', The Pledge of Allegiance to the Flag was led by Fire Marshal Wade. i The invocation was offered by the Reverend George Lindsay, Pastor of the Pilgrim Congregational Church. i The meeting was called to order at 7:00 P.M. by Mayor Moty with the following Councilmen present: A.nderson, Denny, Fulton, and Moty. Absent: Councilman Chatfield. A.lso present were City Manager Brickwood, City Attorney Murphy, Finance Director and Personnel Director Courtney, Public Works Director Arness , Planning Director Harris , Police Chief Whitmer , Airports Manager McCall, A.ssistant City Engineer Lang, Fire Marshal Wade, and City Clerk Brayton. A.PPROVA.L OF MINUTES MOTION: Made by Councilman Anderson, seconded by Councilman Fulton approving the minutes of the regular meeting of October 4, 1971 , as mailed to each Councilman. The Vote: Unanimous Ayes ' COMMUNICA.TIONS Western Shasta County Soil Conservation District Mr. Randall Reeves , District Conservationist, advised Council that the A.pplication for the Northern Sacramento Valley Resource � Conservation and Development has been cornpleted and submitted .�� ', to the Governor for signature, and that if the Governor signs the ' application it will then be forwarded �o Washington. If it receives ' a high enough prioxity in Washington, the project will be funded ' this year. Two copies of the application were. given to Council. � Councilman A.nderson noted that he had reviewed the application ' and feels it is very thorough. Pitts - Claim filed 10/12/71 City A.ttorney Murphy reported that it is the recomrnendation � of the City Insurance Committee that the Claim for Damages filed by C. L. Pitts be approved in the amount of $88. 15. MOTION: Made by Councilman A.nderson, seconded by /�� i Councilman Fulton approving the Claim for Damages filed , by C. L. Pitts on October 12, 1971 in the amount of $88. 15, and authorizing the Finance Director to pay same. Voting was as follows: Ayes: Councilmen - Anderson, Denny, Fulton, and Moty Noes: Councilmen - None A.bsent: Councilmen - Chatfield 142 CLA.IM FOR DA.MA.GES - 2nd hearing Oliver Johnson - Claim filed 9/22/71 City A.ttorney Murphy reported that it is the recommendation of the City Insurance Committee that the Oliver Johnson Claim for Damages as made be rejected, but that the City Insurance Committee be authorized and empowered to negotiate a settlement of the claim either by force account construction or by cash settlement in a sum reasonably equal to the replace- /`�`3 ment icost of the property damaged, but in no event to exceed the sum of $200. MOTION: Made by Councilman Denny, seconded by Council- man Fulton authorizing the City Insurance Committee to negotiate a settlement of the Claim for Damages filed by Oliver Johnson on September 22, 1971, but in no event to exceed the sum of $200. Voting was as follows: Ayes: Councilrnen - A.nderson, Denny, Fulton, and Moty Noes: Councilmen - None A.bsent: Councilmen - Chatfield SUMMONS A.ND COMPLA.INT - Virginia Roman City Attorney Murphy reported that a Sumrrions and Complaint received ��� by the City Clerk re Virginia Roman vs. City of Redding, is being handled by Russell Bales, the City Insurance Carrier at the time of the incident. ORDINANCE - re Planned Development District MOTION: Made by Councilman Denny, seconded by Councilman Fulton that full reading of Ordinance No. 1063 be waived, and that the City Attorney be instructed to scan same. The Vote: Unanimous A.yes � � � MOTION: Made by Councilman Anderson, seconded by Councilman Fulton that Ordinance No. 1063 be adopted, an ordinance of the City Council of the City of Redding amending Chapter 30 of the Redding City Code, 1959, as amended, by adding thereto Section 30-14. 1 , pertaining to Planned Development or PD District. Voting was as follows: A.yes: Councilmen - A.nderson, Denny, Fulton, and Moty Noes: Councilmen - None A.bsent: Councilmen - Chatfield Ordinance No. 1063 on file in the office of the City Clerk. RESOLUTION - Parking Prohibition on portion of A.ngelo A.venue MOTION: Made by Councilman Denny, seconded by Councilrnan Anderson that Resolution No. 4494 be adopted, a resolution of the City Council of the City of Redding prohibiting parking on a portion of A.ngelo �J�,� A.venue. Voting was as follows: A.yes: Councilmen - A.nderson, Denny, Fulton, and Moty Noes: Councilmen - None A.bsent: Councilmen - Chatfield Resolution No. 4494 on file in the office of the City Clerk. � 143 RESOI:,UTION - Installation of Stop Signs - Walnut at North Street MO'TION: Made by Councilman Fulton, seconded by Councilman Denny that Resolution No. 4495 be adopted, a resolution of the City Council of ���� the City of Redding ordering the installation of Stop Signs on Walnut Street at its intersection with North Street. A.WA.RD OF BID - Fire Hose MOTION: Made by Councilman A.nderson, seconded by Councilman , / Fulton approving the recoxnrnendation of the City Manager and the f ��- Fire Chief that Bid Schedule No. 606, Fire Ho se, be awarded to American Rubber Company on their bid of $7, 087.50 , taxes included. The Vote: Unanimous A.yes PEA.CE OFFICER STA.NDA.RDS AND TRAINING PROGRA.M Police Chief Whitmer reviewed his memo to Council �dated October 5, 1971 regarding