City Council, Special Meeting
Police Dept. & Council Chambers Bldg.
Redding, California
March 30, 1970 8:30 a.m.
The meeting was called to order at 8:30 a.m. by Vice Mayor Chatfield
with the following Councilmen present: Anderson, Denny, Fulton, and
Chatfield. Absent: Mayor Moty
Also present were City Manager Cowden, A.ssistant City Manager and
Purchasing Director Brickwood, City Attorney Murphy, Public Works
Director A.rness, Planning Director Harris, Associate Civil Engineer
Mathis, Parks Superintendent Blaser, and City Clerk Brayton.
AWARD OF BID - Chairs and Tables for use in Civic Auditorium
In a memo to Council dated March 25, 1970, Purchasing Director
Brickwood recommended that Bid Schedule No. 539, chairs and tables
for general purpose use and specifically adaptable for large area dining,
be awarded as follows:

Mr.. Brickwood noted that the total figure is well below the original
budget estimate which was established at $30,000., and said that the
recommendation has been reviewed and approved by the staff and
Council Committee.
MOTION: Made by Councilman Anderson, seconded by Councilman
Denny approving the recommendation of the Purchasing Director
that Bid Schedule No. 539 be awarded as outlined heretofore.
Voting was as follows:
Ayes: Councilmen - Anderson, Denny, Fulton, and Chatfield
Noes: Councilmen - None
Absent: Councilmen - Moty
CIVIC AUDITORIUM LANDSCAPING - Bid Schedule No. 541
In a memo to Council dated March 2.6;, 1970, Planning Director Harris
advised that on Bid Schedule No. 541, Civic Auditorium: Landscaping,
the low bidder was Watkins-Sibbald and Associates in the amount of
$175, 093.40; however, the amount budgeted for this project was
$160,231.00. The Engineer's estimate was $157,499.99. It .is -the
recommendation of the Planning Director and the Project Engineer
that all bids be rejected, and the City Council, by a four-fifths vote,
authorize staff to proceed to accomplish the project by force account
by means of negotiating with the low bidder or next to low bidder, and
if such negotiations prove unavailing, to authorize staff without further
Council action to rebid the project on a reduced quantity basis.
In a discussion of this matter, Mr. Harris said that it will be necessary
to reduce or eliminate some of the items on the original bid schedule
in order to stay within the amount budgeted for this project. He further
stated that staff would reduce the plan in scale if it is necessary to rebid
the project.
MOTION: Made by. Councilman .Denny-, seconded by Councilman Fulton
approving: the recommendation of the Planning Director and the Project
Engineer re rejection of all bids on Bid Schedule No. 541 as outlined
above.
Voting was as follows:
Ayes: Councilmen - Anderson, Denny, Fulton, and Chatfield
Noes: Councilmen - None
Absent: Councilmen - Moty
ADJOURNMENT
There being no further business, at the hour of 8:45 a.m. , on the motion
of Councilman Anderson, seconded by Councilman Denny, the meeting
was adjourned.
