The Pledge of Allegiance to the Flag was led by A.irports Manager Mc Call. , The Reverend Noble Streeter , Pastor of the First Presbyterian Church, offered the invocation. The meeting was called to order at 7:00 P. M. by Vice Mayor Chatfield with the following Councilmen present: A.nderson, Denny, Fulton, and Chatfield. The Vote: Unanimous Ayes MIDTOWN PROJECT NO. 1 - Publication of Costs � . Councilman Denny reviewed the Mall Comxnittee Report., as contained in a memo to Council dated September 18, 1970, regarding the request of Howard Fritz that Council publish in the newspaper detailed informa- tion on the cost of the mall and the method of financing. Mr. Denny stated that the Cornmittee is strongly opposed to establishing, by example, a practice of purchasing advertising space or time to give public notice of information that is available to interested citizens and that has been the subject of a required public hearing. The Coxnmittee feels very strongly that all information that is available relating to a project such �G:� as the mall should be available in understandable and readable form to any citizen who desires it. Mr. Denny referred to a letter to the Chairrnan of the Redding Redevelopment A.gency from Mayor Moty, dated July 24, 1970, that sets forth in:brief form the budget for the mall. Mr. Denny recommended that copies of this letter be sent to Mr. Fritz and other persons who have indicated an interest in such information. Mr. Denny further stated that, in his opinion, any presentation of the '�acts" by a person who strongly supports the mall would be somewhat biased in favor of the mall, and the same would hold true for a person who strongly opposes the mall; thus just a set of figures could not possibly tell the full story. Councilman Anderson concurred with the thinking of Councilman Denny. ' In surruYiary, the Committee does not recommend the expenditure of public funds for the payment of the cost of publication of such informa- tion where it is not required by-law and the decision process includes one or more legally advertised and noticed public hearings . ' MOTION: Made by Councilman Fulton, seconded by Councilman Anderson approving the recorr�nendations of the Ma11 Committee as set forth in its memo to Council dated September 18, 1970. The Vote: Unanimous A.yes AWA.RD OF BID - Construction of Pine-East A.11ey from Tehama to Shasta Sts. In a memo to Council dated September 19th, Public Works Director Arness recommended that Items 1 through 6 of�Bid Schedule No. 560, construction of Pine-East A.11ey from Tehama to Shasta Streets be ��'/(�> awarded to B. C. Foster, Inc. , the low bidder, and that the work in- volved in Item 7 be performed by force account by B. C. F'oster, Inc. with the City of Redding furnishing the asphalt concrete and -fog seal from its rock and mineral products contract for this fiscal year. Mr. A.rness stated that the contractor is agreeable to this procedure, which will result in a: savings to the City of approximately $350 to $400 on this particular item and will bring the total cost fairly close to the $4300 budgeted for this project. MOTION: Made by Councilman Anderson, seconded by Councilman Denny that the contract for construction of Pine-East Alley from Tehama to Shasta Streets be awarded to B. C. Foster, Inc. , the low bidder, contingen.t upon a change order being issued for Item 7 of Bid Schedule No. 560, as outlined above. Voting was as follows: . MIDTOWN PROJECT NO. 1 - Cooperation A.greement with Redding Redevelopment A.gency MOTION: Made by Councilman A.nderson, seconded by Councilman Denny approving the Local>-Grants-in-Aid and Cooperation A.greement -���� by and between the City of Redding�and the Redding Redevelopment Agency, and authorizing the Vice Mayor to execute said document. The Vote: Unanimous A.yes . � LEGISLA.TION - re H.R. 18679 City A.ttorney Murphy recommended that Council approve sending a letter of op'position re H.R. 18679 to Congressman H. T.. "Bizz" Johnson and Senators Cranston and Murphy. Mr. Murphy said,that the A.PPA. and Martin McDonough recommend opposition to this bill � �J- which would weaken our anti-trust situation with reference to partici- pation in nuclear power plants.