participation of the Redding Police Department in the ' Peace Officer Standards and Training Program. Chief Whitmer re- ' ported that his Department had received a check from the Commission on Peace Officer Standards and Training in the amount of $6, 098.49 � ' which is reimbursement,in part, for officers' salaries while undergoing � �p ' training, and expenses for tuition, living costs and travel. ' During Fiscal Year 1970-71, the Redding Police Department sent two sergeants to Supervisory School, two captains and one sergeant to Middle Management School, and the Police Chief attended the Executive Development Training Program. Six other officers were sent to technical and specialist sclzools. Thirty-five officers received training in the use of chemical agents. Mayor Moty commended the Police Chief on the active participation of the Redding Police Department in this Program. In answer to Councilman A.nderson's question re turnover of manpower as a result of the training program, Chief Whitmer stated that the Department has not experienced much turnover yet but it is expected that this may occur. However, he noted that new officer applicants are much better qualified as a result of this training program. REDDING MUNICIPA.L A.IRPORT - Lease Extension - Redding Radio Controlled Model Aircraft Club I/ �� MOTION: Made by Councilman Anderson, seconded by Councilman � Fulton approving the extension of lease between the City of Redding �/,/ and Redding Radio Controlled Model Aircraft Club at Redding Municipal �f A.irport for an additional period of one year , to terminate on October 31, 1972, subject to tlie approval of their insurance by the City A.ttorney, and authorizing the Mayor to execute said document on behalf of the City. The Vote: Unanimous A.yes AIR WEST - Request to PU� for increase in its intrastate passenger fares � In a memo to Council dated October 4, 1971 , the Airports Manager sub- � 1 (j mitted the recommendation of the Airports Commission that Council � �1 oppose Air West's request to the PUC for an increase in its intrastate 144 passenger fares. Information supporting this recommendation is contained in the memo. It was recommended jointly by the City A.ttorney and A.irports Manager that they be permitted to appear at the PUC hearing in Eureka on November 5, 1971 to present testi- mony opposing such increase . MOTION: Made by Councilman Anderson, seconded by Councilman Denny that the City of Redding go on record as opposing the Air West request for increased intrastate passenger fares and that the City A.ttorney and A.irports Manager be instructed to appear before the PUC in Eureka on November 5, 1971 in this regard. The Vote: Unanimous A.yes REDDING MUNICIPA.L AIRPORT - A.ssignment and Extension of Restaurant Lease - IVIrs. Sa11y;A.nderson A.irports Manager McCall submitted the recommendation of the A.irports Comxnission that Council approve the Consent to A.ssigriment I� �'i of Lease of the restaurant at Redding Municipal Airport from Mrs . Eda E. Vinum to Mrs. Sally E. A.nderson, and that the lease be ex- � /� tended; said lease to run from November 1, 1971 to Novembe'r 23; �T973. MOTION: Made by Councilman Fulton, seconded by Councilman Denny approving the Consent to Assignment of Lease and Extension of Lease as recomrnended by the Airports Commission herein, and authorizing the Mayor to execute same on behalf of the City. The Vote: Unanimous Ayes AiIR A.MBULA.NCE SERVICE - Benton A.irpark In a memo to Council dated October 14, 1971, A.irports Manager McCall submitted tlie recommendation of the A.irports Commission that Council approve a 90 day permit for the Shasta Trinity Founda- tion for Medical Care to operate an emergency air ambulance from ,�� Benton Airpark. The effective date of the permit would be September 20, 1971.,� and�it. would expire on December 19, 1971 . � �/ No one appeared before Council in opposition to issuance of this permit. MOTION: Made by Councilman Denny, seconded by Councilman Fulton approving the permit for Shasta Trinity Foundation for IVIedical Care to operate an air ambulance service at Benton Ai�rpark, said p'ermit to be effective September 20, 1971 and expire on December 19, 1971, and authorizing the Mayor to sign said permit on behalf of the City. The Vote: Unanimous Ayes MIDTOWN PROJECT - Soil Investigation Study re Parking Structure. MOTION: Made by Councilman Denny, seconded by Councilman Fulton ratifying the prior action of the Director of Public Works with respect , ,/ n to the employment of Hill-Harned & A s s ociate s r e 1400 block California ��� `T /--t Street Parking Lot Soil Investigation Study, and authorizing payment of $4,230.50 to said firrn for the work performed. Voting was as follows: Ayes: Councilmen - Anderson, Denny, Fulton, and Moty Noes: Councilmen - None A.bsent: Councilmen - Chatfield WATER FILTRA.TION - Ranney Method Western Corporation MOTION: Made by Councilman Anderson, seconded by Councilman Denny ratifying the pribr action of the Director of Public Works with respect to the employment of Ranney Method Western Corporation re Phase I, Exploratory Test Drilling, and authorizing the payment of � �Cf� � $9 ,500.00 to said firm upon the satisfactory completion of Phase I.
