The Pledge of A.11egiance to the Flag was led by Finance Director and
Personnel Director Courtney.
Pastor Robert Balsley of the First Baptist Church offered the invocation.
The meeting was called to order at 7:00 P. M. by Mayor Moty with the
following Councilmen present: Anderson, Chatfield, Denny, Fulton, and
M oty.
� A.lso present were City Manager Cowden, City Attorney Murphy, Finance
Director and Personnel Director Courtney, Public Works Director Arness,
Planning Director Harris , Assistant City Engineer Lang, Airports Manager
McCall, Traffic Engineer Hamilton, Sewer Superintendent King, Sewage '
Tr.eatxrient Plant Superintendent Hiler , Parks Superintendent Blaser, and
City Clerk Brayton.
A.PPROVA.L OF MINUTES
, MOTION: Made by Councilman Fulton, seconded by Councilman Anderson
approving the minutes of the regular meeting of June 1 , 1970, as mailed
to each Councilman. The Vote: Unanimous A.yes
C OMMUNI CA.TIONS
Redding Junior Chamber of Commerce
In a letter to Council dated June 4, 1970, the Redding Junior
Chamber of Commerce submitted plans for the Fourth of July
Celebration at Lake Redding Park. The events include boat ���
races, games, various contests, the fireworks display, and
the sale of beer .
� MOTION: Made by Councilman Denny, seconded by Councilman
Chatfield approving the request of the Redding Junior Chamber
of Commerce re the Fourth of July Celebration, subject to the
usual insurance requirements . The Vote: Unanimous A.yes
A.sphalt Cowboys ,
In a letter to City Manager Cowden dated June 2 , 1970, the
A.sphalt Cowboys expressed appreciation for the City's help
and cooperation during Rodeo Week 1970. Reference was also 7i��
made to City Hall decorations and costumes which won a trophy
for the Employ ees' A.ssociation. Mayor Moty also expressed his
thanks to�the City employees for the decorations and costumes .
State Division of Hi�hways �
A. communication from the State Division of Highways re � ��
National Highwa�r Functional Clas sification and Needs Study
(1970-1990) was referred to the Director of Public Works and ra�y �
Streets and Highways Council Members for their recomrnenda-
tion as to how the City can cooperate in this study.
Glenn G. Litteer
MOTION: Made by Councilman Chatfield, seconded by Councilman �
A.nderson approving the request of Glenn G. Litteer for permission i� .
. to operate a security patrol service under the name Mark IV Security
A.gency. The Vote: Unanimous Ayes
Mayor Moty questioned the adequacy of the $5, 000. bond required by
the Code for this type of business, and said he will pursue this
matter further.

A.ppeal of Use Permit UP-33-70
A. letter and petition appealing the decision of the Planning
Commission re the issuance of a use permit for an on-sale
beer and wine establishment at West Street and Linden A.venue
��� was received on June 15 , 1970.
MOTION: Made by Councilman A.nderson, seconded by
Councilman Chatfield that a public hearing be set for 7:30
P.M. , July 6, 1970 re appeal of Use Permit UP-33-70.
The Vote: Unanimous A.yes
City of Los Angele s
In a letter to Council dated July 11, 1970, Mayor Yorty
advised that the Law Enforcement Explorer Post, accom-
-� -� panied by Los Angeles police officers will be in Redding on
��`�' Tuesday, June 23rd, enroute to Vancouver, Canada.
Mayor Moty requested that any people who come in contact with
this group to extend to them any courte�sie's they can.

Chatfield that A.ccounts Payable Register No. 24, warrant nos. 9356
to 962g, inclusive, in the amount of $145 ,375.54 be approved and paid,

clusive, salaries in the amount of $84,027. 57 for the period May 24, 1970

A.WA.RD OF BID - Liquid Chlorine
MOTION: Made by Councilman A.nderson, seconded by Councilman
Chatfield approving the recommendation of the Purchasing Director
that Bid Schedule No. 549 for Liquid Chlorine be awarded to Georgia-
� Pacific, Tops Chemical Division, on their low bid.

