APPROVAL OF MINUTES
MOTION: Made by Councilman A.nderson, seconded by Councilman Chatfield
approving the minutes of the regular meeting of August 16 , 1971 , as mailed
to each Councilman. The Vote: Unanimous A.yes

California State Firemen's A.ssociation
MOTION: Made by Councilman Fulton, seconded by Councilman
Denny approving the request of the California State Firemen's
o�J� Association to serve beer in Lake Redding Park on September 20,
1971 to the members attending the California State Firemen's
Conference. The Vote: Unanimous A.yes

�'� A certified copy of Resolution No. 71-30 of the City Council of
the City of Anderson was received, setting forth its opposition
to the exclusion of State Route 273 from the State Highway System.
Finer Living, Inc. - re KPFA
City Manager Brickwood was requested to check with Finer Living,
Inc. , �and determine whether they had acknowledged the petition sent
�-�-� to them by citizens interested in having KPFA., the Berkeley sub-
scription F.M. radio station, restored to its cable. A. copy of the
petition was sent to Council.

MOTION: Made by Councilman A.nderson, seconded by Councilman
Chatfield approving the request of Ben A.li Temple of 5acramento
/,�� to have a parade in downtown Redding on Saturday, October 2 , 1971 ,
at 1:30 p.m. , along a route approved by the Redding Police Depart-
ment. The Vote: Unanimous A.yes

c��� Mayor Moty appointed Councilman Anderson to serve on the Steering
�j�� Committee of the Northern Sacrament�:�Valley Resour.ce Conservation

MOTION: Made by Councilman Anderson, seconded by Councilman
Chatfield that Accounts Payable Register No. 5, check nos . 16347 to
16666 , inclusive , in the amount of $217,486 . 13 be approved and paid;
that Payroll Register No. 4, check nos. 39043 to 39360 , inclusive, and
check nos . 39362 and 39363, salaries in the amount of $102,891 .49 , for
�b� the period A.ugust 1 , 1971 through A.ugust 14, 1971, and Payroll Register
No. 5, check nos . 39361 and 39364 to 39653, inclusive, salaries in the

Harry R. Young - Claim filed 8/31/71 ���
MOTION: Made by Councilman Chatfield, seconded by
Councilman Fulton that the Claim for Damages filed by
Harry R. Young on August 31 , 1971 be denied, and the
claimant be so advised. The Vote: Unanimous A.yes

Councilman Denny reported on the NCPA. meeting held in Redding on
A.ugust 31 , 1971 , and recommended that Council authorize participation
by the City of Redding in a special as se,s sment in an approximate sum �/�
of $5;760. 00, said assessment being the City's pro rata share of monies ��, �pf`-/
needed by the NCPA. for feasibility studies as outlined in Councilman
Denny's memo to Council dated A.ugust 31, 1971. Mr. Denny noted
that this assessment is in addition to the regular annual dues of NCPA .
MOTION: Made by Councilman Denny, seconded by Councilman
Chatfield authorizing City participation in a special assessment in
an approximate sum of $5 ,760.00 for NCPA feasibility studies.

, A.WA.RD OF BID - A.utomotive Equipment
MOTION: Made by Councilman A.nderson, seconded by Councilman
Chatfield approving the recommendation of the City Manager that Bid
Schedules No. 602 (27, 500 lb. GVW chassis and line body), No. 603 ���
(27,000 lb. GVW truck chassis and cab), and No. 604 (37,000 lb.
GVW. chassis and cab, dual drive), be awarded to International Har-
vester on their low alternate bid in a total aggregate amount of $54,861 .27,
sales tax included.

