The meeting was called to order at 7:00 P. M. by Mayor Moty with the
following Councilmen present: Anderson, Denny, Fulton, and Moty.

A Resolution was received from the Modesto City Council, urging
the League of California Cities to seek action to alleviate the
problem of litter and waste disposal created by the sale of bev-

to the one received from the Modesto City C.ouncil. The Vote:

PETITION FOR ASSESSMENT DISTRICT PROCEEDINGS

REDDING MEDI-CA.R
Councilman Fulton reported that the Council Committee met in the
presence of three of the ambulance owners in Redding with respect
to the operation of the Redding Medi-Car. The ambulance owners
agreed that they would not. have any objection to the continued opera- ._
tion of the medi-car business in the City of Redding, provided it �G�.�
carries only seated passengers , in wheelchairs or otherwise, that
, do not require an attendant to give medical assistance. The Committee
recommends that the City Attorney draft an ordinance which will limit
the operations of a medi-car to those described above. The City
A.ttorney was instructed to draft such an ordinance.
AWARD OF BID - Power Sweeper
MOTION: Made by Councilman Denny, seconded by Councilman
A.nderson approving;:the recommendation of the City Manager that
Bid Schedule No. 573 f:or a Power Sweeper be awarded to the �G�13
Tennant Company, the sole bidder , on their bid of $4,033. 05 , sales
tax included.

BUILDING ACTIVITY - Monthly Report ' ���
Planning Director Harris submitted the Building Official s Report for
the month of October, 1970.
POLICE DEPA.RTMENT - Current Programs
Police Chief Whitmer reviewed briefly the "Get Acquainted With Your
Police" public relations program and answered questions posed by
members of Council. ���
' Chief Whitmer also submitted information concerning the Burglary and
Fraudulent Document Prevention Program now being carried on b'y the
Redding Police Department. .
I�AKE REDDING P�RK IVIA.STER PLA.N '
� Parks Director Blaser submitted the recommendation of the Parks and
Recreation Commission urging Council approval of the proposed Master
Plan for Lake Redding Park. The proposed plan was shown to members
of Council. Mr. Blaser pointed out on the map the location of a proposed
restroom facility close to the playground area. It is planned to discontinue
the use of the present restrooms when this new facility is provided. The
existing restrooms are quite old and difficult to maintain, and the septic
tank serving the facility is inadequate.
Councilma.n Fulton questioned the closing of the present Benton entrance � �U
to the Park, and•also believes additiona.l restrooms will be needed.
When asked how much itwould cost to upgrade the present restrooms,
Mr. Blaser said he would estimate $4, 000 to $5, 000, not including new
sewer facilities.
The possibility of using the restrooms located at the boat ramp was also
discussed.
A.t the conclusion of the discussion concerning restroom facilities, City
Manager Brickwood said he will have staff check into other possible uses
for the building housing the present restrooms and also the cost of up-
grading the present facility.
Mayor Moty and Councilman Denny feel the proposed road is better than
the existing one as �it discourages use of the park as a throughway.

hearing on South City Sewer Assessment District 1968-5.

A.ssistant Civil Engineer Hastings showed on the Vu Graph the area
included in the assessment district and advised that assessments were
calculated on the following basi s.
Commercial property - straight front foot basis
R-1 property - $525 per front foot for 60' plus 2/3 credit in
excess of 60'
R-2 property - $525 per front foot for 60' - in excess of 60'
spread in direct proportion
In addition, each parcel was assessed ana,cre°age fee, and also
the total cost of the 4" connection was divided by the number of
parcels in the district and this amount was added to the acreage
charge and the front foot charge.
Jerry Bronson of 4674 Harrison Avenue said he is in favor of the sewer
district but would like to have the sewers brought down the alley as the
houses were constructed to hook up to a sewer in the alley.
Mr. Hastings said that a study had been made by the Department of
Public Works and it is estimated that the cost per parcel would be
increased approximately $100 if this were done as it would be necessary
to construct three lateral sewer lines instead of the proposed two lines.
He also spoke of the difficulty of installing a sewer line in the 20' alleys,
which would increase the cost.
A.ttorney Stephen Birdlebough appeared on behalf of Mr. and Mrs.
Donald Rochlitz, stating their objections as contained in a letter to the
City Clerk dated December 7, 1970,
Mr. Birdlebough said that his clients would not object to .the assessment
on Parcel 90, on which their home is located, but request that Parcel
89, which contains a shop building, be excluded from the district,

