The Pledge of A.11egiance to the Flag was led by Finance Director Courtney, The invocation was offered by Elder Norman 5harp of the Seventh Day Adventist Church. The meeting was called to order at 7:00 P.M. by Mayor Moty with the following Councilmen present: Anderson, Denny, Fulton, and Moty Absent: Councilman Chatfield A.lso present were City Manager Brickwood, City A.ttorney Murphy, Finance Director and Personnel Director Courtney, Public Works Director A.rness , Planning Director Harris , Parks Director Blaser Traffic Engineer Hamilton, Police A.dministrative Sgt. A.PPROVA.L OF MINUTES MOTION: Made by Councilman A.nderson, seconded by Councilman Fulton approv.ing the minutes of the regular meeting of November 1 , 1971 , as mailed to each Councilman. The Vote: Unanimous Ayes C OMMUNI CA.TIONS Vern L. Gentry A. coxnxnunication received from Vern L. Gentry, requesting ��� water service fr.om the City of Redding-Buckeye Services Area system, was referred to staff for review and recommendation. Mayor Moty said that staff should keep in mind that an affirma- tive recommendation may establish a policy. A.PPROVA.L OF CLAIMS AND PAYROLL MOTION: Made by Councilman Anderson, seconded by Councilman Denny that A.ccounts Payable Register. No. 10, check nos. 17550 to 17734, inclusive, in the amount of $183,408.94 be approved ancl paid, and that Payroll Register No. 10, check nos. 40739 to 41016, � /D� inclusive, salaries in the amount of $95, 887. 14 for the period _October 24, 1971 through November 6 , 1971 be approved. The Vote: Unanimous Ayes ORDINANCE - re RZ-8-71 At the meeting of November 1, 1971 , this matter was referred to the Traffic and Parking Corrunission for review and recommendation prior to second reading of the Ordinance. At its regular meeting on November 8, 1971 , it was the feeling of the Traffic and Parking Comrnis sion� tliat the change in zoning would not increase the potential for traffic conflicts. The Commission also recommended that a study be undertaken to determine if other areas fy�„� of the "C-4" District should be considered for a change in zoning, � Mayor Moty said that Councilman Chatfield had read the report of the Traffic and Parking Commission but he still has reservations. Councilman Fulton noted that Mayor Moty had not been present at the public hearing on the rezoning and asked if he had been briefed on the matter. SA.FETY AWA.RD , City Manager Brickwood reported that City of Redding employees have won first place in Group IX (201-300 employees) of an employee safety contest, which was jointly sponsored by the League of California Cities ,t��'�j and the Stabe. Compensation Insurance Fund. Last year the Gity of Redding injury frequency rate was approximately 22.50 versus 11. 13 this year, which is a very great improvement. Mayor Moty agreed that this is excellent progress and requested the City Clerk to prepare a letter for his signature commending employees of the City of Redding. POLICE DEPA.RTMENT- Request for Supplemental A.ppropriation In a memo to Council dated November 8, 1971 , Police Chief Whitmer reported that during the past year five police officers had been sent to the Bahn Fair Institute for crime scene investigation training, and ��� he requested authorization to send the remaining police officers to this Institute by June, 1972. This will require a supplemental appro- priation of $10, 300. However, as this Institute is approved by the Commission on Peace Officer Standards and Training, 100°jo reimburse- ment will be made to the City of Redding for all costs. In response to Councilman Fulton's question regarding .the police officers to �be sent to the Institute, Police Administrative Sgt. Dawson said it is the intention of the Department to send only patrol officers. MOTION: Made by Councilman Anderson, seconded by Councilman Fulton approving the request for a supplemental appropriation in the amount of $10, 300 to send police officers to the Bahn Fair Institute. The Vote: Unanimous A.yes TRAFFIC AND PA.RKING COMMISSION RECOMMENDA.TIONS Traffic Engineer Hamilton submitted the following recommendations of the Traffic and Parking Commission: ' Parking Prohibition - Paul Bunyan Smorgie Restaurant - It is recommended that parking be prohibited on the west side of Market Street for a distance of 40 feet, south from;the. north building line of the Paul Bunyan Smorgie