City Attorney Murphy said that this Special Meeting was called to i consider the adoption of three emergency ordinances , and that certain ! � procedures must be followed; i.e. , the ordinances must be read in full, the ordinances must be adopted by a 4/5 vote, and there can be no sub- stantive change made in the ordinance s. The .Ci ty Clerk stated that adequate notice of this Special meeting had been given to all of the news media who have requested notice of such meeting s. , ORDINA.NCE = re Closure of Public Parks During Nighttime Hours City Attorney Murphy read in full Ordinance No. 1010, an ordinance of the City Council of the City of Redding amending Chapter 19 of the Redding City Code, 1959, as amended, by adding thereto Section 19-20.3, pertaining to the closure of public parks during nighttime hours . Councilman Chatfield asked how the hour of 12 midnight was arrived at � as the closing hour. Mayor Moty said the Committee, composed of the Mayor, Councilman Denny, A.ssistant City Manager Brickwood, and '`�,�V�C ` ; A.cting Police Chief Kohn, had arbitrarily chosen that hour but that the , i ordinance provides that the City Manager has the authority to establish an earlier or later closing hour , which power he may delegate to the Police Chief. ' Councilman Fulton asked how it was intended to enforce the ordinance. City Manager Cowden said that the A.cting Chief of Police has been authorized to hire as many off-duty police officers or deputy sheriffs as necessary .to provide the additional policing necessary: � Tom Schobert of 1347-1/2 Orange Street questioned closing the parks early, stating that the parks are the only place for teenagers and young adults to get together. He said that teen-center dances are limited to teenagers and that the Coffee House has been closed since � Easter. He further stated that he believes that many of the incidents '' in the parks are due to alcohol and he thinks the ado.ption of the ordi- ; nance prohibiting the posses sion and consumption of alcoholic beverages in the park during the nighttime hours would be just as effective as , closing the parks . � Mayor Moty said it is regretful that there are no facilities for teenagers and young adults but that the City does not have the resources to provide i � such facilities , and the general public seems to be indifferent to the needs of teenagers and young men and women. The Mayor agreed 'that � the ordinance prohibiting alcoholic beverages will be the most effective � ordinance but said that, temporarily at least, it is felt that closing ' the parks early is necessary. i i �.t 148 Acting Police Chief Kohn said that the orclinance is designed to protect people like Tom Schobert. He said it is a matter of record that there has been an increased number of acts of violence in the parks . Mr. Murphy agreed, stating that there have been reports of fights , use of intoxicants and marijuana, and cars travelling at high speeds through the parks. The proposed 9 p•m. closing was discussed and the City Manager said that if it is determined that the 9 p.m. closing is not necessary, it will be changed. Mr. Cowden said he would leave it up to the Police Chief to determine the closing hour. Tom Schobert said he sees no objection to the 9 p.m. closing if it is a tempo'rary measure. Councilman Chatfield asked if there was any consideration given to restricting automobiles rather than pedestrians. Mr. Chatfield feels that if automobiles are not allowed in the parks at night, it would probably curb or eliminate the liquor problem. Mayor Moty said that perhaps this is an area that could be explored by the Police Chief. MOTION: Made by Councilman Fulton, seconded by Councilman Denny that Ordinance No. 1010 be adopted, an ordinance of the City Council of the City of Redding amending Chapter 19 of the Redding City Code, 1959, as amended, by adding thereto Section 19-20. 3, pertaining to the closure of public parks during nighttime hour s. � Voting was as follows: Ayes: Councilmen - Chatfield, Denny, Fulton, and Moty Noe s: Councilmen - None Absent: Councilmen - Anderson Ordinance No. 1010 on file in the office of the City Clerk. On the recommendation of Acting Police Chief Kohn, the City Manager stated that the 9 p.m. closing would be effective in Lake Redding Park and Caldwell Park only at this time. The signs will be erected tomorrow, Saturday, and will be enforced beginning Saturday night, August 23rd. Mr. Cowden said that the City proposes to improve the lighting in Lake Redding and Caldwell Parks . MOTION: Made by Councilman Denny, seconded by Councilman Chatfield that Ordinance No. 1011 be adopted, an ordinance of the City Council of the City of Redding amending Chapter 19 of the �� Redding City Code, 1959, as amended, by adding thereto Section �%7 19-20.4, prohibiting the possession or consuxnption of alcoholic beverages within public parks during certain hours . Voting was as follows: A.yes: Councilmen - Chatfield, Denny, Fulton, and Moty Noes: Councilmen - None A.bsent: Councilmen - A.nderson Ordinance No. 1011 on file in the office of the City Clerk.