Jack Taylor of 2301 Riviera Drive, advised Council that he had given
the City an easement over his prop.erty (the ,route was shown.on the
Vu Graph) but is concerned that this easement will affect the resale
value of his ,property. He had been so advised by a realtor. He is
also concerned about the amount of his assessment, which is $1480,
whereas he was told that the average assessment in the district is
between $700 and $800 . He said he also has fears that access to his
home, which is on an easement road, might be impaired as the pro-
posed sewer line route is on the easement road, Mr . Taylor said
he has improved the road and is concerned that it will not be returned
to its present condition.
City A.ttorney Murphy noted that Mr. Taylor has.the right to build .
over the easement where it crosses over the rear of his property.
Mr. Taylor agreed that this is true; however, a realtor that he con-
tacted believes that the easement would affect the value of his property.
' Mr. Don Miller asked if he would be responsible for taxes on the ease-
ment, if he gives such an easement to the City, and whether he would '
be assessed for the easement. He was advised that he would be respon-
sible for taxes on the easement and would be assessed for it.
In answer to Mr. Miller's question as to whether he would be permitted
to build over the easement, he was told that the City would be willing
to negotiate an easement with him but had been unable to locate him.
In answer to Councilman Anderson's question as to the amount of the �� �
assessment on Mr. Miller's parcel, Mr, Hastings said the total � 'S
assessment is $2400, based on three units and the acreage fee of $640.
There.was a discussion as to the possibility of subdividing this parcel
into three lots and it was determined that the frontage would allow only
two unit s.
Mr. Miller feels that erosion will occur when the sewer line is installed
in the old road on his property unless some t.ype of surfacing material
� is placed on top. Mr. Hastings said there are several ways of preventing
the erosion problem, such as mounding the trench, and that the City will
take whatever measures are necessary. Mr. Miller also spoke of de-
I valuation of his property because of the easement. He agreed to contact
the City Attorney with respect to negotiating an easement.
Mrs. Masson of 1831 Riviera Drive is concerned that her home cannot
be served by the sewer as her plumbing is considerably below the level
of the street. She is also concerned about the cost of the assessment as
she owns two parcels in the district; does not intend to build on one of
the parcels; and has had no problem with her septic tank. She also feels
that hooking up to the sewer is going to be difficult because of existing
buildings, paved areas , and trees on her property. In answer to her
question as to whether it would be imperative that she hook up to the
sewer line, she was advised that ultimately it would be required but
that it might be a period of two or three years , unless she had trouble
with her septic tank. In such instances it is necessary to hook up
immediately.
Marian Earl of 4760 Enchanted Way does not wish to be included in the
assessment district. Her home is approximately 5 years old; she has
never had any problem with her septic tank, and she objects to the ex-
penditure of between $1200 to $1500 for sewers. She is also concerned,
from a standpoint of safety, about the limited access on the streets
while the sewer line is being installed.
Mr, Hastings stated that access is to be maintained during construction.