Restaurant. //�'`-'" MOTION: Made by Councilman A.nderson, seconded by ' Councilman Denny approving the recomrnendation re parking prohibition at the Paul Bunyan Smorgie Restaurant and in- structing the City A.ttorney to prepare the necessary resolution. The Vote: Unanimous A.yes �;ry 155 Bicycles on Diestelhorst Bridge It is recommended that Council repeal the current requirement that cyclists dismount while crossing Diestelhorst Bridge. MOTION: Made by Councilman Fulton, seconded by Councilman fJ�g A.nderson approving the recorru�iendation that the requirement � that cyclists dismountwhile crossing Diestelhorst Bridge be irepealed, and instructing the City Attorney to prepare the , necessary reaolution. The Vote: Unanimous A.yes Bus Loading Zones - Cypress and Magnolia Schools It is recommended that the following bus loading zones be established at Magnolia and Cypress Schools , respectively: Magnolia School A. yellow curb bus loading zone on the west side of ,— Magnolia Avenue, from 43 f:eet to 83 feet north of the ��� �' north curbline of Placer Street Cypress School A. yellow curb bus loading zone on the north side of Cypress A.venue from 23 feet to 110 feet west from the prolongation of the west curbline of the south leg of ' Akard Avenue MOTION: Made by Councilman Denny, seconded by Councilman , . A.nderson approving the recoxnxnendation re establishment of bus loading zones at Cypress and Magnolia Schools, and in- structing the City Attorney to prepare the necessary resolutions . The Vote: Unanimous Ayes Parking Prohibition - to Provide Right Turn Lane - Shasta Street It is recommended that two 10-hour metered parking spaces be ' removed and parking be prohibited at all times on the north side � of Shasta Street, from Pine Street east to the alley to permit the ��� � � Division of Highways to install a right turn lane. i MOTION: Made by Councilman.Denny, seconded by Councilman A.nderson approving the recoxn.rriendation re parking prohibition on the north side of Shasta Street, from Pine Street east to the alley, and instructing the City A.ttorney to.prepare the necessary re solution. The Vote: Unanimous A.yes . WA.TER FILTRA.TION � Public Works Director A.rness requested authorization to proceed with Phase II of the Ranney System program at a co.st of $7,000. This Phase will set forth the quality and quantity of water available. The money has been budgeted for this project. Mayor Moty asked what is planned with respect to tying in the wells with the present water system, inasmuch as the location of the wells is at the wrong end of the systern. Mr. A.rness said that if the Ranney System proves successful, it is estimated that it will cost between $3,000 to $5,000 to run the system ������ analysis on the computer to obtain a total cost of the. system improve- ments. Mr. A.rness spoke of manpower needs if a water filtration plant is built in lieu of utilizing the Ranney System. I � In response to Councilman A.nderson's inquiry, Mr. Arness stated that the Ranney System is in use in Ukiah, Sacramento, Carmichael, and the Sonoma County Water District, and that the System can meet 5tate turbidity requirements . 156 MOTION: Made by Councilman Denny, seconded by Councilman A.nderson authorizing Phase II of the Ranney System program at a cost of $7, 000. REQUE5T TO CA.LL FOR BIDS - Jet Cleaner (Sewersand Storm Drains) �J 7 MOTION: Made by Councilman A.nderson, seconded by Councilman `�/� Denny authorizing the Director of Public Works to call for bids for a jet-type cleaner for maintenance work on sanitary sewer system and storm drainage system in the City of Redding, in an amount not to ex- ceed $12,000. The Vote: Unanimous A.yes ORDINANCE - re A.mendments to Fire Prevention Code Councilman Fulton offered Ordinance No. 1072 for first reading, an ordinance of' the City Council of the City of Redding amending Chapter / 7 � 13 of the Redding City Code, 1959, as amended, by adding Sections 13-2 through and including 13-21, establishing a Bureau of Fire Pre- vention and adding amendments to the Fire Prevention Code. CA.LDWELL A.ND LA.KE REDDING PARK Councilman Fulton noted that frequently in the suxnxner the small galvanized garbage cans located throughout Caldwell and Lake Redding � �'p Parks are overflowing with refuse, and he suggested that the large Sanitation Department containers be used in lieu of the smaller cans.
