The Reverend John A.lbright, Pastor of United Methodist Church offered
the invocation.
The meeting was called to order at 7:00 P. M. by Vice Mayor Chatfield
with the following Councilmen present: Anderson, Denny, Fulton,' .&:Chatfield.
Absent: Mayor Moty.

Reddin� Softball Tournament
MOTION: Made by Councilman Fulton, seconded by Councilman
A.nderson approcvirig;the request of the Redding Softball League for
permission to sell beer at the Redding A.nnual Invitational Softball =�y �
Tournament to be held July 18 and 19, and at the A.merican Division
Tournament on July 25, and 26,at the City of Redding Softball Park,
jsubject to the usual conditions . The Vote: Unanimous A.yes
� Record Searchlight
� In a letter to Council dated June 19, 1970, the Record Searchlight
I advised that the legal advertising rates for the City of Redding will �G�U
be $2 .25 per legal square for the first insertion and $1,.75 per legal
square for each subsequent insertion effective July l , 1970.

Anderson approving the rates for legal advertising as submitted

Henry Saunders
By letter dated June 24, 1970, Henry Saunders submitted his resignation
as City of Redding representative to the Shasta County Community �,��;�

Denny accepting the resignation of Henry Saunders as City representative
to the. Shasta County Corrununity A.ction Project, with regret.

Cottonwood Dams Development Committee
A. comrriunication from Cottonwood Dams Development Committee
dated June 29, 1!`�70, advised that the U S A.rmy Corps of Engineers will
� present their feasibility report on the Cottonwood Creek reservoirs at
; a public hearing at 7:00 p.m. , Tuesday, July 7, at the West Cottonwood ._
5'choo-l. They invite the City to join in support of the projects . `�'�U
Written testimony will be accepted by the Corps prior to July 23.

The Redding Redevelopment Agency submitted a Progress Report
�G:.� for Midtown Project No. 1 dated June 30, 1970. In accepting the
report, the Councilmen concurred that this is the type of report
that they desired.

By letter dated June 15, 1970, the A.merican Water Works

Employees of the Redding Water Utility in recognition of an
excellent safety record in the Water Works Industry during 1969.

ORDINANCE - Purchasing/Contract Procedures
Purchasing Director Brickwood submitted a proposed amendment to the
Purchasing and Contract Procedures of the Redding City Code.
Councilman Denny offered Ordinance No. 1032 for first reading, an
��� ordinance of the City Council of the City of Redding amending Article I,
Chapter 22 , of the Redding City Code, 1959 , as amended, by repealing
Section 22- 11 and substituting therefor a new Section 22-11 , pertaining
to purchasing and contract procedures.

Planning Director Harris submitted the Planning Cox7ixnission Recornsnenda-
tion dated July 2 , 1970, that the City Council adopt the 25 year General
Plan, including the Housing Element and the 10 Year City Improvements
Plan. He presented a copy of Redding Planning Commission Resolution
No. PC70- 1 concerning the recommendation. A. report entitled Redding

Assessment No. 43 is a result of the bids being higher than estimated.
Mr . Hastings advised that the 9% to 10% increase on Assessment No.
65 is due to the wide frontage of the property wh'ich cannot be split
� because the house is on the center of the lot.

Mr . Hastings stated that rhe assessment on the Roper property
and the property east of the Roper property has been reduced �
as per direction by the City Council at their meeting June lst.
The reduction has been respread against the District.
Mr. Hastings reported that a letter had been written to Mildred
Spohn Bagley allowing her to build a patio. and plant flowers over
the easement but that her:A.ttorney has requested a $2 ,000.
consideration for the easement. Condemnation Proceedings have
been filed against Mr s . Bagley.

