August 21 , 1970 12:00 Noon The meeting was called to order at 12:20 P.M. by Mayor Moty with the following Councilmen pre sent: A.nder son, Chatfield, Denny, Fulton, and Moty. Also present were City A.ttorney Murphy, Finance Director and Personnel Director Courtney, and City Clerk Brayton. NOTE: P,olice. Chief Whitmer was present at the meeting briefly, as indicated hereinafter. At the hour of 12:25 P.M. , Council went into Executive Session to f^ f consider applications for the position of City Manager, and all members of staff withdrew froxn the Confer.ence Room. At the hour. of 1:35 P.M. , Council came out of Executiv.e Session and the adjourned regular meeting was reconvened. Police Chief Whitmer appeared before the Council to report the staff , decision to close Caldwell and Lake Redding Parks at 9:00 P.M. each evening. Chief Whitmer discussed with Council some of the recent episodes which had occurred in the park and had caused him to reach the foregoing.decision. _ , At 1:40 P. M. , Council returned to Executive 5ession and all members of staff withdrew. A.t 1:55 P.M. Council came out of Executive Session and the adjourned regular meeting was reconvened. MOTION: Made by Councilman Denny, seconded by Councilman Fulton that Resolution No. 4355 be adopted as follows: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF REDDING IN A.PPRECIA.TION OF THE SERVICES OF ROBERT W. COWDEN TO THE CITY OF REDDING UPON THE OCCA.SION OF HIS RETIREMENT WHEREAS, Robert W. Cowden, the City Manager of the City of Redding, has announced his retirement effe-ctive September 1 , 1970, and WHEREAS, Robert W. Cowden has rendered long and dis- tinguished public service to the City of Redding as its City Manager from �` .�G/ June 17 , 1955 to September 1 , 1970, and WHEREA.S, during this time Robert W. Cowden has labored effectively and repeatedly in the halls of Washington, D. C . and Sacramento to obtain Federal and State grants for projects of great benefit to_the City of Redding, particularly,.the :Clear Creek Sewer Facility and the Civic Auditorium, Convention and Trade Center, and WHEREAS, Robert W. Cowden served as the City's - negotiator and representative in the negotiation of the preferred customer electric power contract between the Bureau of Reclamation and the City of Redding in lg6o, and the amended contract of 1964, which have pro- vided substantial savings to the citizens of the City of Redding in electric power service , and 141 WHEREA.5 , Robert W. Cowden has been re sponsible,,for ��%� the selection of many of the people who make up the City's excellent � existing administrative staff, and WHEREA.S, the City Council of the City of Redding is most appreciative of his many past services to the City of Redding and deems it most fitting and proper that its appreciation of his services be preserved upon the official records of this City, NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Redding that this Resolution of Appreciation honoring Robert W. Cowden be spread upon the minutes of this meeting, and that a suitable copy of this Resolution be prepared, certified by the City Clerk, and delivered to him. , BE IT FURTHER RESOLVED that the City Council of the City of Redding wishes him well in the extended vacation which he has stated he plans to take upon the occasion of the laying down of his labors for the City of Reddin�, and wishes him every success and good fortune in his future endeavors upon the return from such vacation. I HEREBY CERTIFY that the foregoing Resolution was introduced and read at an adjourned regular meeting of the City Council of the City Council of the City of Redding on the 21st day of A.ugust, 1970, and was duly and unanimously adopted by the entire City Council assembled. s/ George K. The Vote: Unanimous A.yes Councilman Fulton left the meeting at this point. A.t the hour of 2:10 P.M. , Council went back into Executive Ses sion. A.t the hour of 2:40 P.M. , C ouncil came out of Executive Se s sion and the adjourned regular meeting was reconvened. The City Clerk was instructed to send telegrams to. a designated-group of candidates, requesting that they appear before Council for a personal interview on A.ugust 26th. A.DJOURNMENT � There being no further business , at the hour of 2:45 P.M. , on the motion of Councilman Denny, seconded by Councilman Chatfield, the adjourned regular meeting was adjourned to 4:00 P.M. on Wednesday, A.ugust 26 , 1970, in the Conference Room at City Hall. A.t the hour of 4:03 P.M. Council went into Executive Session re �the position of City Manager, and the City Clerk left the Conference Room, At 5:15 P.M. Mayor Moty declared a 45 minute recess . A.t the hour of 6:00 P.M. the meeting was reconvened and Council went into Exe cutive Se s sion A.t the hour of 10:10 P.M. Council came out of Executive Ses sion.
