The Pledge of Allegiance to the Flag was led by Parks Director Blaser. The meeting was called to order at 7:00 P.M. by Mayor Moty with the following Councilmen present: A.nderson, Chatfield, Fulton, and Moty. A.PPROVA L OF MINUTES MOTION: Made by Councilman Fulton, seconded by Councilman A.nderson approving the minutes of the regular meeting of December 5, 1971 , as mailed to each Councilman. Smith - Claim filed 12/13/71 City A.ttorney Murphy advised Council that it is the recom- mendation of the City Insurance Corruziittee that the Claim for Damages filed by Kenneth L. Smith on December 13 , 1971 be approved in the amount of $29.70, and that the portion of the � � � claim pertaining to pumping of the septic tank ($15.00) be denied, inasmuch as the Unlform Building Code provides that septic tanks be filled with earth, etc. , once connection has been made to the sewer line. MOTION: Made by Councilman A.nderson, seconded by Councilman Chatfield approving the recommendation of the City Insurance Committee and authorizing the Finance Director to pay an amount of $29.70 to Kenneth L. A.WARD OF BID - Miscellaneous Lamps and/or Globes MOTION: Made by Councilman Anderson, seconded by Councilman Chatfield approving the recomrriendation of the City Manager that Bid Schedule No. 611 , miscellaneous lamps and/or globes , be , � ��� awarded to Graybar Electric Company on their low bid of 52.6% discount from list prices, and 2% for cash discount. Voting was as follows: A.yes: Councilrnen - Anderson, Chatfield, Fulton, and Moty Noes: Councilmen - None , Absent: Councilmen - Denny AWARD OF BID - Two 1/2 ton pickup trucks MOTION: Made by Councilman Chatfield, seconded by Councilman i Fulton approving the recoxYunendation of the City Manager that Bid iSchedule No. 613 , two 1/2 ton pickup trucks , be awarded to Inter- / G�� national Harvester Company on their bid of $6 ,405.00, including sales tax, because the low bidder failed to meet specifications . Voting was as follows: A.yes: Councilmen - Anderson, Chatfield, Fulton, and Moty , Noes: Councilmen - None A.bsent: Councilmen - Denny l 164 PA.CKAGE INSURA.NCE PROGRAM Finance Director Courtney reviewed his memo to Council dated December 16, 1971 regarding the Package Insurance Program, which states it is the recommendation of the Special Insurance Committee, the City Manager, the City Attorney, and the Finance Director that the Insurance Contract for the three-year period beginning January 1 , 1972 be awarded to Insurance Associates, with coverage to be provided by the Fireman's Fund Insurance Company. The annual premium cost for such package insurance program would be $60,230. Members of Council questioned the additional cost of $1600. , or $533, per year, for the Boiler and Machinery Insurance coverage. Jim Williams of Insurance A.ssociates explained that this insurance, provided by the Hartford Insurance Company, is part of the existing package insurance program, but that the premium had been prepaid for the three-year period ending December 31 , 1973 . Because of the City's loss experience in this area, the Hartford Insurance Company quoted an annual premium of $2733 , for the three-year period ending December 31 , 1974. The annual premium for the three-year period ending December 31 , 1973 was $2200 . , but this existing policy would have to be cancelled if the City elected to enter into a new three-year contract for the Package Insurance Program. Ralph Sharp, whose firm submitted the second lowest proposal, appeared �7 before Council and asked that Council delay awarding the bid so that .�f� � further study could be made of the proposals submitted. Mr, Sharp did not feel that adequate consideration had been given to some of the features offered in his firm's proposal; i.e. , $1 , 000, 000. single limit liability coverage instead of $250, 000/$1 ,000, 000/$100,000 limits required by the specifications; also errors and omissions coverage and pollution and contamination coverage. Mr. Courtney said that errors and omis sions coverage has never been defined as such in the City of Redding insurance program; and the City Attorney stated that, in the nine years he has worked for the City, there has never been a claim involving errors and omissions against the City. Mr, Williams was questioned as to what the additional cost might be for such coverage and he replied that insofar as bodily injury and property damage is concerned, the insurance proposal of Insurance A.ssociates does provide coverage for errors and omissions up to $1, 000 ,000. Fireman's Fund Insurance Company has stated that it would need a definition of "errors and omissions" before a cost figure could be quoted. Mr. Sharp requested that his letter of December 17th'to City Manager Brickwood, explaining the proposals submitted by his firrn, be made a part of the record of this meeting. The City Clerk read said letter in its entirety to Members of Council, and it will be filed as part of the official record of this meeting. It was the consensus of Council that Insurance Associates had submitted the low proposal on what the City had specified it wanted. Voting was as follows: A.yes: Councilmen - Anderson, Chatfield, Fulton, and Moty Noes: Councilmen - None Absent: Councilmen - Denny PROJEC T S T O P Community Education Officer O'Hare submitted a Progres s Report on ��,� Project STOP, which is a program designed to change the attitudes of students and increase their knowledge of law enforcement agencies in ii� 165 their communities. Officer O'Hare advised Members of Council that this program involves students in the elementary schools and at the Nova Ninth Grade High School, and he believes that, although the program is relatively new, the students are responding and a better relationship between law officers and students is developing. Mayor Moty and Councilman Anderson have children who have been exposed to this project and both feel that it is a good program. : REDDING MUSEUM AND A.RT CENTER Parks Director Blaser submitted the recommendation, of the Recreation and Parks Commission that the present location of the Redding Museum .z��� and Art Center be retained. Mayor Moty indicated that the recommendation will be considered at the time an addition to the present structure or a new building is constructed. A.IR A.MBULA.NCE SERVICE A.irports Manager McCall submitted the recommendation of the Airports Commission that the Shasta-Trinity Foundation for Medical Care be � granted a three-month extension of its permit to operate an air ambulance from Benton A.irpark. Jerry Fikes of the Emergency Medical Care Center reported on the ��� present mode of operation of the air ambulance service. � MOTION: Made by Councilman Chatfield, seconded by Councilman Fulton approving the e�ension of the permit is sued to the Shasta- Trinity Foundation for IVledical Care for operation of an air ambulance from Benton Airpark to A.pril 1 , 1972 . The Vote: Unanimous A.yes LETTER AGREEMENT - PayLess Drug Stores, re parking structure MOTION: Made by Councilman Fulton, seconded by Councilman Chatfield approving a letter of assurance to Mr. Payton Hawes, Chairman ��� of the Board, PayLess Drug Stores Northwest, Inc. , dated December 21 , 1971, re construction of two level public parking structure in the 1400 block of California Street, and authorizing the Mayor to execute same on behalf of the City. The Vote: Unanimous A.yes TRA.FFIC FINES Councilman Fulton called to the attention of Council the fact that traffic fines imposed by the Redding Justice Court have been cut drastically. Members of Council indicated concern, not only because of the loss of ;�G>� revenue to the City but, because it is felt that the reduction may result in an increase in traffic violations .
