The meeting was called to order at 7:00 P.M. by Mayor Moty with the
following Council.men present: Anderson, Denny, Fulton, and Moty.

MOTION: Made by Councilman Anderson, seconded by Councilman
Fulton approving the minutes of the regular meeting of A.pril 6, 1970,

COMMUNICA.TIONS
Eel River Water Council
With the approval of Council, Mayor Moty tabled action on ���
the communication from the Eel River Water Council, re
membership in that organization, until budget sessions.
Shasta County Legal Aid Society
� A. communication was received from the Shasta County Legal
� A.id Society expressing gratitude to the City for its use of the �./J�
ICivic Auditorium for a fund raising reception on A.pril 3, 1970.
Redding Softball League
In a letter to Council dated A.pril 15 , 1970, the Redding Softball
League submitted a proposal for improvement of the Redding
Softball Park. Mr. Dennis Sap, President of the League, re-
ported that the total cost of the project is estimated at $5 , 050.
The League is proposing to donate $3,400. of the amount and ���%
requests the City to contribute approximately $1 ,650 for material
and labor for area preparation. T`his proposal has the approval
of the Parks and Recreation Commission, the Public Works
Department, and the Ways and Means Committee. The City's
share will require no transfer of funds .
MOTION: Made by Councilman A.nderson, seconded by Council-
; man Denny approving the proposal for improvement of the Redding
i Softball Park as submitted by the Redding Softball League. The

Brotherhood of Railway, Airline and Steamship Clerks
� A. communication was received from the California State Legis-
' lative Comrriittee of the Brotherhood of Railway, Airline and
Steamship Clerks pertaining to the petition of the Southern Pacific
to the I. C. C. L-o change service on the Cascade, Trains 11- 12 i��
from daily to tri-weekly from San Francisco-Oakland to Portland.
It was ascertained that Shasta County Board of Supervisors has
adopted a resolution opposing such change .
Ma.yor Moty suggested that Council adopt a resolution opposing
further curtailment of such passenger rail service .

RESOLUTION

Councilman Denny that Resolution No. 4290 be adopted,
a resolution of the City Council of the City of Redding
opposing the petition of Southern Pacific Railroad for
authority of the I. C. C. to reduce service on the Cascade ,
Trains 11-12, from San Francisco-Oakland to Portland.

� REZONING A.PPLICA.TION RZ-13-69
Planning Director Harris submitted the recommendation of the Planning
Commission concerning parcels included in Rezoning A.pplication
RZ-13-69 which had been referred back to the Commission by Council
following the public hearing held on A.pril 6 , 1970. The Commis sion re- %`�`�
considered the zoning of these parcels and voted to amend their original
recommendation for such parcels from R-1 to R-3-15 as requested by
the property owner.
MOTION: Made by Councilman Denny, seconded by Councilman
A.nderson approving the revised zoning as recorr�nended by the
, Planning Commission and instructing the City A.ttorney to prepare
the necessary ordinance for first reading at the next Council meeting.

CIVIC A.UDITORIUM LA.NDSCA.PING
Planning Director Harris reported that staff was successful in its
negotiations with the low bidder on the landscaping project and a
contract has been entered into with Watkins-Sibbald. The total ���J�
project price is $156,569.25 , of which $12, 003. is force-account
work to be accomplished by the contractors . It is anticipated that
the contract will be completed by mid-July.

� RESOLUTION - Ratifying A.ction Taken by Council re Landscaping Bid
MOTION: Made by Councilman Denny, seconded by Councilman
A.nderson that Resolution No. 4297 be adopted, a resolution of the City
Council of the City of Redding ratifying prior Council action declaring
that the landscaping project for the Auditorium can be performed more
economically by day labor and the materials or supplies furnished at
a lower price in the open market, and authorizing the negotiation of a
contract with the lowest or next to lowest of the rejected bidders .