ANA.LYSIS OF BID
By memo dated May 28, 1970, Director of Public Works A.rness
submitted an Analysis and Recommendation for A.ward of the Bid for
the Construction of Improvements as outlined in Resolution No. 4331
to J. F. 5hea Company, Inc. , in the amount of $85 ,437. 00.
LAKE REDDING PA.RK
Parks Superintendent Blaser submitted the recommendation of the Parks
and Recreation Commission that Council approve the request of the A.sphalt
Cowboys re the use of Lake Redding Park for their A.nnual Barbecue fund
raising event on July 19, 1970. Beer will be sold at this event. The use �-�� �-�
fee of $55.00 is to be paid to the City Clerk before activities start.

opened the Public Hearing re Weed Abatement.

; The City Clerk advised that several written communications had
been received pertaining to this. weed abatement .program which
were referred to the Fire Marshal.
Fire Marshal Wade submitted his report dated July 6, 1970 on ���
his investigation of the properties in question.
In answer to a question from Clemens Roskoski, 3295 South Market St.
Fire Marshal Wade advised that weeds will be abated by burning as
no one in.Redding has a license.to use spray for this purpose.
Mrs. Leonard A.bles, owner of property in the Howard Subdivision
appeared before Council stating that her property is free of weeds.
Mr. Wade assured Mrs. A.bles that her property. has been removed
from the list. .
Mrs. J. W. Spence, 1725 .Riviera Drive re.ported that..the owner
of p�ro.perty adjacent to her property has_ attempted to burn his lots
twice and that some of her trees and her house have been singed.

, FA.GA.N DRIVE - Drainage
Councilman Denny reported that he along with Director Public Works
Arness, and County Director of Public Works Curry, had inspected the ���
drainage problem in connection with the petition filed by residents of the

Pioneer Drive-Fagan Drive area. He stated his opinion that it is obvious
the problem has been caused by lack of maintenance of the ditch. He said
that water cannot flow:�in the ditch because of obstructing srnall cottonwood
trees and cattails. He stated he did not feel that the sewer line which was
installed by the City had changed the grade to prevent the flow of water.
He said that little or no effort has been made by the community to keep the
ditch open, and that in some places it is filled with grass and debris
which was dumped there by residents . He concurred with the statement
of Director of Public Works 'Arriess that if the ditch were maintained
in the condition it was in when city construction was completed as is
apparent in photos, there would be no problem of a satisfactbry flow
of water through the ditch.
City A.ttorney Murphy advised that the ditch is on private property; that
part of it is over the city easement which is underground and bears no
responsibility for surface conditions.
Mr. Charles Fagan, 5709 Fagan.Drive stated that no one ha,s said anything
that isn't true. However, he said the area had never flooded before the
sewer line was installed and that it has been flooded every year since the
sewer line construction. He said it had been a slough 50' to 75' wide
previously. He advised that he expects to go to Court to determine who
is responsible for maintenance and that he expects damages when he finds
out. He thanked Council for their time. '
TWIN VIEW ANNEX NO. 3
In a memo dated July 3, 1970, Planning Director Harris advised that
the Economic Development Corporation and other adjacent property
owners have expressed interest in annexation of their properties to the
City of Redding. The owners of Peterson Tractor Co. have raised several
questions which they feel should be cleared up before proceeding with
annexation of their property. These items are:
l . The sewer line be extended so that their facilities can be
connected.
��� �� 2. A. water line be extended from the Industrial Park to serve
the Baker and Mt. Lassen Machinery properties. This would
.1��%�? __ 'end : the present Baker water service which is riow provided
from the Peterson property.
3. A.cquire necessary easements for utilities where none exist
� at present.
Mr. Harris reviewed the items . He requested that the Council consider
the points raised by the Peterson Tractor Company, and if the Council
concurs that these items should be corrected, he suggested that the staff
be authorized to address a letter of intent to the property owner . He
further recommended that the Council approve the annexation proceedings.
MOTION: Made by Councilman A.nderson, seconded by Councilman Denny
authorizing the Mayor to sign a letter of intent to the property owner
outlining the work which is contemplated in the Twin View A.nnexation
1\To. ..3 , and approving the annexation proceeding and authorizing the staff
to assist the property owners in preparing the formal application to LAFCO,

