City Council, Regular Meeting

Redding, California
November 2 , 1970 7:00 P.M.
The Pledge of Allegiance to the Flag was led by Finance Director Courtney.
The Reverend Robert Noble, Pastor of A.11 Saints Episcopal Church, offered
the invocation.
The meeting was called to order by Mayor Moty with the following Councilmen
present: A.nderson, Denny, and Moty
Absent: Councilmen Chatfield and Fizlton
A.lso present were City Manager Brickwood, City A.ttorney Murphy, Finance
Director and Personnel Director Courtney, Public Works Director Arness,
Police Chief Whitmer, Parks Superintendent Blaser, A.irports Manager
McCall, and City Clerk Brayton.
A.PPROVA.L OF MINUTES
It was noted that there was a clerical error in Payroll Register No. 8
� as approved by Council at its meeting of October 19, 1970. The correct
figure for salaries should read $90, 038. 09 instead of $99, 038.09.
MOTION: Made by Councilman Denny, seconded by Councilman A.nderson
that the minutes of the regular meeting of October 19, 1970 be approved as
corrected above. The Vote: Unanimous Ayes
COMMUNICA TIONS
Air West
A. notice of 'a PUC hearing on November 23rd was received re
an A.pplication of Hughes Air Corp. , dba A.ir West, to increase
' its intrastate passenger fares . ,:i���
' It is the recommendation of the Airports Manager and the
Airports Commission that the request for increase be denied
for the reasons set forth in a memo to Council dated October
30, 1970.
MOTION: Made by Councilman Denny, seconded by Councilman
Anderson approving the recommendation and referring the matter
to staff to prepare a statement to be presented to the Public
Utilities Commission. The Vote: Unanimous A.yes
Shirley Smith
, With the approval of Council, Mayor Moty will acknowledge the
i letter received from Shirley Smith, a student at Live Oak Junior ���U
' High School, indicating her concern about air pollution,
City of Long Beach
A. communication and resolution from the City of Long Beach
requesting the City of Redding to approve the program of util-
izing surplus military aircraft in fighting forest fires was re-
ferred to staff to obtain answers from the California Division � � �
of Forestry and the U.S. Forest Service, and report back to
Council. .
A.ssociated Students of Shasta College - re Homecoming Activities
In a letter to Council October 26th, the Associated Students of
Shasta College requested permission to have a car caravan on
November 7th through Redding on Pine and Market Streets and
for the use of the parking lot on Pine Street, across from the
Wells Fargo Bank for judging car decorations. � 3 ,�
It was suggested that Public Works Director A.rness contact
this organization and recommend that the A.uditorium parking
lot be used as the beginning and ending of the parade and for
judging of the car decorations .

MOTION: Made by Councilman Anderson, seconded by
Councilman Denny, approving the request of the A.ssociated
Students regarding a car caravan on November 7th, but using
the A.uditorium parking lot in lieu of the Pine Street parking
lot. The Vote: Unanimous A.yes
James A. Fox, Reddin� Hardware
A. copy of a letter to Earl Henson, Exectuive Director of the
��� Redding Redevelopment Agency from James A. Fox, Redding
Hardware, was sent to the attention of the Redding City Council.
MOTION: Made by Councilman Denny, seconded by Councilman
A.nderson referring said comxYiunication to staff for reply as to
those particular points that refer only to the City of Reddin�.
The Vote: Unanimous Ayes
RESOLUTION - Proclaiming P.O.W. Week
MOTION: Made by Councilman Denny, seconded by Councilman A.nderson
that Resolution No. 4379 be adopted, a resolution of the City Council of
the City of Redding Proclaiming the first week of November as "Prisoner
of War Week" to effect the repatriation of captured American and allied
%��� fighting men.
Voting was as follows:

MOTION: Made by Councilman Anderson, seconded by Councilman Denny
that A.ccounts Payable Register No. 9, check nos. 11904 to 12066, in-
clusive, in the amount of $47, 875. 78 be approved and paid, .and that Payroll
Register No. 9, check nos. 33101 to 33358, inclusive, salaries in the amount
� �� of $89,028. 11, for the period October 11 , 1970 through October 24, 1970.
Total $136 ,903.89

Gerald G. Koss on October 25 , 1970 be denied, and the

SETTLEMENT OF CLAIM FOR DA.MAGES
City Attorney Murphy reported that the Claim for Damages filed by
���� Edward A.. Samuelson on A.ugust 12, 1970 had been settled by the
City Insurance Carrier in the amount of $300. 00.

MOTION: Made by Councilman Anderson, seconded by Councilman
Denny that full reading of Ordinance No. 1043 be waived, and the City
Attorney be instructed to scan same. The Vote: Unanimous Ayes
MOTION: Made by Councilman Denny, seconded by Councilman Anderson
that Ordinance No. 1043 be adopted, an ordinance of the City Council of
� ��� the City of Redding amending Section 30-3 of the Redding City Code, 1959,
as amended, relating to the rezoning of certain real property in the City
of Redding.
Voting was as follows:

RESOLUTION - Prohibiting Parking on portion of Pine Street
MOTION: Made by Councilman A.nder.son, seconded by Councilman Denny
that Resolution No. 4380 be adopted, a resolution of the City Council of
the City of Redding prohibiting parking on the east side of Pine Street ����
for a distance of 101 feet south from the south curb line of Butte Street.
Voting was as follows:
Ayes: Councilmen - Anderson, Denny, and Moty
Noes: Councilmen - None
Absent: Councilmen - Chatfield and Fulton

RESOLUTION - Establishing Parking Limitation on portion of Shasta Street
' MOTION: Made by Councilman Denny, seconded by Councilman Anderson
that Resolution No. 4381 be adopted, a resolution of the City Council of
; the Gity of Redding establishing a two-hour parking time limitation on a
portion of Shasta Street %/��

NOTICE OF COMPLETION

accepting the project re construction of the Pine-East Alley from Tehama �J�
to Shasta 5treets, Bid Schedule No. 560, as being completed satisfactorily,
and instructing the City Clerk to file the Notice of Completion. The Vote:

CA.LIFORNIA. STREET AT LINCOLN
In a memo to Council dated October 28, 1970, Public Works Director
Arness outlined several proposals to improve California Street at �,��
Lincoln without widening California Street as suggested by Mr. Charlie
Jones, 2183 California Street, at a recent City Council meeting.