REZONING A.PPLICA.TION RZ-2-70
A.t the June lst meeting of Council there was some discussion as to the
owner's continued interest in rezoning the property described in RZ-2-70.
Mr. Harris reported that a letter has been received from George Farley, �'���
the owner of the property, reaffirming his request for rezoning of said
property, regardless of the consummation of his proposed sale to Dr.
Oler, et al and regardless of the contemplated development of Dr. Oler,
et al.
Councilman A.nderson offered Ordinance No. 1030 for first reading,
an ordinance of the City Council of the City of Redding amending Section
30-3 of the Redding City Code, 1959, as amended, relating to the re-
zoning of certain real property in the City of Redding. (RZ-2-?0).
REDDING MUNICIPAL AIRPORT - Standard Oil A.greement
In a memo to Council dated May 15 , 1970, A.irp.orts Manager McCall
submitted the recommendation of the A.irports Commission that Council
approve installation of jet fuel storage facilities at Redding- Municipal ���
A.irport by Standard Oil Cornpany. In this regard the City has been
requested to furnish the following at an estimated cost to the City of
$3,400:
j 7/lOth acre site to be leased by Standard Oil
Clear and grade site
Construct access road from Airport Road to site
Fill water tank when required for wash down of area
Mayor Moty stated that the Ways and Means Committee had discussed
this matter with Finance Director Courtney and Public Works Director
Arness and recoxnxnend expenditure of the' $3,400.
MOTION: Made by Councilman A.nderson, seconded by Councilman Denny
approving the recommendation of the A.irports Commission and authorizing
the Mayor to sign the A.irport Ground Lease A.greement between the City
and Standard Oil Company: The Vote: Unanimous Ayes
PIONEER-FA.GAN DRIVE A.REA. - Drainage Petition
In a memo to Council dated June 12, 1970, Public Works Director Arness
replied to the petition filed by residents of the Pioneer Drive-Fagan Drive
� area, which petition asserts that during the course of constructing the
trunk line to the Clear Creek 5ewage Plant, the drainage facilities were ����
improperly constructed and/or provided and has resulted in damage to
private property. Mr. Arness said that, in sumxYiary, it is his contention,
and that of the firm of Clair A.. Hill and Associates , that the contractor
performed work in the area in conformance with the plans and specifications
and returned this area to as good or better condition than it was before
work commenced. The maintenance of drainage facilities which existed
before construction and subsequent to construction is the direct responsi-
bility of the property owners .
Don Wengler, an employee of Clair A . Hill & A.ssociates and Chief
Inspector of the trunk line project, submitted photographs taken prior
to construction of the trunk line in which the drainage ditch could not be
discerned because of tall growth of tules and blackberry bushes. Photo-
graphs taken today were also submitted and indicate that the heavy growth
�f tules and blackberry bushes still exist. Mr . Arness said that the
heavy growth in the drainage ditch blocks the water and does not allow it
to flow freely in the ditch.
' In answer to Councilman Denny's que stion a s to whether the c on struction
of the trunk line altered the grade thus affecting drainage, Public Works
Director Arness said that in his opinion it did not.

Mr. Fagan of 5709 Fagan Drive agreed that some of the statements
made tonight are true re the heavy gro�vth of tules and bTackberries
but added that prior'to the 'installation of the tru.nk line the drainage �
ditch was from 30' to 75' wide and that th'e contractor left approxi-
mately 10' of fill which has sloughed off into the ditch until there is
hardly any ditch remaining. Mr. Fagan said that the Clair A , Hill
firm was going to clear out the ditch but their equipment got stuck
and they left.
It was agreed that this matter would be tabled pending an inspection
of the site by Councilrnan Denny, Public Works Director A.rness ,
a representative of the County Department of Public Works, and Mr.
Fagan, and a report back to Council.
AWARD OF BID - Storm Drains
MOTION: Made by Councilman Denny, seconded by Councilman
A.nderson approving the recommendation of the Department of Public
Works that Bid Schedule No. 552, Court Street 5torm Drain, South
, . Street Storm Drain, and Pumphouse No. 1 Storm Drain Bypass , be
`'� �''' awarded to C. L. Fogle, Inc. , on their low bid of $27,438. 35.

