The Pledge of A.11egiance to the Flag was led by Finance Director Courtney.
� The invocation was offered by Father John Crowley of St. Joseph Catholic
Church.
The meeting was called to order at 7:00 P.M. by Mayor Moty with the
following Councilmen present: A.nderson, Denny, Fulton, and Moty
Absent: Councilman Chatfield
NOTE: Councilman Chatfield entered the meeting at 7:05 P.M.
A.lso present were City Manager Brickwood, City Attorney Murphy,
Finance Director and Personnel Director Courtney, Public Works
Director Arness , Planning Director Harris , Police Chief Whitmer ,
Parks Director Blaser, Traffic Engineer Hamilton, Airports Manager
McCall, Assistant Recreation Director Riley, and City Clerk Brayton.

approving the minutes of the regular meeting of November 15 , 1971 , as

man Fulton finding that public convenience and necessity requires 'i
the granting of a permit to Arretta Webb to operate twelve vehicles `��� �

Fulton that Accounts Payable Register No. 11 , check nos. 17735 to
18036, inclusive, in the amount of $250, 878.84 be approved and paid,
and that Payroll Register No. 11 , check nos. 41017 to 41284, inclusive, `� �
salaries in the amount of $95 ,069. 83 for the period November 7 , 1971
through November 20, 1971 be approved. Total $345,948.67

Denny that the Claim for Damages filed by Industrial Indemnity
Company and Boat Transit, Inc. , on November 26, 1971 be

that the City Attorney be instructed to scan same . The Vote:

MOTION: Made by Councilrnan Anderson, seconded by Councilman
Denny that Ordinance No, 1072 be adopted, an ordinance of the City
Council of the City of Redding amending Chapter 13 of the Redding
City Code, 1959, as amended, by adding Sections 13-2 through and
including 13-21 , establishing a Bureau of Fire Prevention and adding
amendments to the Fire Prevention Code.

Fulton that Resolution No. 4499 be adopted, a resolution of the City
Council of the City of Redding establishing a school bus loading zone

Placer Street

RESOLUTION - School bus loading zone on Cypress A.venue
MOTION: Made by Councilman Denny, seconded by Councilman
A.nderson that Resolution No. 4500 be adopted, a resolution of the City
Council of the City of Redding establishing a school bus loading zone
on the north side of Cypress Avenue from 23 feet to 110 feet west from

RESOLUTION - Prohibiting parking on portion of Market Street
MOTION: Made by Councilman Denny, seconded by Councilman Fulton
that Resolution No. 4501 be adopted, a resolution of the City Couneil of
the City of Redding prohibiting parking on the east side of Market Street
from the north building line of the Paul Bunyon Smorgie Restaurant

MOTION: Made by Councilman Chatfield, seconded by Councilman
Anderson approving the recomxnendation of the City Manager that
Bid 5chedule No. 610, Paint Line Striper, be awarded to J. E. Bauer �G��
Company, the sole bidder , on their revised bid of $6,577.68, which
� includes Alternate A.ccessory Items 1 through 4, and sales tax.

SKI PROGRA.M
In a memo to Council dated December 2, 1971 , A.ssistant Recreation
Director Riley advised Council that the Shasta Union High School District
� has confirmed that the City of Redding Recreation Department may utilize
ithe District's buses for the purpose of transporting skiers to Mt. Shasta ����
5ki Bowl during the 1971-72 ski season, in accordance with the original
� agreement dated November 17, 1970. The City Manager has agreed to
extension of the agreement.

REDDING MUNICIPAI� AIRPORT - A.ddition to Terminal
A.irports Manager McCall submitted the recommendation of the A.irports
Commis sion that $35,600 be appropriated for an addition to the terminal
at Redding Municipal Airport. An amount of $30,000 was included in the �%�
1971-72 budget for this purpose; however_, the'totaLestimated cost of the
addition is $35 ,600. The additional $5,600 . is available from unappro-
priated surplus.
MOTION: Made by Councilman Denny, seconded by Councilman Anderson
approving the request for $35,600 for the enlargement of the terminal at
� Redding Municipal A:irport. The Vote: Unanimous A.yes
GENERA.L PLA.N AMENDMENT - GPA.- 1-71

Fulton that a public hearing be set for 7:30 P. M. , January 3, 1972 re ���
General Plan A.mendment GPA.- 1-71 . The Vote: Unanimous A.yes
BENTON A:IRPA.RK - 10 Place T Hangar
In a memo to Council dated December 3, 1971 , A.irports Manager McCall
submitted the recommendation of the A.irports Comrnis sion that Council
authorize the Director of Public Works to call for bids re constr.uction of ��/
a 10 Place T Hangar at Benton A.irpark. A.n amount of $38, 000 was
appropriated in the 1971-72 budget for this project, and Mr. McCall
submitted a list of 10 persons requesting hangar space at the airport

In response to questioning by Members of Council, Mr. Mc.Call stated
tha.t .the monthly rental fee for closed hangars is $35. 00. It was suggested
by Council that a review be made of such rental fees as it is indicated that
the City is not receiving a 1% return on its investment at the current fee.
MOTION: Made by Councilman Anderson, seconded by Councilman Fulton
authorizing the Director of Public Works to call for bids re construction
of a 10 Place T Hangar at Senton A.irpark. The Vote: �Unanimous A.yes
REDDING MUNICIPAL AIRPORT - Extension of Lease - Hertz Rent-a-Car
j/� MOTION: Made by Councilman Chatfield, seconded by Councilman Denny
approving the recoxnrnendation of the Airports Commission re one year
��� extension of Charles Bull lease for Hertz Rent-a-Car and Limousine at
Redding Municipal Airport under the same terms and conditions of his
present lease, and authorizing the Mayor to execute same on behalf of
the City. The Vote: Unanimous Ayes

A.nderson accepting the project re North Bechelli Lane Assessment
�.=�U� District Improvements as being coinpleted satisfactorily, and instructing

RESOLUTION - re Establishment of Business Improvement A.rea

A.nderson that Resolution No. 4503 be adopted, a resolution of intention
of the City Council of the City of Redding in the matter of the .establish-

of Chapter 19A. of the Redding City Code, 1959, as amended, and the
provisions of the Parking and Business A.rea Improvement Law of 1965.

MOTION: Made by Councilman Denny, seconded by Councilman A.nderson
��� approving the lease between the City of Redding and Wendell Carpenter for
City owned property near the Sewage Treatment Plant, and authorizing the
Mayor to execute same on behalf of the City. The Vote: Unanimous A.yes
ORDINANCE - re swixnming pools
Councilman Anderson offered Ordinance No. 1073 for first reading, an
ordinance of the City Council of the City of Redding amending Article V,
j�Z Chapter 9 of the Redding City Code, 1959, as amended, by repealing
Section 9-18 , which exempts automobile courts, motels, hotel clubs and
trailer parks from the requirements for fencing around swiinming pools.
RESOLUTION - Prohibiting Parking on certain driveways at Civic Aud,
MOTION: Made by Councilman Chatfield, seconded by Councilman
A.nderson that Resolution No. 4504 be adopted, a resolution of the City::

entrance driveway and the upper level ramp driveway of the Civic

approving the request of the City A.ttorney to enter the City of Redding into
a class antitrust action against nine cast iron pipe manufacturers. The

REDDING MUNICIPA.L AIRPORT - re services of H.Finkler
MOTION: Made by Councilman A.nderson, seconded by Councilman Fulton
approving payment in the sum of $1 ,988. 00 to Harold Finkler for services ,/��
