Finn.
The meeting was called to order at 7:05 P.M. by Mayor Moty with the
following Councilmen presen.t: Anderson, Chatfield, Fulton, and Moty.
Absent: Councilman Denny
A.lso present were City Manager Cowden, Assistant City Manager and
Purchasing Director Brickwood, City Attorney Murphy, Public Works
Director A.rness , Planning Director Harris , Finance Director and
Personnel Director Courtney, Parks Superintendent Blaser, Sanitation
Superintendent Townsend, and City Clerk Brayton.
APPROVA.L OF MINUTES
MOTION: Made by Councilman A.nderson, seconded by Councilman
Fulton approving the minutes of the regular meeting of April 20, 1970
and the adjourned regular meeting of April 21 , 1970 . The Vote:

RESIGNATION OF CITY MANAGER
Mayor Moty announced that there was an emergency item to be taken up
at this tixne and called on City Manager Cowden.
Mr. Cowden requested that the City Clerk read the following letter into
the record:

Subject: Resignation of R. W. Cowden as City Manager, City
of Redding, California, effective September 1 , 1970
I am availing myself of this means and this occasion to officially
announce to the City Council that I herewith tender my resignation
as City Manager of the City of Redding effective September 1 , 1970.
A.s most of you know, I will have completed 15 years of service as
City Manager on June 17 of this year and after considerable thought
and study, I have decided to resign effective Septernber 1 , 1970 for
personal reasons.
� A.ccordingly, if possible , I would like to keep the September 1 , 1970
j j resignation date, although if Council has not been able to recruit a
suitable replacement by that date or the person selected for one
reason or another cannot report for work by September 1 , 1970,
I will, should Council desire me to do so, remain on the job for a
reasonable length of time after that date to handle the duties of
City Manager until my replacement arrives for work and/or to
partially, at least, acquaint him with the many projects of the
City and their current status .
My nearly 15 years of service as City Ma.nager have been enjoyable
ones and it has been my pleasure to participate in many programs
and projects in our mutual endeavor to build a bigger and better
Redding.
At the present time, my future plans are uncertain. The only
thing I am completely sure of is that my wife , Grace, and I will
take an extended vacation, since neither of us have had a vacation
for three long years. A.fter that, I may decide to retire from
public service, accept employment elsewhere in the public service,
return to work in the private sector, or enter the municipal con-
sulting bu sine s s.

Mayor Moty read his statement as follows:
� It came as a complete surprise and even shock to receive Mr.
� Cowden's resignation today as City Manager, effective September
' 1 , 1970. I am sure I speak for the other members of the Council
when I say that it came as a complete surprise and shock to them
als o.
Mr . Cowden has been an outstanding City Manager for the City
of Redding for fifteen years . During his management Redding
has grown successfully from a village to a City. The ability of
our City Government to respond to this growth with a steady
improvement in the quality of our utilities and services, and
without any increase in tax rates , is due in no small part to the
efficiency of his administration,
Mr. Cowden has recruited and selected a group of highly pro-
fessional department heads, of which a city much larger than
' Redding could be very proud. This is a further testimonial of
Mr . Cowden's contribution to our City.
Bob, during your years of service you have from time to time
disagreed with the. Council. No one would expect a strong and
able man such as yourself to be a "Yes" man. I am sure that all
members of the present Council share my view that these differing
opinions have never affected the quality of your skills as a Manager
and as an Administrator.
I note that in your letter of resignation you are resigning for
personal reasons, and it would be totally inappropriate for Council
to inquire into such reasons, but I know that I speak for all when I
say that I am pleased to observe that your decision has not been
made because of any present disagreements with the Council.
' I am confident that if you decide to go into the field of municipal
� consulting you will have an abundance of clients that will wish to
! avail themselves of your knowledge and ability, and that the future
is bright for you.
It is in keeping with the history of your fine service to the City
that you have provided the Council with four months advance
notice of your decision. This will give us adequate time to obtain
a qualified successor , something that will be a�difficult task in
your case, and I know that I speak for all of us in thanking you for
your thoughtfulness, and years of dedicated service to the City of
Redding.
Other members of Council e�ressed their thanks to Mr. Cowden for
his dedicated service, and their regret at his decision to resign.

, Fulton approving the request of the Senior Citizens of Shasta County, ��
Inc. , for a Proclamation - Senior Citizens Month in Redding, May, ���
1970, and authorizing the Mayor to sign same. The Vote: Unanimous

recorrunend guidelines for Council to be used in recruitment of a successor
to Mr. Cowden.