Richard Morgan of 2225 E1 Reno Lane said he is in favor of the assess-
ment :district'.but had a questiom from� El Reno Harrison. He referred
to Parcel #36 , stating that he understood that the assessment on this
parcel would be dropped because this property has no residential value.
He said that this property is used by the City Sanitation Divi=sion�.as
access to the alley, arid Mr. Harrison may wish to deed this land to the City,
Mr. Hastings noted �that the water assessment on this parcel had been
dropped but stated that it is a building lot with 50' frontage.
Public Works Director Arness recommended that this lot be deeded to
the City, and that the City pick up the assessment. The City Attorney
said this would be legal:� �
Mr. Morgan said he would have Mr. Harrison contact the City A.ttorney
with respect to this matter. .
Dorothy Murphy of Riviera Drive spoke in favor of the assessment district.
MOTION: Made;by Councilman Anderson,� seconded by .Councilman Fulton
that the Publie Hearing be closed. The Vote: Unanimous Ayes
Discussion re questions raised and individual property assessments:
Installation of Sewer Lines
Mayor.Moty:said he would=agree with th'e Public Works Depart-
/ ment that the sewer lines should be installed in the streets
�(i,� because of the financial benefit to the property owners.
Street Repaving � .
Mr. Arness said that all streets would be restored to their
existing or better condition.
Rochlitz Protest (Parcel 89)
Council agreed'upon exclusion of acreage (land area) westerly
of a 155' strip of land fronting on Cedar Road. The present
land use on this parcel is non-conforming. Fees and charges
will be applicable at the time that this property is developed.
With regard to the 155' fronting on Cedar Road, basic benefit
units remain unchanged at 6. 17, the single $140 connection
charge remains unchanged, and the acreage charge applies.
Taylor Protest (Parcel 103) •
It was agreed to reduce the 'basic benefit unit charge
from 2.08 to 1.41 . The preserit land use zoning is R-1 B-1 ,
which requires a minimum lot size of 10, 000 sq, ft. �
Miller Protest (Parcel 102)
Council agreed that the basic benefit unit charge �should be
reduced from 3. 09 to 1.76.' Present land use zoning is R-1
B-1 .
Masson Protest (Parcels 1`25 and 335)
It was Council's decision that there should be no change in
this assessment.
Earl Protest (Parcel 264)_ '
It was Council's decision that there should be no change in this
as s es sment. •
Harrison (Parcel 36) Harrison represented by Mr. Morgan
A.s this parcel is used as public access to the alley, staff.was
directed to negotiate for acquisition of the parcel. If the-City
acquires the parcel, the City will pay the assessment.
Bond Counsel Ed Ness stated that overcharges existed with regard to
the following two assessments:

A.WA.RD OF BID - Curb, Gutter, and Sidewalk - Hilltop Drive
MOTION: Made by Councilman:Denny, seconded by Councilman Fulton
approving the recommendation of the Department of Public Works that
Bid Schedule No. 576, construction of curb, gutter, and sidewalk on a
portion of the east side of Hilltop Drive, be awarded to C. L. Fogle,

CANYON CREEK CROSSING NO. 1
Public Works Director A.rness advised Council that the bridge over
Canyon Creek, adjacent to the Shasta Box factory of U. S. Plywood,
is in need of repair and it is desirable to relocate and straighten
out the existing channel of Canyon Creek. This is to the benefit of
both the City and U. S, Plywood, and Council was requested to
authorize the City Manager to sign a letter agreement with U. S. ,l �
Plywood whereas the City would construct the box culvert and U. S. '�'
Plywood would do the channel relocation. The total cost of the project
is estimated at $23, 000; U. S.. Plywood would participate to the extent
of channel relocation cost (estimated at $2, 000); the Federal Govern-
ment would contribute $5, 000 as a flood damage in-lieu payment, and
the City would contribute $16 , 000. This latter amount was budgeted by
Council in the 1970-71 budget. In addition to authorizing the City
Manager to execute the letter agreement, Mr. Arness requested author-
ization to call for bids for this project.
, MOTION: Made by Councilman Denny, seconded by Councilman A.nderson
authorizing the City Manager to sign a letter agreement re Cariyon Creek
Crossing No. 1 as outlined herein, and authorizing the Department of
Public Works to call for bids on this project. The Vote: Unanimous Ayes