A.WARD OF BID - Removal of Substandard Structures
MOTION: Made by Councilman Chatfield, seconded by Councilman
Fulton approving the recommendation of the Department of Public
Works that Bid Schedule No. 5'51 for removal of unsafe and dilapidated
.�'�-� buildings and structures at various locations within the Gity, be awarded
to B. C. Foster, Inc. , on their low bid of $2,450.00.

Chatfield approving the recommendation of the Department of Public
Works that Bid Schedule No. 547, construction of underground utilities
��� along west side of Palisades Avenue, Intersection of Hilltop Drive and
East Palisades A.venue, and north side of Highway 44 on Hilltop Drive,
be awarded to Northern Industrial Electric of Redding on their low bid
of $5 ,822. 11 .

AWA.RD OF BID - Rock and Mineral Products
Public Works Director Arness submitted the analysis and recommenda-
tion of Bid Schedule No. 548 for rock and mineral products which states
it is the recommendation of the Department of Public Works that:
Items 1, 2, 5, 6, 7, 9, 10, and 11 be awarded to Morgan Paving
Materials Company, Redding
��,� Items 3, 4, and 8 be awarded to J. F. Shea Company, Inc.
Item 12 to be determined by a toss of a coin , inasmuch as
identical bids were submitted by Oaks Sand and Gravel and
Redding Transit Mix
Redding Transit Mix won in the toss of the coin.

A.nderson that Bid Schedule No. 548 for rock and mineral products
be awarded to Morgan Paving Materials Company, J. F. Shea Company,

Parking Area at Redding Municipal Airport, Bid Schedule No. 545,
as being completed satisfactorily, and instructing the City Clerk to
file the Notice of Completion. The Vote: Unanimous Ayes

In a memo to Council dated June 12, 1970, Public Works Director
submitted a progress report showing the steps required to comply '

Fulton approving the recommendation of the Director of Public Works

A.WA.RD OF BID - Installation of Starter Motors at Pumphouse No. 1
Public Works Director Arness submitted the analysis and recommendation
of bids for installation of starter motors at Pumphouse No. 1 , Bid Schedule
No. 550, which states it is the recommendation of the Department of Public
, Works that the contract be awarded to Northern Industrial Electric, the ,�%�

Kit.e, and authorizing the City Manager to sign said document on behalf

ORDINA.NCE - re qualifications for operators of public vehicles for hire
Councilman Denny offered Ordinance No. 1031 for first reading, an
� ��/� ordinance of the City Council of the City of Redding amending the Redding
City Code, 1959, as amended, by repealing Se ction 28-9 and substituting
therefor a new Section 28-9, pertaining to qualifications for operators of
public vehicles for hire.

City A.ttorney Murphy reported that 31 acres of land in the Sulphur
�`_��j Creek area have been conveyed to the City •of Redding by the Bureau of
Land Management, to be used for organizational purposes for the`Camp

TURTLE BA.Y - Open Space Grant - Calif. OSA-304
City Attorney Murphy reported that he has been advised by HUD that
���� the City's application for a grant for Benton Parcel F (Calif. OSA-304)
has been approved in an amount of $13,640.45 . �.-
RESOLUTION - Legislatiori
MOTION: Made by Councilrnan Chatfield, seconded by Councilman
Fulton that Resolution No. 4323 be adopted, a resolution of the City�
�i j� Council of the City of Redding urging that no legislation be adopted
which would amend A.rticle XXVI of the California Constitution.

the abatement thereof.

Councilman Fulton requested staff to check into the operations of� a ne'w
business on North Market Street called "The Barking Arrow" to determine

that it is complying with the Building Code 'and other requirements of the
City. City Manager Cowden said he would have staff investigate the matter.
EXECUTIVE SESSION
Councilman Chatfield requested that the Mayor call an Executive Session
for the purpose of discussing the position of City Manager.
Mayor Moty declared this an urgency item.