Fulton approving the requests of Redding Springs VFW 7169 and
�'�� Auxiliary, VFW 1934 and A.uxiliary, and the American L-egion
A.uxiliary for permis sion to sell poppie s in Redding on May 22
and 23, 1970. The Vote: Unanimous A.yes
State Division of Hi�hways
A communication was received from the State Division of Highways
���3 advising Council that a Public Hearing has been scheduled for
Wednesday, May 27, 1970, at 2 p.m. to discuss the proposed re-
i �:3 location of a portion of State Highway Route 273 in Redding, from
Market.Street to California Street in order to carry southbound
traffic around the proposed Redding Pedestrian Mall.
A.GREEMENT - re Catering Service for Civic Auditorium
A.ssistant City Manager Brickwood submitted for Council approval a
negotiated agreement with Wesley 5. Kato, Gourmet Catering, for
catering services at the Civic A.uditorium. The negotiated agreement
resulted in higher percentages to be paid to the City on the food item
`�c�-� than was proposed in the original bid.
Mrs. Paulsen and Mrs . Blue of the Beta Sigma Phi Sorority appeared
before Council and spoke glowingly with respect to a banquet catered at
the Civic A.uditorium on Friday, May lst by Gourmet Catering.
A.uditorium Manager Finn also spoke very favorably about the fine
reputation enjoyed by Gourmet Catering.
MOTION: Made by Councilman Chatfield, seconded by Councilman
Anderson approving,the A.greement with Wesley S. Kato, dba Gourmet
Catering, and authorizing the Mayor to sign said A.greement on behalf
of the City. The Vote: Unanimous A.yes
COMMUNICA.TIONS - continued
Redding Breakfast Lions Club
MOTION: Made by Councilman Fulton, seconded by Councilman
,��� Chatfield approving the request of the Redding Breakfast Lions
Club to sell beer at the Sheriff's Possee Rodeo Ground for the
annual Rodeo scheduled to take place on May 22 and 23, 1970.
The Vote: Unanimous A.yes
Shasta-Trinity Employees A.ssociation
MOT`ION: Made by Councilman A.nderson, seconded by Councilman
��� Fulton approving the request of the Shasta-Trinity Employees
A.ssociation re_ a permit to purchase beer for use at their annual
spring picnic to be held at Lake Redding Park on May 16th. The
Vote: Unanimous Ayes
Reddin� Chamber of Commerce - A.dvertising Committee
A. communication was received from Jack Cain, Chairman of the
����,� A.dvertising Committee of the Redding Chamber of Commerce
regarding the present status of the promotional program for the
City of Redding.
Councilman Chatfield reported that at his request the City Clerk
had informed Mr. Cain that Council had approved the extension
of the Freeway Sign Contracts for an additional year and that no
further decisions regarding the promotional program would be
made until the budget se ssions . Councilman Chatfield requested
the City Clerk to research the files and send him all pertinent
information regarding the promotional program.

The hour of 7:30 P.M. having arrived, Mayor Moty opened the
I Public Hearing on Rezoning A.pplication RZ-1-70.

Planning Con�iission Recommendation dated May l , 1970
The City Clerk advised Council that no written protests had been
received, and the Ma.yor ascertained that there were no protests
from the floor.
Planning Director Harris reviewed the recommendation of the
Planning Coxnmission, as contained in a merno to Council dated
May 1 , 1970, said document being made a part of these minutes
� by reference . The area under consideration is located west of
�i Lake Boulevard and south of Quartz Hill Road in the vicinity of
, Bishop and Haley Lanes . The application was submitted by
Robert Pishop and several other adjacent property owners,
requesting a change in zoning from Rl-B20 Single Family District
with minimum lot size of 20, 000 square feet to the R1-ST-B20 Single
Family District permittin�; a mobilehome on an individual lot.
It is the recommendation of the Planning Commission and staff
that Council approve the requested change in zoning to allow
mobilehomes within this area.
MOTION: Made by Councilman Fulton, seconded by Councilman

A comrnunication was received from the Redding Redevelopment
A.gency, dated A.pril 27, 1970, re participation in Midtown Project `t� G'�
No. 1 by Pay Less Drug Stores, Northwest, Inc.
Mayor Moty noted that a meeting has been scheduled for May llth
at which time the items contained in this letter will be discussed.

was referred to the Traffic and Parking Commission for review
and report back to Council.
Local Agency Formation Commission
, Mayor Moty will meet with the Mayor of Anderson re appointing
a new member to serve on the Local Agency Formation Commission �'S'J
as requested in their letter of April 15th.
Citizens Committee for Kennedy
MOTION: Made by Councilman Chatfield, seconded by Councilman
Anderson approving the request of the Citizens Committee for
Kennedy for permission to sell beer at a Political Rally in Lake ����
Redding Park on May 17th. The Vote: Unanimous Ayes

City Council of the City of Redding establishing a loading zone in
front of the main entrance to Heritage Plaza, on the northwesterly
side of Delta Street.