REDDING MUNICIPAL A.IRPORT - Wanderlust Recreational Vehicles
Airports Manager McCall submitted the recommendation of the A.irports
Commission that Wanderlust Recreational Vehicles , a division of Harold
5haw Industries, be granted a lease of the A.ero Union Building and
��5� 9, 590 square feet of land at Redding Municipal :A.irport for the manufacture
��� of Wanderlust Tent Trailers as outlined in his memo dated July 3, 1970,
which is incorporated herein by reference.
City A.ttorney Murphy stated that because the lessees are ar�ious to occupy
the building as soon as possible , they request approval of occupancy on a
month to month basis pending the preparation of a lease.

' Councilman A.nderson stated that $150 .00 per month income, which
includes $14. 50 amortization of capital outl.ay, is not very much in
, view of bhe $800. 00 outlay for capital improvement for sanitary facilities .
Councilman Chatfield suggested the $800 . 00 should be amortized over the
first year.
Mr. Shaw advised that the sanitary facilitie s would not be required by the
State until employees are hired. . He advised that one of hi�s partners is a
licensed-contra.ctor , -and he requested the option of installing the sanitary _
facilities himself when employees are hired.

MOUNTA.IN LAKE INDUSTRIAL PA.RK - Sewer & Water Facilities
- Director of Public Works Axness submitted a recommendation dated
July 2, 1970, that.the sewer and water facilities in the Mountain Lake
Industrial Par.k be accepted for maintenance and operation. He advised
that the�Contractor on this project, J. F. 5hea Co. , has satisfactorily
completed the construction and installation of all improvements within
this industrial park. The Shasta County. Supervisors accepted the -
�� ; improvements at their Board Meeting of June 29 . Sinc.e this industrial
park is situated wholly within the Buckeye service area for water and the
Twinview Sewer Assessment District, the City Department of Public
Works had the jurisdiction over the installation of the facilities. Tliese
lines were inspected during their iristallation and all tests were completed
a s of June 2 6.
MOTION: Made by Councilman Denny, seconded by Councilman Fulton
that the sewer and water facilities in the Mountain Lake Industrial Park
be accepted for maintenance and operation. The Vote: Unanimous Ayes
SOUTH STREET - Temporary Closure
By memo dated July 2, 1970 , Carl A.rness advised that the Department of
Public Works will close South Street to through traffic between East Street
and A.thens A.venue for approximately two to three weeks beginning about

��5 a st rm drain in the block between Continental and Garden Streets; (2) To
perform scheduled street work between East Street and Canal Drive; .
(3) To conduct traffic �tudies aimed at determining the pattern and amount
of traffic using alternate routes when South Street is unavailable .

FtEPORT - Generes vs . Intermountain Cattle Corp. & City of Redding
City Attorney Murphy reported on the trial which commenceel June 23,
concerning Helen Faye Generes vs . Intermountain Cattle Corporation
and the City of Redding. The Court, in its memorandum of opinion, gave
judgment for the defendant City of Redding, with its costs; and gave ��� �
judgment against defendant Intermountain Cattle Corporation for the
plaintiff in the sum of $250.00 plus a permanent injunction against the
concentration and discharge of further water onto plaintiff's property.
TEMPORA.RY WA.TER SERVICE - Buckeye Area
City Attorney Murphy submitted a Contract for Temporary Water Service
to the Buckeye area. He explained that this contract is necessary because
the permanent contract has not yet been finalized.
Vice Mayor Chatfield declared this an urgency item. f/� /
MOTION: Made by Councilman Denny, seconded by Councilman Anderson
approving the contract with the United 5tates Department of the Interior,
Bureau of Reclamation for Temporary Water Service to the .Buckeye area,