LA.KE REDDING AND CA.LDWELL PA.RKS
Police Chief Whitmer appeared before Council to clarify the position
of the Police Department regarding the use of Lake Redding and Cald-
well Park facilities . There has been recent publicity regarding the
shutting off of power in the parks by the City, thus depriving musical
groups of the use of amplifiers, etc.
Chief Whitmer said it is not the intent of his Department to restrict
the use of the parks but to insure that families and other organizations
can enjoy the facilities jointly with such musi^al groups. He referred
to complaints of residents in the area regarding the loud volurrie of
music, the profanity, the use of alcoholic beverages by minors, and
the litter and vandalism in the parks.
Police and City officials are exploring measures to arrive at a
,,��� reasonable solution. Other cities are bei ng contacted, and it is the
s'� intent of the City to formulate loca]. .ordinances which will avoid
problems or misunderstandings . In the interim, electrical power
in the park will be available without restriction from 1:00 P.M.
until 6:00 P.M. daily. A.t other hours, electrical power may be
requested through the Director of Parks .
Mayor Moty suggested that Chief Whitmer involve the Parks and
Recreation Coxninission in working towards a reasonable solution.
Paul Christensen, a citizen in the audience commented regarding
the use of the parks by musical groups and asked if Commission
meetings are open to the public. He was advised that they. were and
the Mayor suggested that he contact the City Clerk regarding the
time and place of Parks and Recreation Commission meetings. Mr.
Christensen complained that portions of the parks are being watered
on Sunday afternoons . He was advised that this was caused by defective
time clocks and would be corrected as soon as possible.
LAKE REDDING PARK
Parks Superiritendent Blaser submitted the recommendation of the
Parks and Recreation Commission that Council approve the request
of the Columbia Playground Organization re the use of Lake Redding.
Park for a barbecue fund raising event on June 20. Beer will be
sold at this event. Mayor Moty also recommended approval of this
�'� request and urged the citizens of Redding to attend the barbecue . The
�' proceeds are to be used to purchase badly needed equipment for the
Columbia Playground.
MOTION: Made by Councilman Anderson, seconded by Councilman
Fulton approving the request of the Columbia Playground Organization
as outlined above . The Vote: Unanimous A.yes
LAKE REDDING PARK
On April 9th the City Clerk received the recommendation of the Parks
and Recreation Commission that Council approve the request of the
Brown for Senator Committee for the use of Lake Redding Park on
April 19th for a political rally and for permission to sell beer. Council
�,���� was polled by telephone regarding this matter and all members indicated
app r ova 1.
MOTION: Made by Councilman Denny, seconded by Councilman Fulton
to ratify the action taken by Council in a telephone poll approving the
request as outlined above. The Vote: Unanimous A.yes

TRA.FFIC A.ND PARKING COMMISSION RECOMMENDA TIONS
Traffic Engineer Hamilton submitted recommend�ations of the
Traffic and Parking Commission re speed limits in City parks
and re a loading zone at Heritage Plaza.
MOTION: Made by Councilman A.nderson, seconded by Councilman
Denny approving the establishment of a prima facie 15 mph speed
limit in all City parks, with the exception of Rio .Drive in Caldwell ���/;/
� Park from its eastern terminus at Del Mar A.venue to the entrance
' to the boat launching facility, where a prima facie limit of 25 mph
shall apply, and instructing the City Attorney to prepare the
necessary document. The Vote: Unanimous Ayes
MOTION: Made by Councilman Anderson, seconded by Councilman
Denny approving the establishment of a 60 ft. yellow loading zone in ��..�`f
front of the main entrance to Heritage Plaze, on the northwesterly
side of Delta Street from 25? ft. to 317 ft, southwesterly from the
south curb line of Del Mar Avenue , and instructing the City Attorney
to prepare the necessary document. The Vote: Unanimous Ayes
REDDING MUNICIPA.L A.IRPORT
Airports Manager McCall requested permission for the Department
of Public Works to call for bids for construction of additional general
aviation parking area at the Municipal Airport. This project is funded
50% by the 5tate of California Airport A.ssistance Funds and 50% by the � /,�
City, for a total budgeted figure of $13, 070. In order not to lose the
State Funds, this work must be completed prior to June 30, �1970.
In a discussion of this item, members of Council indicated.that they
feel the tie-down fee schedule should be reviewed.
MOTION: Made by Councilman Denny, seconded by Councilman
A.nderson approving the request for permis sion to call for bids for
, construction of additional general aviation parking area at the
� Municipal Airport. The Vote: Unanimous A.yes