� EMERGENCY EMPLOYMENT ACT OF 1971
' In a memo to Council dated September 3, 1971 , City Manager Brickwood
� ;
recommended that Council authorize City participation in the Emergency
Employment Act of 1971 and authorize the City Manager to sign any
' necessary documents on behalf of the City. A sum of $9�, 990 is available ���
� to the City of Redding to provide jobs for residents of Shasta County. The
� City is required to contribute a minimum of $10, 110, which represents
10% of the total City program, but this contribution may be in kind and will
therefore not require any expenditures at this time that are not already
provided in the 1971-72 budget.
Participation by the City would provide for employment of ten people in
the classifications listed below in the order of priority of need:
" 2 - Police Officers
2 - Fireman-Engineers '
1 - Police Services Technician
1 - Engineering A.ide
3 - Public Works Maintenance
1 - Intermediate Stenographer
In a discussion of this matter, Personnel Officer Reynolds indicated that
the $9�, 990 allocation would be for the period A.ugust 24, 1971 to August
23, 1972, and that additional monies will be forthcoming until the cut-off
date of June 30, 1973, or until the national unemployment rate drops below
4.5% for three consecutive months . He further stated that it is hoped
that, through normal attrition, the City will be able to assimil.ate some
of the persons hired under this program, when such pro�gram is term-
inated.

MOTION: Made by Councilman Denny, s econded by Councilman Fulton

A.GREEMENT - P. G. & E. for Peaking Power
MOTION: Made by Councilman Chatfield, seconded by Councilman
A.nderson approving the Peaking Power Contract between the City of
� '� Redding and Pacific Gas and Electric Company, and authorizing the
Mayor to sign same. The Vote: Unanimous A.yes
PUBLIC HEA.RING - Rezoning A.pplication RZ-7-71
The hour of 7:30 P.M. having arrived, Mayor Moty opened
the Public Hearing on Rezoning A.pplication RZ-7-71

The City Clerk advised Council that no written protests had been
received.
/�� Planning Director Harris reviewed the r'ecomnZendation of the
Planning Commission which is that the property located north
of Santa Rosa Way, between Lake Boulevard and Deodar Way,
be rezoned from'R-2-RT" Duplex Residential District permitting
mobilehome parks to "R-1-ST-B10" Single Family Residential
District permitting a mobilehome on a lot with 10 ,000-square
. foot minimum lot size.
Tom Woods opposed the proposed rezoning on the basis that the
lot size requirement was too large in relation to the cost of
improvements necessary for mobile homes .
Mr. Harris advised Council that the rezoning, including the
lot size requirement, was requested by the property owner,
Peter G. Bouma, et al.
MOTION: Made by Councilman Denny, seconded by Councilman
Fulton that the Public Hearing be closed. The Vote: Unanimous

Councilman A.nderson offered Ordinance No. 1064 for first
reading, an ordinance of the City Council of the City of Redding
amending Section 30-3 of the Redding City Code, 1959, as
amended, relating to the rezoning of certain real property in the
City of Redding. (RZ-7-71)
REDDING MUNICIPAL A.IRPORT - Extension of Permit, B.ert B. Butler
MOTION: Made by Councilman Denny, seconded by Councilman Anderson
approving the recommendation of the Airports Commission that the permit
of Bert Butler , A.vis Ren;t-a-Car, be extended for one year under the same
�� � terms and conditions , to expire September 14, 1972 , and that the Mayor
be authorized to sign said extension. The Vote: Unanimous Ayes
RESOLUTION - A.ccepting Hillcrest Street for Maintenance and Operation
MOTION: Made by Councilman Chatfield, seconded by Councilman
Denny that Resolution No. 4487 be adopted, a resolution of the City Council
of the City of Redding accepting Hillcrest Street into the City Street
System for maintenance and operation by the City of Redding.

, RESOLUTION - HUD A.mendatory Agreement - South City Sewers
i MOTION: Made by Councilman Anderson, seconded by Councilman
Chatfield: that Resolution No. 4488 be adopted, a resolution of the City
� Council of trie City of Redding approving First Amendatory Agreement s��s
� between the City and HUD for Project No. WS-Calif-368, and authorizing
the Mayor to execute said agreement on behalf of City.

Denny that Resolution No. 4489 be adopted, a resolution of the City
Council of the City of Redding opposing the use of the 1971 Functional
Classification Study as the criteria for determining jurisdiction of � -�a
' responsibility for streets and highways, and opposing deletion of State
Route 273 fro.m the State Highway System.
