The meeting was called to order by Mayor Moty at 12:30 p.m. with the following Councilmen present: A.nderson, Denny, Fulton, and Moty. A.bsent: Councilman .Chatfield. Also present were A.ssistant City Manager Brickwood, City A.ttorney Murphy, Finance Director and Personnel Director Courtney, Planning Director Harris, A.ssistant City Engineer Lang, Traffic Engineer Hamilton, and City Clerk Brayton. � A.PPROVAL OF CLAIMS AND PAYROLL MOTION: Made by Councilman Anderson, seconded by Councilman Fulton that Special Civic A.uditorium Project Account Register No. 9, warrant no: ,164, in the amount of $1 ,250. 00 be approved and paid; that A.ccounts Payable Register No. 17, warrant nos. 7768 to 7917, inclusive, in the amount of $120, 893. 06 be approved and paid, and that Payroll Register No. 17 , warrant nos . 27924 to 28174, inclusive, �c4 salaries in the amount of $79, 504. 95 for the period February 1 , 1970 through February 14, 1970 be approved. Total $201 ,648. 01 Voting was as follows: A.yes: Councilmen - A.nderson, Denny, Fulton, and Moty Noes: Councilmen - None A.bsent: Councilmen - Chatfield RESOLUTION - re Construction of Filtration Facilities MOTION: Made by Councilman A.nderson, seconded by Councilman Denny that Resolution No. 4276 be adopted, a resolution of the City Council of the City of Redding authorizing the filing with the State Department of Public Health of a feasibility report regarding the con- ��y struction of filtration facilities for the City of. Redding domestic water supply. Voting was as follows: A.yes: Councilmen - Anderson, Denny, Fulton, and Moty Noes: Councilmen - None A.bsent: Councilmen - Chatfield Resolution No. 4276 on file in the office of the City Clerk. A.WARD OF BID - Items of Stage Equipment for Civie Auditorium It is the recommendation of Purchasing Director Brickwood that Bid Schedule No. 537, items of stage equipment for,� the Civic Auditor- ium be awarded to Western Scenic Studios, the only bidder (although invitations to bid were sent to six suppliers) on their bid of $9,714. 30 . It is further recommended that additional materials be purchased for the quoted price of $3, 261 .80, including sales tax, for an aggregate total price of $12 ,976. 10. Mr. Brickwood �said that the additional materials; as set forth in his memo to Council dated February-26th, were recommended by We:stern Scenic Studios , Auditorium 'Consultant ���� Nye Wilson, and Dr. Horace Robertson, Theater. Consultan�t from Eugene, Oregon. MOTION: Made by Councilman Denny, seconded by Councilman Fulton that Bid Schedule No. 537 , and additional materials as set forth in the Purchasing Director's memo to Council dated February 26 , 1970, be awarded to Western Scenic Studios on their total aggregate price of $12,976 . 10. Voting was as follows: Ayes: Councilmen - A.nderson, Denny, Fulton, and Moty Noes� Councilmen - None� � A.bsent: Councilmen - Chatfield � � 30 RESOLUTION - re Election Officers, etc. MOTION: Made by Councilman Fulton, seconded by Councilman Denny that Resolution No. 4277 be adopted, a resolution of the City Council of the City of Redding appointing election officers and fixing compensation for said election officers and designating polling places � for each election precinct and designating consolidation of election ,��1 precincts for the General Municipal Election to be held in the City of Redding on Tuesday, A.pril 14, 1970. Voting was as follows: Ayes: Councilmen - A.nderson, Denny, Fulton, and Moty Noes: Councilmen - None Absent: Councilmen - Chatfield Resolution No. 4277 on file in the office of the City Clerk. RESOLU TION - re A.gape, Inc. MOTION: Made by Councilman Anderson, seconded by Councilman Denny that Resolution No. 4278 be adopted, a resolution of the City Council of the City of Redding endorsing the proposed program of A.gape, Inc . to be established in the City of Redding for the benefit of the youth of the City of Redding and the County of Shasta. ��`� Voting was as follows: A.yes: Councilmen - A.nderson, Denny, Fulton, and Moty Noes: Councilmen - None Absent: Councilmen - Chatfield Resolution No. 4278 on file in the office of the City Clerk. RESOLUTION - re A.lternative Route for portion of State Highway 273 _ MOTION: Made by Councilman Denny, seconded by Councilman Fulton that Resolution No. 4279 be adopted, a resolution of the City Council - = of the City of Redding requesting the State Highway Commission to establish an alternative route for a portion of State Highway 273, being `��4 that portion of Market Street between Placer Street and Tehama Street in the City of Redding. Voting was as follows: A.yes: Councilmen - A.nderson, Denny, Fulton, and Moty Noes: Councilmen - None A.bsent: Councilmen - Chatfield Resolution No. 4279 on file in the office of the City Clerk. A.GREEMENT - re A.ir Monitoring Station MOTION: Made by Councilman Anderson, seconded by Councilman Fulton approving an agreement between the Redding Redevelopment Agency and the City of Redding, wherein the City agrees to provide water, elec- ;j�12 tricity and garbage and refuse collection �o the Air Resources Board of the State of California at 1411 Market Street. The Vote� Unanimous A.yes FEDERAL DISASTER A.SSISTANCE Tpne following action was taken by Council with respect to applying for Federal disaster assistance for damage to City of Redding public facil- ities suffered during the period from December 17, 1969 to February 4, 1g70: RESOLUTION MOTION: Made by Councilman Anderson, seconded by Councilman Denny that Resolution No. 4280 be adopted, a resolution of the City �)'1"� Council of the City of Redding requesting the Office of Emergency � � Preparedness to cause the performance of certain emergency work -� within the City of Redding. Voting was as follows: Ayes; Councilmen - Anderson, Denny, Fulton, and Moty Noes� Councilmen - None A.bsent: Councilmen - Chatfield Resolution No. 4280 on file in the office of the City Clerk. �,� 31 � RESOLUTION MOTION: Made by Councilman Denny, seconded by Councilman Anderson that Resolution No . 4281 be adopted, a resolution authorizing the Director of Public Works to execute for and in behalf of the City of Redding an application for the purpose of ��L/ obtaining certain Federal financial assistance under the Federal Disaster A.ct, and to file said application in the appropriate State office. �=��C Voting was as follows: A.yes: Councilmen - Anderson, Denny, Fulton, and Moty Noes� Councilmen - None A.bsent: Councilmen - Chatfield Resolution No. 4281 on file in the office of the City Clerk. MOTION: Made by Councilman Fulton, seconded by Councilman Denny authorizing the Director of Public Works or the Superin- ' tendent of Streets to amend Exhibit A of Resolution No. 4280, if it becomes necessary.