CLEAR CREEI� SEWA.GE TREA.TMENT PLA.NT - Proposed Modifications
In a memo to Council dated A.pril 15th, Public Works Director A.rness
submitted the following recoxnmendations re modifications to the Clear
Creek Sewage Treatment Plant:
l . That City staff immediately transfer 2 aerators from
Pond 3 to Ponds 1 and 2 . ���G
2. That the operation be changed from parallel to series
flow. The change at this time will permit the system
to reach a balance point before the hot sumxner.
3. That staff be authorized to call for bids on a sprinkler
system described by Clair Hill, at an estimated total
cost of $25, 000.
Mr, A.rness submitted comrriunications from Clair A.. Hill & A.ssociates, '
Consulting Engineers , William J. Oswald, Ph.D. , an authority on
algae, and Charles T. Carnahan, Executive 'Officer of the Central Valley
Region, California Regional Water Quality Control Board, regarding the
� recomrriendations , which communications are made a part of these
minutes by reference.
There was considerable discussion regarding the recurring problems
of algae and odor at the Sewage Treatment Plant and the effectiveness
� of the proposed sprinklering and other proposed changes in overcoming
the problems .
Mayor Moty reported that the Ways and Means Committee has reviewed
this request, approves the appropriation, and recommends Council
approval of the proposals .

A.nderson approving the recommendations of the Director of Public
Works re proposed modifications to the Clear Creek Sewage Treatment
Plant. The Vote: Unanimous A.yes
CURB, GUTTER, A.ND SIDEWA.LK PROJECT - Phase V
Public Works Director A.rness submitted a drawing of the Curb, Gutter,
and Sidewalk Project, Phase V. The estimated total construction cost
for this project is $40,800. 'I'he City's share of the project is $7,800. ,
with the property owners' share being $33, 000.

Public Works Director A.rness submitted the Clear Creek Sewage
��� Treatment Plant Report for the month of March, 1970.

Finance Director Courtney submitted a status report dated A.pril
17 , 1970 re Consulting Services - R. W. Beck & A.ssociates. Mr.
Courtney reported that in coruzection with Work Order SS-1400-A.N-AA.S
(A.ssisting City of Redding in negotiating with Pacific Gas and Electric
Company, Shasta Dam Public Utility District, and the United States
Bureau of Reclamation), R. W. Beck has indicated that between $500.
� ��� and $3, 000. additional funds might be required. Council previously
� imposed the requirement that authorization for additional work in
excess of $5, 000. must be expressly approved by the City Council.
MOTION: Made by Councilman A.nderson, seconded by Councilman
Denny that the request for additional funds be denied at this time,
that staff obtain from R. W. Beck & Associates a status. report con-
taining all active work orders and specifically request a definition of
the work performed to date on Work Order SS-1400-A.1V-A.AS and an
explanation of the sort of work which may be required which could
cost as much as $3, 000. The Vote: Unanimous Ayes
RESOLUTION - re TOPICS Program
MOTION: Made by Councilman Anderson, seconded by Councilman
Fulton that Resolution No. 4298 be adopted, a resolution of the City
Council of the City of Redding confirming the nomination of the Public
Works Director of the City of Redding as the Coordinating Agent for
the Federal TOPICS Program for the greater Redding urban area.