Council of the City of Redding establishing speed limits on the streets
located in City parks and ordering the installation of appropriate signs

MOTION: Made by Councilman Fulton, seconded by Councilman
Chatfield that Resolution No. 4303 be adopted, a resolution of the
City Council of the City of Redding urging the cooperation of all
persons involved in Midtown Project No. 1 in an Affirmative A.ction :�� �

CATV FRA.NCHISE - Finer Living, Inc.
Councilman Chatfield abstained from discussion and voting on this
it em.
Councilman Anderson reviewed the recommendation of the Council
Committee re the proposal of Finer Living, Inc. , as to amendment
of CA.TV Franchise, as contained in a memo to Council dated April
27 , 1970. The Committee recommends that Council authorize the
submission of a new counter offer to Finer Living, Inc. , substantially
in the following terms:
That the franchise be arnended as follows, f�� =;
(1) For a period of five year s , starting November 1 , 1969 and
ending October 31, 19749 the franchise fee payments be
increased to 3. 5°�0 of the gross annual in-city income of
Finer Living, Inc.
(2) For the same period the basic customer rate for underground
service be authorized to be increased from $5. 00 to $6 . 50
� pe r month.
(3) Prior to the expiration of this five year period, the City andthe
franchisee negotiate a new franchise rate and an underground
service rate with the intention that both be established at rates
return equal to those generally prevailing in comparable commun-
ities as such exi.st at the time of such negotiations .
MOTION: Made by Councilman A.nderson, seconded by Councilman Fulton

Inc. , as outlined heretofore. The Vote: Unanimous A.yes with Councilman

City Attorney Murphy subxnitted the Report of the Board of A.ppeals of
the City of Redding, pursuant to Section 15-28 of the Redding City Code,
which report states that it is the unanimous finding of the Board of
A.ppeals that good and sufficient cause does not exist why the buildings
or structures located at 3524 West Street i.n the City of Redding should

Council of the City of Redding approving the report and findings of the
Board of Appeals and ordering the abatement, by removal or repair,

The City Clerk advised Council that no written protests had been

Planning Director Harris reviewed the recommendation of the
Planning Corrunission as set forth in a memo to Council dated
May 1 , 1970. In essence, it is recommended that the following
revisions be made: 1) That review of architectural and land-
scape drawings be made by the Board of A.dministrative Review
in lieu of both the Planning Comrriis sion and City Council, the
latter being too time consuming; 2) That the "PI" District allow
repair of heavy equipment, and 3) Other amendrnents which would
clarify the text.

Councilman Fulton offered Ordinance No. 1029 for first reading,
an ordinance of the City Council of the City of Redding repealing
Section 30-14 of the Redding Cide Code, and substituting therefor
, a new Section 30-14, establishing regulations for a Planned
� Industrial or "PI" District.
' CONSENT TO COMMON EA.SEMENT - Property of C. B. Graves, et al
MOTION: Made by Councilinan A.nderson; seconded by Councilman
Chatfield approving the Consent to Common Easement by City of Redding ,��J

et al, and authorizing the Mayor to sign said document on behalf of the

LEGISLA.TION - re A.B 1622 , SB 763, and A.B 1709
In a memo to Council dated May 4, 1970, City A.ttorney Murphy
recomrnended that Council oppose A.B 1622 - Public Employer-Employee
Relations Mediation, and SB 763 - Conclusive presumption as to heard
trouble for police and firemen under Workmen's Compensation.

Mr. Murphy also called to the attention of Council A.B 1709, State
preemption of CA.TV, pointing out that the bill is obviously another
� invas ion of home rule.
MOTION: Made by Councilman Chatfield, seconded by Councilman
Fulton that Council vigorously oppose A.B 1622 , SB 763, and A.B 1709.
The Vote: Unanimous A.yes
