City Council, Regular Meeting

The Pledge of A.11egiance to the Flag was led by Finance Director and
i Personnel Director Courtney.
iThe invocation was offered by the Reverend T. W. Hendrix, Pastor of
Redding Christian Church.
The meeting was called to order at 7:00 P. M. by Mayor Moty with the
following Councilmen present: Chatfield, Denny, Fulton, and Moty
Absent: Councilman A.nderson
A.lso present were City A.ttorney Murphy, Finance Director and Personnel
Director Courtney, Public Works Director Arness, Planning Director
Harris , Police Chief Whitmer, Personnel Officer Reynolds , Ele�ctric
Superintendent Dais , Electrical Inspector Voges, and City Clerk Brayton.
A.PPROVA.L OF MINUTES
MOTION: Made by Councilman Chatfield, seconded by Councilman Denny
approving the minutes of the regular meeting of September 7, 1971 , as
mailed to each Councilman. The Vote: Unanimous Ayes

Redding School District
In a letter to Council dated September 14, 1971, the Redding
School District requested Council approval to construct sewer
! lines to serve Live Oak and Bonny View Schools, said lines to
be connected to the City Sewer System. . Both schools are located •7� �
' outside the City limits . The District also requested that a re- �5
� imbursement agreement be entered into between the City and the
� District, said A.greement to run from date of annexation of said
' area to the City of Redding.

Public Works Director Arness reported that the acreage fees
which would have to be borne by the District would amount to
approximately $20, 000 for the two schools. In addition, the
Redding City Code requires that for sewer service outside the
City limits , the charge for such service shall be twice the
amount for such service within the City limits . This is a monthly
service charge based on water consumption.
In a discussion of this matter it was determined that the request
regarding the reimbursement agreement could not be granted as
the Code specifically provides that reimbursement agreements shall
� terminate within 10 years from date of execution. It was suggested
that perhaps the School District could obtain an encroachment permit
from the County, construct the sewer line , and retain title to said
line. Shou.ld the area annex to the City at a later date, an assess-
ment district xnight be formed and the District reimbursed at that
time, based upon the number of connections to the line. It was
pointed out that maintenance of the sewer line would be the responsi-
bility of the District if the District retained title to the line.
Members of Council indicated general approval of the request for
sewer line hookup to the City system and Mayor Moty appointed
Councilman Chatfield to meet with Dr. Clark of the Redding School
District and City staff inembers to work out the details and return
to Council with a recommendation.
Dr. Clark thanked Council for its consideration of this matter.

Shasta County Housing A.uthority
A. letter received from the Shasta County Board of Supervisors
�C�� requesting the City of Redding to consent to the operation of the
` County Housing A.uthority within the incorporated area of the
�<�dc" City of Redding was referred to Councilman Anderson and
Councilman Denny with the request that they meet with staff
members to review this request and submit a recommendation
to Council.
Redding Chamber of Commerce
A comrnunication from the Redding Chamber of Commerce
requesting that the City Council proceed as soon as possible
/�� to make the minimum expansion additions to the passenger
terminal at Redding Municipal A.irport was referred to the
Council Airports Coxnmittee (Councilmen A.nderson and D�ny).
A.GA.PE, INC..
In appreciation of the endorsement of A.gape, Inc. , by the Redding City
Council, Father Bill Simpson presented tickets to "Sounds in Concert
��O Redding '71" to members of Council. This is a production of local
talent to be presented at the Civic A.uditorium on September 24th for
th e b enefit of Agape, Inc.

that South City Sewer Project A,ccount Register No. 2, check no. 105
in the amount of $15 , 822. 81 be approved and paid; that A.ccounts Payable
Register No. 6, check nos. 16667 to 16862, inclusive, in the amount of
$196, 810.66 be approved and paid; and that Payroll Register No. 6 ,
�C�� check nos. 39654 to 39943, inclusive, salaries in the amount of $97 ,635.43,
for the period August 29, 1971 through September 11 , 1971 be approved.

MOTION: Made by Councilman Chatfield, seconded by Councilman Fulton

City of Redding amending Section 30-3 of the Redding City Code, 1959,
as amended, relating to the rezoning of certain real property in the City
of Redding. (RZ-7-71) '

LEASE OF CITY PROPERTY - Tele-Vue Systems, Inc.. � /,�
MOTION: Made by Councilman Chatfield, seconded by Councilman
Denny approving the Ground Lease Agreement between the City of �v--2 �
Redding and Tele-Vue Systems, Inc. , for "Hill 900" , and author-
izing the Mayor to sign said agreement on behalf of the City. The
Vote: Unanimous A.yes
� ORDINANCE - re Electrical Code
Councilman Chatfield offered Ordinance No. 1065 for first reading, � ���
an ordinance of the City Council of the City of Redding amending the
Redding City Code, 1959, as amended, by repealing Section 9-9 and � ��
substituting therefor a new Section 9-9, pertaining to the adoption of
certain Electrical Codes by reference.

Councilman Denny offered Ordinance No. 1066 for first reading, an
ordinance of the City Council of the City of Redding amending the ��`��
Redding City Code, 1959, as amended, by repealing Sections 9-9• 1 , � 7p`�
9-10 , 9-10 . 1 , 9- 10.2, 9- 12, 9- 14. 1 , and 9-14.2 and substituting
therefor new Sections 9-9 . 1 , 9-9. 2, 9-10, 9-10. 1 , 9-10.2 , 9-10. 3 ,
9-12 , and 9-14. 1 pertaining to the City's Electrical Regulations .
A.GREEMENT - re Conveyance of property to State of California
MOTION: Made by Councilman Denny, seconded by Councilman , / �
; Chatfield approving the A.greement for the purchase of the State's �G
title to certain tax deeded property as provided by Division I, Part
6 , Chapter 8 of the Revenue and Taxation Code of the State of
California, and authorizing the Mayor to sign said agreernent on
behalf of the City. The Vote: Unanimous Ayes
CITY OF SA.NTA. MONICA. - Court A.ction
City A.ttorney Murphy advised Council that the City of Santa Monica is
Iinvolved in litigation concerning airplane overflights at the Santa Monica
, A.irport and is soliciting the aid of those cities who operate airports in
', the following respects:
� "1 . Whether you would permit another agency filing an amicus
brief to list your city as an additional amicus curaie;
"2 . Whether you would submit on your city's behalf an amicus �=� �
curaie brief; and
"3. Whether your City Council would contribute anything toward
the cost of the appeal or an amicus brief drafted by another
agency."
Mr. Murphy recommended that Council approve City participation to the
extent of Item 1 - use of City name, and Item 3 in an amount not to
exceed $150.
MOTION: Made by Councilman Denny, s econded by Councilman Fulton
approving the recommendation of the City Attorney as set forth above.
The Vote: Unanimous A.yes
