the integrated system effective January 1, 1969. In a discussion of this matter Councilman Doherty commented that the p re s ent PE RS p rog ram p rovide s a reti rement income but no su rvivo r benefits-and no medical care, and that Social Security does provide survivor benefits and�Medicare but also provides retirement income, thereby doubling up on retirement income. Mr. Doherty suggested•that perhaps-�new employees should be under the Social.Security program only and not on the combined State and Social Security program. He stated that he would like further research to see if there is a more desirable program. After conside-rable discussion', Finance Director Courtney was instructed ' to obtain answers- to the following questions from responsible State and Federal Administra.tors: 1. Is it possible for the.City of Redding to implement,a program . whereunder all new ernployees.will be subject to Social , Security coverage only and all existing employees will be included under the present PERS program or possibly a PERS- -- OASDI integrated program? .. � 2,� A precise interpretation of the Federal law with regard to , . , :_ _ e:ligibility for Medicare with particular regard to possible means of making Medicare benefits.,a�ailable..to City of. . Redding employees. 3: An explanation of the reason or reasons that the PERS 1959 , � survivor b'enefits program should not be adopted prior to � the possible addition of the Social Security .program. ; City Attorney Murphy suggested that if it is decided to stay with the , State plan, the matter of developing a health insurance plan for retirees might be explo.red. � . . . It was decided that a� sampling�-of 'ernployees' opinions should be de£erred until Council has more information on possible alternate programs. Councilman Fulton requested that a progress _repor.t.be :submitted every C:ouncil meeting with regard to this matter. 50 PLACER HILLS SUBDIVISION Planning Director Harris submitted the recommendation of the Planning Commis.sion, that Council approve the request of the developer of Placer Hills Subdivision for a 12 months' extension of time to file the.:.final map for such subdivision, subject to the same conditions which applied to the o�riginal tentative map. Said conditions are attached to the Planning V1'�� Commis•sion recommendation dated February 19, 1968. MOTION: Made by Councilman Chatfield, seconded by�Councilman Fulton approving the recommendation of the Planning Commission with -regard to Placer Hills Subdivision. The Vote : Unanimous Ayes TRAFFIC AND PARKING COMMISSION RECOMMENDATIONS (cont. from page 47) Parking Prohibition - Tehama�Street i� It was recommended that parking be prohibited at all times ��-�� on the north side of Tehama Street for a distance of 100' west from Liberty Street. - MOTION: Made by Councilman Doherty, seconded by Council- man Denny approving the recommendation of the Traffic and Parking Commission re parking prohibition on Tehama Street as outlined above, and instructing the City Attorney to prepare the neces�sary doc.ument. The Vote: Una_nimous Ayes �� Traffic Engineer Hamilton was requested to check on the timing of the traffic signal on East Street at Tehama. According_to members of Council the signal now changes just prior•to or simultaneous with the signal on Pine Street .at Tehama, Stop Signs - 8th and .9th Streets at West Street � It was recommended that stop signs be installed to stop west- bound 8th and 9th Street traffic at West Street. MOTION: Made by Councilman Chatfield, seconded by Council- �� man Fulton approving the recommendation of the Traffic and ll Parking Cornmission re installation of stop signs to stop west- bound traffic at 8th and 9th.Streets at West Street, and instr.ucting the City Attorney to prepare the necessary document. I 51 ' BUCKEYE SERVICE AREA Public Works Director Arness advised Council that a letter dated � February 13, 1968 had been received from the Bureau of Sanitary - Engineering outlining conditions which must be met with respect to granting of a domestic water permit for the Buckeye Service Area. s��� ; Mayor Moty referred this matter to the following Committee for ' , further study and report back to Council: Councilman Fulton, Gity � Manager Cowden, City Attorney Murphy, and Public Works Director Arness. SE WAGE TREATMENT PLANT . A status report on the Sewage Treatment Plant prepared by Clair A. Hill & Associates and dated February 15; 1968 was reviewed by Mr. Loring Hanson of said firm. It was stated in the report that interviews �n� ' for a new sewage treatment plant superintendent would be conducted by a committee consisting of the City's Director of Public Works as well as two rep re s entative s of the fi rm of Clai r 'A. Hill & As s ociate's. It was recommended that Personnel Director Courtney also be on the c ommitte e. A WARD OF BID - Pump. Station No. 3 An analysis and recommendation re Bid Schedule No. 441, Pump Station No. 3, was submitted and Director of Public Works Arness stated it is the recommendation of the Department of Public Works and the firm of Clair A. Hill & Associates that the bid be awarded to W. H. St. Substation & Waldon St. Transmission . - Station Public Works Director Arness reported that the contractor has completed all items of work ori the California Street Substation and Waldon Street ����y� Transmission Station, Bid Schedule No. 370, with the exception of two minor items, and it is the recommendation of the Department :of Public Works that Couricil accept'tHe project as being completed satisfactorily. The Vote: Unanimous Ayes FIRE ZONING MAP - City of Redding ' Building Official Jack Penix submitted a Fire Zoning Map dated January, ' 1968, which has the approval of the Pacific Fire Rating Bureau. Mr. ��� �:- Penix requested Council to approve this map by the adoption of Resolution No. 4017. , _. - . „� 52 In a discussion of this item, Councilman Chatfield expressed concern about use permits issued prior to the adoption of the resolution which authorize construction under the existing�fire-zone requirements. BUCKEYE SERVICE AREA City Attorney Murphy and Public Works Director..Arness submitted a memo to Council regarding the petition�of John Strode requesting�:annexa- tion to the old Buckeye County Water District in order to obtain water service. In the memo and orally at the meeting the City Attorney pointed out that under the water service contract between the Bureau of Reclamation and the Buckeye County Water District, which has been. assigned to the City, water cannot be sold outside of the boundaries of , � the existing Buckeye County Water District without first obtaining the L-!� consent of the Bureau. Mr. John Strode appeared before Council and advised that his property is between 50' and 100' f rom an existing wate r .line belonging to the Buckeye County Water District. He stated that he was about to .make application to annex to said District at the�time of the dissolution election. He inquired as to whether anyone else had .requested to annex to the Buckeye County Water District and was advised that no other such requests have been received.� He then asked if the City is going to adopt a policy in relation to �the ext.erision of the existing service area .of the former Buckeye County Water District and, if so, what conditi_ons will be im- posed upon such extensions. , _ . City Manager Cowden advised Council that he will be talking with-Bureau officials about amending the service boundaries of both the City's�water contract with the Bureau and the Buckeye water contract, which =has been as signed =tb;the City. Following further discussion, Mayor Moty�referred this matter to Councilman Fulton and Councilman Doherty for study and a policy recommendation, and the City Clerk was instructed to advise Mr, Strode when the report is placed on the agenda for consideration.
